Money. Simple as that. Not because 'stealth' is affected by rain. There is no 'stealth' paint dripping off when water is upon the aircraft. Else the F-22 would be periodically assigned to the 'wash rack' or stationed in Hawaii, where there is a regular rainy season. You got suckered by that video.
