It is not a law, it is "governmental discretion". You are never meant to know any of it and you probably never will.

You owe the government 5 billion, I show up demanding only a billion on the record, you say you want to pay but it is too much *wink*, the government has instructed me to take whatever I can and get it done with, I take pennies on the dollar for the government, say 20-30 mil, and you hook me up with something off the books. The government holds pressers how they successfully made you pay "20 MILLION!!1!1" and solved all the corruption in Pakistan, you walk away with 4.98 billion, and I get a car to use as my own. It really is a win-win situation.

Its an enviable position that PM can do absolute no wrong. By pure luck or careful social engineering, a perfect storm and a perfect crime is possible.
