India asks Pakistan, where is Dawood?

The war of words between India and Pakistan since the killing of Al Qaeda leader Osama bin Laden escalated on Tuesday, when home secretary G.K. Pillai demanded that Pakistan’s interior minister Rehman Malik disclose the whereabouts of alleged mobster Dawood Ibrahim.

“If the minister is so sure that Dawood is not in Pakistan, then he should tell us where is he... According to our information, Dawood is in Pakistan,” Pillai said, reacting to Malik’s statement that Ibrahim was not in Pakistan.

Pillai said Ibrahim, who is wanted in India for allegedly masterminding a series of blasts in Mumbai in 1993 that killed 257 people, has houses in the Pakistani cities of Karachi, Lahore and Islamabad.

Earlier on Tuesday, Malik told a television channel Ibrahim was not living in Pakistan. “I think marrying a lady in Pakistan does not give a certificate that Dawood Ibrahim is in Pakistan,” Malik said, responding to comments made by his Indian counterpart P. Chidambaram on Monday.

The Indian home minister, in an interview with the Times Now TV news channel, had asked Pakistan to acknowledge that Ibrahim and other fugitives were present in its territory.

“We have often asked Pakistan to extradite or transfer Dawood to us. I think we know that Dawood Ibrahim lives in a house in Karachi. I think the broad coordinates of the location are also known. But Pakistan flatly denies that Dawood Ibrahim is in Pakistan,” Chidambaram said.

He said Pakistan had also denied Osama was in Pakistan, but he had been killed by US forces at a house near capital Islamabad. “So I don’t know what value can be attached to their denial that Dawood Ibrahim is not in Pakistan.”

Chidambaram was speaking to the media after his ministry released dossiers on five people against whom charges have been filed by US investigators probing a November 2008 attack in Mumbai by Pakistani terrorists, in which more than 160 people were killed and hundreds injured.

Peace talks between India and Pakistan, derailed by the 2008 attack, had recently restarted, with both countries willing to sidestep contentious issues such as terrorism and border dispute to focus on improving trade ties initially. But Osama’s assassination this month has brought the focus back on terrorist attacks in India by Pakistan-based groups—and the Pakistan military’s alleged involvement in them.

Dawood is not in our country: Pakistani interior minister
Indo-Asian News Service
New Delhi, May 10, 2011

Pakistani interior minister Rehman Malik has denied that Dawood Ibrahim was living in Pakistan and said that just "by marrying a lady in Pakistan does not give a certificate that he is in the country". "I think marrying a lady in Pakistan does not give a certificate that Dawood Ibrahim is in Pakistan. But if you have any information we will be happy to have a look into it," Malik said in an exclusive interview with CNN-IBN's deputy foreign editor Suhasini Haidar.
He added: "If we get hold of him naturally we will look into it. But as far as our information is concerned, he is not here." Dawood Ibrahim is wanted for various crimes committed in India, including the 1993 serial bombings in Mumbai.

On the Samjhauta Express blast case, he said: "In Samjhauta blast, the charges were pressed against Pakistan but the investigation later showed it was wrong.

"Should I say that it was an Indian intelligence failure that it could not be detected earlier by India. What is important is the determination and what do you want to achieve. Pakistan has got resolve to act against terrorists."

On the 26/11 Mumbai terror attack trial, he said: "I spoke to (P) Chidambaram (Indian home minister) when he was here and also over phone. I have explained him the situation of voice samples. I've made a point today that under evidence Act here, and may be in India, the identification mark is thumb impression and not the voice sample.

"You can't take the voice sample. The lower court has rejected the plea and now we have moved to High court. This shows our interest to give the voice sample.

"But I don't want to use any extra judicial method. I assure Chidambaram and people of India that we are at it but we can't go beyond the law. We will use every possible legal means to get it.

A total of 166 people were killed in the three-day terror siege by Pakistani militants in Mumbai in 2008. The attack was blamed on Pakistani terror outfit Lashkar-e-Taiba.

"I saw the charge sheet in the US in 26/11 trial. Just writing that name Iqbal, there may be so many Iqbals in India and Pakistan, it is important to find how he played a role. All those five names given to me by Chidambaram we are going to the process.

"We have given a detailed questionnaire to the India authorities and request them to respond to that. If we can arrest Lakhvi or others abetting that, then we don't have any hesitation in arresting anybody by the names given to us. But we need detailed proper information."

Pillai takes on Malik, says Dawood’s in Pak
Rajesh Ahuja, Hindustan Times
New Delhi, May 11, 2011

Home secretary GK Pillai on Tuesday took on Pakistan interior minister Rehman Malik for claiming that India's most wanted Dawood Ibrahim was not in Pakistan. Pillai said, "If the minister (Rehman Malik) is so sure that Dawood is not in Pakistan, he should tell us where is he.... According to our information, Dawood is in Pakistan."
Pillai's claim is based on information provided by Indian intelligence agencies. According to security agencies, Dawood has lived at five addresses during his stay in Pakistan - three in Karachi and two in Islamabad. One address is an ISI safe house located on the Bhubhan Hill around 20 km from Islamabad.

Dawood and his family members have been issued many Pakistani passports.

According to sources, once a passport of Dawood or his family member comes under the Indian intelligence’s radar, they are given a new passport.
