Most villages have electricity but all homes don't.
Affordability comes into the picture. And this comes under state government not under central. Central can just provide funds to state governments. Last mile connectivity and home connections are fully under state governments.
We have a very strong federal structure.

The central government requires the state governments permission to send any central forces to the state. Last year a central government cbi investigator was placed under arrest by opposition state government police for not taking its permission.
China has a very strong central government , with no one to question its authority but India does not have the same.

Agreed. Accountability in government concerns is very low. Central is more efficient but state governments are like fiefdoms , very inefficient. Ofcourse i am generalizing, some state governments do well. Modi became PM based on his performance as the CM of Gujarat.

The spread of wuhan virus is primarily due to the non transparent behavior of the Chinese government. In a democratic country the free press and opposition parties would have created a big din and the spread would have been arrested early on.
Instead of saving people, the Chinese government was more interested in saving face. Doing that even now.
 
But it seems that China is selling the goods cost to cost and in no position to offer 5% discount and hence this happened.

But in may 2020, india's imports plunged 51 percent. LOL
