My Question is that how much impact their vote should have in electoral process?
In my opinion their vote should count as half vote or quarter vote.

That is not a good idea.

Disenfranchising or limiting voting of a majority of the population, however justified, will not improve anything.

For example, why not limit votes to those who pay income tax above a certain threshold?

I am not a fan of MQM,
But they brought in poor people to legislative assemblies and for the firtst time in the history of Pakistn introduced 'voting for ideology'.
People from humble backgrounds went to national and provincial assemblies and voters voted for an ideology and a party.
Nothing like that happened in paindoo rural areas ever.
So this slvery as you put it..is better than their feudel slavery.

Substituting the rights of the citizen isn't the answer. I agree in rural areas people sell their votes for a bottle of tharra (desi daru) and chicken.

The emphasis should be on educating the masses, not to devoid of their basic rights.

now im going to control my temper as much as i can now.

these "paindos" are the back bone of our country.
- majority of these paindos make up the army becuase city dwellers are cowards
- we supply the food to all of pakistan
- we got more wealth then "broke" city dwellers
- we are the biggest business people in the country period
- we are majority of the overseas pakistanis who keep this country alive
- almost all of us vote vs the city dwellers who sleep in.
- majority of all our officers and people who run this country are "paindos"

One vote for all adults is very basis of democracy, something that should not be tinkered with.
Next will be women to have 1/2 vote and minority 1/4.

And uneducated masses have every right to vote for the person they like and identify with. But voting should be done without fear or pressure, by making it secret ballot.(which am sure is case in pakistan)

Talking from Indian experience, they have not done any bad. Supposedly middle class people think of their own benefit as well (pretending it as nation's benefit when it suits them).

63% are physical and mental slaves who have never voted for "Abdullah Mochee" or "Gul khan the brick layer".
But they have persistently voted for their feudal lords for as long as Pakistan existed..

give me one example where a poor person won any election from rural areas of any province?
