When can Pakistani Cities start to implement Building Maintenence rules?

This is view from Russia , quite an impressive beautiful city , vibrant colors and so refreshing to view the city it looks so clean as well, Just wondered exaxtly when will authorities in Pakistan cities will start implementing similar laws to maintain color of buidlings by Building owners.

Quetta looks like it never had any Urban planning done

Rawalpindi , same issue unorthadox tripple story buildings i.e don't look like a traditional building with windows and apprartment feeling. More like a home was constructed and then
grown vertically upwards with 2 more stories added adhoc

And yes no color of buidling or maintenence

Multan , same theme 1 out of so many buildings colored and literally the plan is instead of painting just put a commercial marketing banner , again illegal construction of triple or 4 story buidlings which don't look like any proper appartment buidling that can structurally sustain so many floors

The point I am trying to make is , that is a Universal issue across all cities in Pakistan , perhaps the assumption here is people just do not feel they need to maintain their buildings in any shape or form

Nor there is any interest at city level to enforce laws to force owners to fix up their property from outside to certain standard

Countrymen ask why can't we create Jobs , well if you have a law that forces people to
maintain the property , they will be forced to hire workers to paint building or maintain homes , this indirectly creates jobs :o:

Countless Jobs that can be created

a) Painters
b) Masonry / repair workers
c) City level Building inspection officers , who give ticket to unmaintained buildings
d) Fines can be collected by City if owners have property that are not maintained
e) Electric wire , installers (If neighbourhood wise electrical wires need to be cleaned up)


This is not even a City or Government issue appart from creating a Law this is just noone in cities taking care of their own property !!! Individual Action , strangely same people when they go abroad they will have tremendously maintained homes 100% painted , lot of trees and plant life etc


Every book in Pakistani school has a Phrase 'Cleanliness is half the religion' however from implementation point of view no one takes an interest even to make sure their property are painted to a certain standard for owning a property

In the early 20th century when America was still developing they instituted a law where businesses would pay an additional tax which only went towards maintaining the street they were on, including cleaning, pavement, sewer lines, and electricity.

In some Eastern European countries, they instituted a city policy where old grey soviet style buildings were all painted brightly, and new construction had to consist of modern or attractive architecture.

Here are some examples from Tirana,Albania:

Simply instituting these two policies would probably clear up 90% of your issues. Planting trees around the city limits and in every neighbourhood would also go a long way in natural beauty and air quality too.

Another thing that needs desperate implementation is protection of older buildings and structures, so many medieval/ancient sites across Pakistan are plastered with graffiti and election posters and it saddens me every time I see them.

You are being selective in your images of cities in Pakistan. All of Islamabad and Some parts of Lahore/Karachi are exactly the same as western cities. New construction is trying to follow western style of standard in planning, we can take the example of Bahria towns Here.

The problem here is that Bahria town and other planned communities are exclusive to rich/middle class people. The vast majority of people in the cities urban area will never live in areas like that. They also have their own brand new utility systems, and infrastructure, while the rest of the city is deprived and run down.

Also, the shiny new buildings and developement is restricted to Lahore/Karachi/Rawalpindi, the rest of Pakistans towns and cities wont ever get that level of investment so its more important to get new urban planning laws so they arent left behind.

The point being missed is that the issue of Neglect in all major city of Pakistan exist and it is due to Lack of Law for forcing the owner of building to ensure their building is properly painted.

Lets imagine we have 52,000,000 Million homes/buildings in Pakistan and they need to make sure these remain in proper order

a) Paint
b) Proper Windows
c) Fire safety
d) Plantation of 2 trees for your property

This would create Millions of Labour Jobs , building painters , windows installers and repairing persons , electricians and fire safety officers Jobs

  • We are talking about 10,000,000 ( 10 Million to 15 Million or more Jobs)

This is the easiest way to create Jobs Laws to maintain property. People complain about Government is not creating jobs but this is the Private sector Jobs that can and "Should" be created in Pakistan to uncover the hidden economy


This is a very basic Law , that needs to be enforced city wide


It is not about 1 neighbourhood with new construction or western standard , the laws need to be rolled out to force every owner of Property to Paint and Maintain certain standard!!



In this 1 picture alone you can see 90% of buildings are "Unpainted" not cared for
and just presenting a neglected view of Pakistan's Largest city and this is on a Private Property Owner level Issue not a City issue

The theme is Universal !!! There is No planning to Impose FINES on residents who own Property and they do not take care of the Buildings they live in

  • COLLECTIVE PROBLEM


If Law would be passed to Impose Property Maintenance Laws

a) To ensure Properties are Maintained (i.e Painted, and have trees planted outside)
b) 2 Trees per home, and these are watered by residents of buildings
c) No broken Windows are visible on the Buildings

  • We are looking at 10 Million Jobs to 15 Million Laborer jobs created inside Pakistan

  • Simple Law , every building is Painted
  • Every bulding has 2-4 Trees planted nice big green trees
  • Every owner of buildnig has to hire workers to keep the immediate area close to buildings clean and painted , and spotless

Views from Uzbekistan just showcasing why it is important to Grow Trees even in City and that is the responsibility of people who own property

Again very simple countries but they have implemented simple laws to enforce the Land/Property owners to make sure the properties are painted and the people grow trees in their neighbourhoods

I'm hoping as the Pakistani economy grows these crappy, adhoc buildings are demolished and modern glass structures are erected in their place.


Also a point to note is that some of the pictures you posted were of katchi abadi on unclaimed land. The aim of the builder is to build as many living quarters as possible in a given space in shortest possible time so that the land could be stolen. There is no regard for superficial things like painting etc.

Strangely same land area, but clearly things are planned and all buses have same color and they are nicely parked across same area with out Chaos and destruction

Some areas of life , are just show case a planned out city and then planning and rules implemented and then in Pakistan we do see obvious bending of rules

The two images below will show case how same amount of Bounty and blessing is being looked after different by 2 group of people

Same qualities exist in both lands but one group just can't seem to get it right (That is us Pakistanis)

There is no reason why Pakistani Beaches cannot look like this open for free for all people of Pakistan ....

We as a nation seem to have been given every imaginable thing , yet ...Pakistan just can't get our act right. Should be open to all public , to come visist stay and then leave

Not every building in developed countries are maintained to a sort, here's an example of Manchester, where I live: Most houses are plain brick not cemented on top. I personally don't like brick, it should be covered. It gives the property a more beautiful finish.

You own property you must do following

a) Ensure it is painted
b) Ensure it has windows which are not cracked or broken
c) All doors are working and are not safty hazard in anyway
d) All buildings have anti fire properties (i.e fire extinguishers)
e) Illegal , construction from 2 story to 4-5 story construction need to be outlaw due to Earth
quake hazards
f) Trees (2-3 Must be planted infront of your property) which YOU must maintain not city


  • Maintainence Fines are imposed by City if a person fails to maintain property to certain standards
  • Hazardous buildings are demolished

This is plain and simple owner level Responsibility not City's problem that requires city to pass a budget


Why are our labourers going to Middle east ? Cuze they do the same maintenece work build roads, build homes , paint homes or fix windows ?

So why don't we have laws inside Pakistan , so these folks can do the same labour work in Pakistan?

Your right to some extent, in the UK those regulations are there but only have to be followed if your giving your property to let otherwise no one cares. Apartments have to follow the regulations no matter what, this year there was a major fire at a building and there was a national cry to change the regulations.

The imporant point is the neglect is a collective problem i.e every one is doing it
If 96-100% population followed rules for maintaining their own propery , over all the city's appearance would improve

And as a country the nation would produce more jobs , if people had reason to hire labourers to do paintaing and other tasks to fix their property

No one will care to make repairs unless it was enforced by City wide laws and then fines imposed on owners to paint/ repair property and ensure tree growing initiatives are followed

This is basic 101 City management or even neighbourhood management
