They are talking about hundi/hawal which is a centuries old money transfer system outside government control. It's still transferring money to Pakistan but because it is outside government control it gets a bad rep in the media.

If you were using hundi/hawala you would know it because it's based entirely on trust. Transferring money via exchange companies or banks is not hundi/hawala.

Hundi/hawala is used by crimnals and terrorists along with people who send small amounts. Getting rid of hundi is one of FATF conditions otherwise Pakistan will be put in black list. This will help increase inflow of $ through official channels. If more $$ doesn't come through remitances, exports or FDI then inflation will keep increasing.

People who think by sending small amount through hundi they are not doing anything bad, think again. I doubt saving of few hundred rupees is worth it.
