In the midst of uproar over hike in petrol prices, rural development minister Jairam Ramesh on Friday attacked the policy of subsidising diesel, kerosene and LPG and suggested that a roadmap be chalked out for phasing it out as the needy are not benefited.

"In our country if we combine diesel, Kerosene and LPG, Rs 1,90,000 crore is the amount of subsidy given. The budget of the entire rural development and drinking water ministries in comparison is Rs 99,000 crore," Ramesh told reporters here.

"What kind of country is this? For development of rural areas Rs 99,000 crore and such heavy subsidy for diesel SUVs. For defence we spend Rs 1,00,080 crore but give much more as subsidy," he added.

Ramesh, while responding to a question on Rs 7.5 hike in petrol price, said taxes had to be imposed on sale of petrol so that development work could be carried out in the country.

"Where does the tax go? Where does the money come for NREGA? Where does the money come for Prime Minister's Gramin Sadak Yojana? It comes from tax," he said.

At the same time, he said, subsidy should only be given to those families which are poor and for whom it is important. He added that there were many in the country who were getting subsidy benefits without really needing them. "There are many lower and middle income families which use LPG, but there are many rich, including myself who get subsidy on LPG cylinders despite not needing it. There is a subsidy of Rs 503 on every LPG cylinder," Ramesh said.

"I don't say that subsidies should be immediately scrapped. No government is that insensitive. But a roadmap for the next two three years should be formed, because in such conditions economic development is not possible," he said.

Ramesh also said that 20 per cent of the diesel sold in the country was used for running SUVs while 40 per cent kerosene was adulterated.

Do only SUV's use diesel?

Of course not, but a bigger and heavier SUV obvioulsy burns more fuel than a smaller normal car. 90% of the people that buys and SUV don't need 4 wheel drive, a big diesel engine or even the bigger space, it's just a trend to buy them and that's not good for the environment or the cost increase of fuel.

What subsidy. India has the highest fuel prices in the world. All you can say is that the amount being extorted per liter of diesel is lower than the amount extorted per liter of petrol.

Close to 50% of the rate of petrol is State and Central Government taxes, which can be lowered if the Politicians know to curtain their own expenditure, corruption and make proper policies

trucks run on diesel.....if they remove subsidy...prices of all goods ---food to elecronics will go up as the transporation charges go up...


besides what the govt man by subsidy actually means "less tax" on the diesel rather than it taking p some of the actual cost of production or use.......the govt does not actually face a direct loss rather than less money as tax.....

now since they have come up with this...expect diesel price hike with increase in inflation ...fucked up govt we have....

AFAIK the diesel prices in gulf countries, UK, China, European Countries etc is greater than petrol or the difference b/n the 2 is almost negligible..but they don't face an inflation problem.

I wouldn't have mind if that tax was used to construct efficient, clean, safe and quick public transportation. But the sadly its not the case.

:) And still India is complaining about it, in Germany it is between 80 to 90% ! ! ! It's called eco tax and was aimed to fund new green developments, but currently the money is used to balance the government budget.

His argument makes sense to me. We should have a means to make sure subsidy is only given to the poor. Maybe they can get limited amount of petrol from Ration shop in less price, why should everyone get the subsidy. The major amount used by people who do not need it.

The problem is more with diesel.Why should govt subsidize pvt diesel vehicles?? Its hightime that govt thinks of 2 different pricing for diesel..one for public carriers, taxi, tractors etc and the other for pvt diesel vehicles.

Aadhaar-enabled Payment Services are the way to go.

Govt of India's (i.e. Central Govt alone) total subsidy bill = ₹ 400,000 crores.

Which means ₹ 4000 per Indian ..... do you think the poorest Indian actually gets ₹ 4000 from the Govt? And what he would do if he gets cash ₹ 4000.

Stop subsidising Mercedez Benz driven with Diesel engine (which actually absorbs a few lakhs of diesel subsidy in a year), while the poorest of the poor doesn't even get his minimum fair share of ₹ 4000 in a year.

Aadhaar will ensure, "Each rupee of subsidy from the Govt" gets paid only in an Aadhaar enabled bank account, ONLY.

Then, if any Indian complains he did not get his fair share of ₹ 4000, there is clear proof to show that he did get it.

Off course, bulk of us middle class will be unhappy, because we already get more subsidy than ₹ 4000 in terms of subsidy on LPG, diesel .... rich farmers in terms of subsidized urea etc etc. But remember we are eating the poor house-maid's fair share or an old villager's share.

A poor family with 2 kids (+ husband /wife) could get potentially ₹ 16,000 in a year (or about ₹ 1400 per month), which will help them in their basic living expenses.

The middle classes shouldn't complain that poverty line of ₹ 32 per day is too low, and then refuse to forego subsidies in favor of the poor ..... who don't even buy an LPG cylinder.

And neither are the cost of living, so you get more average salary but also pay more for the living. The point is, increased fuel cost is not an India specific issue, the same happens all over the world and all over the world the public is complaining about it.
It is true that the governments use this as a good way to get taxes, but the public are also a reason why the costs are rising!

Wealth is increasing in India => more people can afford a car => more demand for fuel => higher costs

Similarly, more cars with high fuel consumption (SUVs, jeeps, bigger middle class cars) => more demand for fuel => higher costs
