Not really. She is talking of a 'secret deal' that she has conjured up in her dreams. The 'joint declaration' is already in the public domain. Let me quote it for you.

"Indo-Bangla Joint Communique:

1. Reaffirming the shared history, traditional links and the desire of the leaders of the two countries to launch a new phase in their bilateral relations, the Prime Minister of Bangladesh, Sheikh Hasina is paying a state visit to India from January 10-13, 2010 at the invitation of Dr. Manmohan Singh, Prime Minister of India. Apart from attending the official programme in New Delhi, the Bangladesh Prime Minister will also visit Ajmer Sharif.

2. The Bangladesh Prime Minister was accorded a ceremonial reception at Rashtrapati Bhavan on January 11, 2010. She called on President of India Smt. Pratibha Devisingh Patil.

3. Finance Minister Shri Pranab Mukherjee, External Affairs Minister Shri S.M. Krishna, Railway Minister Kumari Mamata Banerjee and Leader of the Opposition Smt. Sushma Swaraj called on Prime Minister Sheikh Hasina.

4. Reflecting the friendly relations existing between the two neighbouring countries, the Prime Minister of Bangladesh in her capacity as President of the Awami League Party and the Awami League-led Mohajote government also called on Smt. Sonia Gandhi, Chairperson of the United Progressive Alliance. She also met with former Prime Minister Shri. I.K. Gujral. The meetings and exchanges were marked by great warmth and cordiality on both sides.

5. The Prime Minister of Bangladesh paid tribute and respect to the memories of Mahatma Gandhi, Pandit Jawarlal Nehru, Smt Indira Gandhi and Shri Rajiv Gandhi at Rajghat, Shantivana, Shaktisthal and Virbhumi respectively.

6. During the visit, Prime Minister Sheikh Hasina was conferred the prestigious Indira Gandhi Prize for Peace, Disarmament and Development for 2009 at a ceremony at Rashtrapati Bhavan.

7. The Prime Minister of Bangladesh had a meeting with the Prime Minister of India on January 11, 2010, which was followed by delegation level talks. The talks were marked by great warmth, deep understanding and a spirit of close friendship between the two sides. Prime Minister Manmohan Singh hosted a banquet in honour of Prime Minister Sheikh Hasina and her accompanying delegation.

8. On the Bangladesh side, assisting the Prime Minister of Bangladesh in the talks were: Mr. Ramesh Chandra Sen, MP, Minister of Water Resources; Dr. Dipu Moni MP, Minister of Foreign Affairs, Advisers to the Prime Minister Mr. H.T. Imam, Mr. Mashiur Rahman and Mr. Gowher Rizvi; High Commissioner of Bangladesh to India Mr. Tariq A. Karim and other senior officials of the Bangladesh Government.

9. On the Indian side, assisting the Prime Minister of India were: Shri Pranab Mukherjee, Finance Minister; Shri P. Chidambaram, Home Minister; Shri S.M. Krishna, External Affairs Minister; Kumari Mamata Banerjee, Minister of Railways; Shri Anand Sharma, Minister of Commerce; Smt Preneet Kaur, Minister of State for External Affairs; Shri M.K. Narayanan, National Security Adviser; Shri T.K.A Nair, Principal Secretary to Prime Minister and other senior officials of the Indian Government.

10. Prime Minister Dr. Manmohan Singh congratulated Prime Minister Sheikh Hasina on her party's impressive electoral victory in the general elections held in December 2008 and lauded the people of Bangladesh for their abiding faith in democracy, which eventually paved the way for return of multi-party democracy in Bangladesh. Both leaders agreed that the recent elections in both countries presented them with a historic opportunity to write a new chapter in their relationship.

11. The Bangladesh Prime Minister recalled the shared bonds of history, culture and aspirations that bind Bangladesh and India, and paid tribute to the sacred memory of the lives sacrificed for the freedom and independence of the two countries. She called for rededicating efforts to establish a society free from ignorance, fear and want.

12. Both the Prime Ministers agreed on a vision for the future in the pursuit of the common good - bilaterally, regionally and globally. In this context, they reiterated their commitment to work together to solve all issues through cooperation and mutual understanding. They also shared their outlook on the strengthening and reform of multilateral institutions in which developing countries have an effective voice and participation.

13. The Prime Minister of Bangladesh and the Prime Minister of India recognize that peace and stability in the region is necessary for development and well-being of the people of their respective countries. In this context, they emphasized the importance of close cooperation between India and Bangladesh and the need to effectively harness their respective resources for the good of the peoples of the two countries.

14. The two Prime Ministers agreed to put in place a comprehensive framework of cooperation for development between the two countries, encapsulating their mutually shared vision for the future, which would include cooperation in water resources, power, transportation and connectivity, tourism and education. They agreed on the need to operationalize the various areas of cooperation at the earliest.

15. Both Prime Ministers agreed to consider strengthening diplomatic and consular presence in each other's countries.

16. Both Prime Ministers reiterated their commitment to democracy, pluralism and rule of law. They expressed satisfaction that the people of both countries have rejected violence, extremism and terrorism and reaffirmed their faith in democracy and development. In this quest, the two leaders resolved to work together to strengthen the forces of democracy and moderation.

17. Both Prime Ministers condemned terrorism in all its forms and manifestations. They noted that security remained a priority for both countries, as terrorists, insurgents and criminals respect no boundaries. They underscored the need for both countries to actively cooperate on security issues. Both leaders reiterated the assurance that the territory of either would not be allowed for activities inimical to the other and resolved not to allow their respective territory to be used for training, sanctuary and other operations by domestic or foreign terrorist/militant and insurgent organizations and their operatives.

18. Welcoming the Home Secretary level talks held in New Delhi in December 2009, the two Prime Ministers directed their respective Ministries and agencies to cooperate closely and implement all decisions taken during the talks. While recognizing the need to check cross border crimes, both Prime Ministers agreed that the respective border guarding forces exercise restraint and underscored the importance of regular meetings between the border guarding forces to curtail illegal cross border activities and prevent loss of lives.

19. The Prime Minister of Bangladesh thanked the Prime Minister of India for facilitating the provision of electricity in Dahagram-Angarpota and invited India to construct a flyover across Tin Bigha Corridor for exclusive Indian use, as agreed earlier.

20. Both Prime Ministers agreed to comprehensively address all outstanding land boundary issues keeping in view the spirit of the 1974 Land Boundary Agreement. In this context, agreed to convene the Joint Boundary Working Group to take this process forward.

21. Both Prime Ministers agreed on the need to amicably demarcate the maritime boundary between India and Bangladesh. They noted the initiation of proceedings under Annex VII of the United Nations Convention on the Law of the Sea (UNCLOS) and, in this context, welcomed the visit of a delegation from Bangladesh to India.

22. It was agreed that Ashuganj in Bangladesh and Silghat in India shall be declared ports of call. The IWTT Protocol shall be amended through exchange of letters. A joint team will assess the improvement of infrastructure and the cost for one-time or longer term transportation of ODCs (Over Dimensional Cargo) from Ashuganj. India will make the necessary investment. Both Governments agreed to expedite implementation. Contractors from both countries shall be eligible for the work.

23. It was agreed that Bangladesh will allow use of Mongla and Chittagong sea ports for movement of goods to and from India through road and rail. Bangladesh also conveyed their intention to give Nepal and Bhutan access to Mongla and Chittagong ports.

24. It was agreed that the construction of the proposed Akhaura Agartala railway link be financed by grant from India. A joint team of the railway authorities of the two countries will identify the alignment for connectivity.

25. They welcomed the starting of “Maitree Express” between Kolkata and Dhaka and called for resumption of road and rail links between the two countries.

26. The Prime Ministers agreed that RohanpurSingabad broad gauge railway link would be available for transit to Nepal. Bangladesh informed of their intention to convert Radhikapur Birol railway line into broad gauge and requested for railway transit link to Bhutan as well.

27. Recognizing the sufferings of the people of both sides in the face of scarcity of lean season flows of the Teesta River, the Prime Ministers expressed that the discussions on the sharing of the Teesta waters between India and Bangladesh should be concluded expeditiously. The two Prime Ministers directed their respective Water Resources Ministers to convene the Ministerial

28. +-level meeting of the Joint Rivers Commission in this quarter of 2010. The Joint Rivers Commission will also discuss issues relating to Feni, Manu, Muhuri, Khowai, Gumti, Dharla and Dudhkumar.

29. They also agreed that the following actions be taken:

a. Dredging of Ichhamati; and

b. River protection at Mahananda, Karatoa, Nagar, Kulik, Atrai, Dharla, and Feni

30. The Prime Minister of India agreed to support implementation of strategy of Government of Bangladesh to dredge rivers for flood control, navigation and access to ports. In this context, India agreed to provide, inter alia, dredgers to Bangladesh on an urgent basis. Bangladesh indicated the need for 9 dredgers.

31. The Prime Minister of India reiterated the assurance that India would not take steps on the Tipaimukh project that would adversely impact Bangladesh.

32. The Prime Minister of India agreed to supply to Bangladesh 250 MW electricity from its grid. In this context, both Prime Ministers emphasized the need to expedite inter-grid connectivity. They also agreed that the two countries shall cooperate in development and exchange of electricity, including generation from renewable sources, and may set up joint projects or corporate entities for that purpose.

33. With a view to encouraging imports from Bangladesh, both countries agreed to address removal of tariff and non-tariff barriers and port restrictions and facilitate movement of containerized cargo by rail and water. In this context, Bangladesh welcomed India's initiative to provide duty-free access to SAARC LDCs to the Indian market. Bangladesh also welcomed the reduction of the number of items from India's negative list that were of direct interest to Bangladesh and requested for further reduction in the list.

34. The Prime Minister of India agreed to support the upgradation of the Bangladesh Standard Testing Institute with a view to building capacity on certification.

35. The Prime Ministers agreed that investments, including joint investment and joint ventures, shall be encouraged by both countries. They agreed that the participation of the private sector in both countries will give an added fillip to economic engagement between the two countries.

36. The Prime Ministers agreed to operationalize land customs stations at Sabroom-Ramgarh and Demagiri-Thegamukh including putting in place necessary infrastructure and issue necessary notifications. Further, with respect to existing land custom stations, it was agreed to take measures for strengthening infrastructure.

37. It was agreed that border haats shall be established on a pilot basis at selected areas, including on the Meghalaya border, to allow trade in specified produces and products and in accordance with the regulations agreed and notified by both Governments.

38. It was agreed that trucks for movement from Bhutan and Nepal be allowed to enter about 200 meters into Zero Point at Banglabandh at Banglabandh-Phulbari land customs station. Necessary arrangements shall be mutually agreed and put in place by both countries.

39. The Prime Minister of India announced a line of credit of US$ 1 billion for a range of projects, including railway infrastructure, supply of BG locomotives and passenger coaches, rehabilitation of Saidpur workshop, procurement of buses including articulate buses and dredging projects.

40. Bangladesh requested for assistance to construct road infrastructure in Dhaka, including flyovers. India agreed to consider this request.

41. Recalling the shared legacy of the great poet laureate Rabindranath Tagore, the Prime Ministers agreed to oversee the joint celebrations of the 150th Birth Anniversary of Rabindranath Tagore in 2011 in a manner befitting his vision and spirit.

42. Government of India would offer Bangladesh 300 scholarships annually for a period of five years for study and training in Universities and training institutions in India, covering a wide range of disciplines as may be required by scholars and persons in government employment. The number may be increased through mutual consultation.

43. Both Prime Ministers underscored the role of SAARC in promoting regional cooperation. Both leaders agreed to work together in making SAARC a purposeful organization oriented towards implementation, which can revitalize the region through positive measures, concerted action and mutually reinforcing cooperation.

44. Both leaders welcomed the various steps taken to strengthen regional cooperation under BIMSTEC. In this context, Bangladesh requested India to support its aspiration to host the BIMSTEC Secretariat in Dhaka. India agreed to give the request due consideration.

45. The two Prime Ministers welcomed the initiatives taken at the Climate Change Summit at Copenhagen in December 2009. They underlined that climate change was one of the most important global challenges. They reaffirmed the provisions and principles of the United Nations Framework Convention on Climate Change (UNFCCC), including that of common but differentiated responsibilities and respective capabilities, and underscored the importance of its full, effective and sustained implementation, giving due consideration to the needs of those which are most vulnerable, especially Least Developed Countries (LDCs), Small Island Developing States (SIDS) and Africa.

46. Both leaders recognized that the eradication of poverty and ensuring food security were great challenges of the century. They agreed that the international community should initiate a fully coordinated response and address these issues in a comprehensive manner, from short to medium and long term. They also recognized the need to give added focus on rural development policies, transfer and diffusion of technology and development, in particular to enhance agricultural productivity.

47. The Prime Ministers underscored the importance of an effective multilateral system, centered on a strong United Nations, as a key factor in tackling global challenges. In this context, they stressed the urgent need to pursue the reform of the United Nations, including the Security Council, to make it more representative, credible and effective, particularly with regard to its working method. They also advocated involvement of smaller countries in the reform process.

48. Responding to the Prime Minister of India, the Prime Minister of Bangladesh conveyed her country's support in principle for India's candidature for the permanent membership of the United Nations Security Council as and when the reform of the UN Security Council is achieved. Bangladesh conveyed its support to the Indian Candidature for a non-permanent seat in the UNSC for the term 2011-2012. India also conveyed its support to the Bangladesh's candidature for a non-permanent seat in UNSC for the term 2016-2017.

49. The two Prime Ministers witnessed the signing in their presence of the following accords:

a. Agreement on Mutual Legal Assistance on Criminal Matters

b. Agreement on the Transfer of Sentenced Persons

c. Agreement on Combating International Terrorism, Organized Crime and Illicit Drug Trafficking

d. Memorandum of Understanding on Cooperation in Power Sector

e. Cultural Exchange Programme

The Prime Ministers also expressed the desire that Line of Credit and the comprehensive framework of cooperation for development be operationalized at the earliest.

50. The Prime Minister of Bangladesh thanked the Prime Minister of India and the Indian Government and people for the warm and gracious hospitality extended to her and the members of her delegation during their stay in India.

51. The Prime Minister of Bangladesh, on behalf of herself, her Government and the people of Bangladesh, extended her warm invitation to the Prime Minister of India and Mrs. Manmohan Singh to visit Bangladesh at a mutually convenient time. The Prime Minister of India thanked the Prime Minister of Bangladesh and accepted the invitation with great pleasure. The dates for the visit would be decided by mutual consultations through diplomatic channels.

Join effort by bha *** and awami to gain sympathy from under educated mess that simply absurd. La-hasina should face justice for sold Bangladesh interest to her masters with exchange of being put on power in last election. Bharat it self is crying for loan yet it offer us some so called loan is full of deception and easy to fool Bangladeshi people unless we slap it back with rejection.


This loan comes with 1.9% interest for 20 years with 5 year grace period. The precondition for this loan is that we must purchase bharati equipments; hire their farm, engineer and other technical stuff to improve our infrastructure to ultimately serve them to carry their goods from main land to isolated seven sisters states. If it isn’t mockery to our intelligence than I do no what would be since world bank already offer loan with .9 % interest for 40 years. Only awami dalal would support this loan.

If you read the agreement between fascist bharat and bangladesh, of course the right way, only take every 36 ( a holy number in hinduism)th letter, then you will know the real agreement, its essentially a surrender of bangladesh's sovereignty.

However, if you don't suffer from rabid hatred, then you can just read it as it is too :)

ভারতের সঙ্গে আমাদের সম্পর্ক সহজও নয়, স্বাভাবিকও নয়। একাত্তরের মুক্তিযুদ্ধের সময় যোদ্ধাদের প্রশিক্ষণ দান, অস্ত্র সরবরাহ এবং চূড়ান্ত পর্বে ভারতীয় সেনাদের সরাসরি যুদ্ধে অংশগ্রহণ ও আত্মত্যাগ ছাড়াও ভারত তখন এক কোটি শরণার্থীর বোঝা বহন করেছিল। কিন্তু তা সত্ত্বেও দুই দেশের সম্পর্ক কখনো সহজ স্বাভাবিক হয়নি। আমাদের স্বাধীনতার জন্য ভারতের এই বিশাল ভূমিকা ও বিপুল ত্যাগ ঠিকভাবে স্বীকৃত হয়নি।
প্রায়ই বাঁকাভাবে বলা হয়েছে, ভারত নিজের স্বার্থেই পাকিস্তানকে ভেঙেছে। এটা যে বাংলাদেশের বিবেচনা ও বিবেকের কথা হওয়া উচিত নয়, হতে পারে পাকিস্তানের পরাভূত মনের ক্ষুব্ধ প্রতিক্রিয়া—সেটুকুও এই মানস বুঝতে অপারগ। ভারতের সঙ্গে আমাদের সম্পর্ক বহুমাত্রিক—ঐতিহাসিক, সাংস্কৃতিক, রাজনৈতিক, অর্থনৈতিক ইত্যাদি। সম্পর্কের এতসব সদর্থক উপাদান ছাপিয়ে ভারত রয়ে গেল একটি জ্বলন্ত রাজনৈতিক ইস্যু। এটা আদতে আমাদের পাকিস্তানি উত্তরাধিকার। পাকিস্তানে একজন নাগরিকের দেশপ্রেমের পারদের ওঠানামা নির্ভর করে তার ভারত-বিরোধিতার মাত্রার ওপর। ফলে পাকিস্তানের শত্রু হিসেবে অনেকেই চিহ্নিত ও নিন্দিত হয়েছেন তাঁদের মধ্যে ভারত-প্রেম আবিষ্কারের ভিত্তিতে। শেরেবাংলা এ কে ফজলুল হকের মতো মানুষও এই অপবাদ থেকে রেহাই পাননি। পাকিস্তান ভারত ও হিন্দুকে সমার্থক করে দেখেছে। তাই রবীন্দ্রনাথকে ঠেকিয়ে নজরুলকে বড় করে দেখতে চায় পাকিস্তানি মানস। তাঁরা যে নিজ নিজ প্রতিভায় স্বতন্ত্র মাহাত্ম্যে পরিপূর্ণ, বড়-ছোটর বিষয়টি মুখ্য নয়, তা বিবেচনায় থাকে না।
আটত্রিশ বছর পরও দেখা যাচ্ছে পাকিস্তানকে প্রত্যাখ্যান করে স্বদেশকে দখলমুক্ত করলেও পাকিস্তানি মানস থেকে মুক্তি মেলেনি আমাদের। প্রধানমন্ত্রী শেখ হাসিনার সাম্প্রতিক ভারত সফরের পর বিএনপির প্রতিক্রিয়ায় তারই প্রকাশ ঘটছে।
তা বলে আমরা বলি না ভারতের সঙ্গে চোখ-কান বুজে গলবস্ত্র হয়ে বন্ধুত্বের হাত বাড়াতে হবে। তেমনি আবার আজ সময় এসেছে বাস্তবতার আলোকেই কথা বলা, সব বিষয় বিচার করা।
বাস্তব জগতে কোনো দেশ যেমন স্থায়ীভাবে বন্ধুদেশ নয়, তেমনি স্থায়ীভাবে শত্রুও কোনো দেশ নয়। সম্পর্কগুলোর মূল্যায়ন, নবায়ন ও পরিমার্জন প্রয়োজন। কিন্তু আমাদের সমাজে এমন অনেকে আছেন, যাঁরা ধর্মীয় অঙ্গন এবং রাজনীতির মাঠ উভয়ই গরম রাখেন, তাঁদের ধর্মীয় ও রাজনৈতিক প্রচারণার স্থায়ী প্রতিপক্ষ হলো হিন্দু ও ভারত। এমনটাই আমরা ৫০ বছর ধরে তাঁদের ওয়াজ-নসিহত, বক্তৃতা-বিবৃতিতে দেখে আসছি। দুর্ভাগ্যের বিষয় হলো, প্রধান বিরোধী দল বিএনপি তার মূল রাজনৈতিক প্রতিপক্ষ আওয়ামী লীগের বিরোধিতা করতে গিয়ে আওয়ামী লীগকে ভারতপন্থী ও হিন্দুঘেঁষা দল হিসেবে চিহ্নিত করে জনমানসের ভারত-বিরোধিতার উপাদানটিকে পুঁজি করে রাজনীতি করতে চায়। এতে বিএনপির সঙ্গে ধর্মান্ধ মৌলবাদী দলের রাজনৈতিক পার্থক্য বিশেষ থাকে না। মানুষের মনের পুরোনো সন্দেহ ও অবিশ্বাসকে চাঙা করে তোলা সহজ বলে বিএনপির এই রাজনৈতিক কৌশলের কারণে আমাদের রাজনীতিতে একদিকে নেতিবাচক উপাদান—ভারত ও হিন্দুর প্রতি সন্দেহ অবিশ্বাস, আর অন্যদিকে ভয় ও আতঙ্কের উপাদান—ইসলাম গেল গেল, সার্বভৌমত্ব ক্ষুণ্ন হলো—যুক্ত হওয়ায় রাজনীতি থেকে যাচ্ছে অপরিণত ও ভঙ্গুর আর হয়ে পড়ছে তামাদি ও অকার্যকর।
ভারতের সঙ্গে আস্থার ও বন্ধুত্বের সম্পর্কই আমাদের জন্য মঙ্গলজনক। অবশ্য স্বার্থ বিসর্জন দিয়ে বন্ধুত্বও হয় না, কোনো সম্পর্কই গড়ে ওঠে না। কিন্তু স্বার্থটা যদি হয় দেশ ও মানুষ, বর্তমান ও ভবিষ্যত্ ছাপিয়ে রাজনৈতিক প্রতিপক্ষের বিরুদ্ধতা তাহলে তা আদতে দলীয় স্বার্থ। ক্ষমতার ক্ষুদ্র স্বার্থে বাঁধা পড়ে মুসলিম লীগের বিনাশ দেখেছে এ দেশ। মুসলিম লীগ বস্তুত পাকিস্তান প্রতিষ্ঠিত হওয়ার পর তার মূল রাজনৈতিক প্রতিপাদ্য ও বক্তব্য প্রমাণে ব্যর্থ হয়েছে এবং রাজনীতির অসারতার চোরাবালিতে ডুবেই বিলুপ্ত হয়ে গেল।
প্রধানমন্ত্রী শেখ হাসিনার এবারের ভারত সফরের মাধ্যমে প্রধান প্রাপ্তি হচ্ছে দুই দেশের মধ্যে পারস্পরিক আস্থা। এটা স্থাপন বেশ কঠিনই ছিল। কারণ পঁচাত্তরের পর থেকে পাকিস্তানের আইএসআই এখানে সক্রিয় ছিল, ভারতের উত্তর-পূর্বাঞ্চলের বিচ্ছিন্নতাবাদী গোষ্ঠীগুলোর নিরাপদ আশ্রয়স্থল এবং অস্ত্রপ্রাপ্তির মাধ্যম হয়ে উঠেছিল বাংলাদেশ। তদুপরি আওয়ামী লীগের ১৯৯৬-২০০১ পাঁচ বছরের শাসনামল ছাড়া বাকি সময়টা ভারতবৈরী পাকিস্তানি স্বার্থ হাসিলের দোসরের ভূমিকা ছিল বাংলাদেশের। তাতে ভারতের সঙ্গে সম্পর্ক সহজ হওয়ার উপায় ছিল না।
যা হোক, পারস্পরিক আস্থা হচ্ছে সমস্যা মেটানোর সবচেয়ে বড় হাতিয়ার। সেটা এবারে ভারত-বাংলাদেশের মধ্যে অর্জিত হয়েছে।
এখন প্রশ্ন হচ্ছে, আমরা এই আস্থার সঙ্গে দুই দেশের সম্পর্কের নতুন সম্ভাবনাগুলোকে দেখব, নাকি অনাস্থাকেই টেনে বেড়াব। বিএনপি এবং কিছু ইসলামপন্থী দল অনাস্থাকেই পুঁজি করতে চাইছে। বুঝতে খুব অসুবিধা হয় না, গত দীর্ঘ ৩০ বছরে ভারতবিরোধী ও পাকিস্তানঘেঁষা যে রাজনীতি তারা দাঁড় করিয়েছিল তার অবসান হলে নিজেরা রাজনৈতিক শূন্যতার মধ্যে পড়ে যাওয়ার ভয়ে আছে তারা। ফলে কী চুক্তি হলো, তার ভূমিকা কী হবে তা তলিয়ে না দেখেই তড়িঘড়ি প্রত্যাখ্যান করে জোরেশোরে ভারত-বিরোধিতার রাজনীতি প্রাসঙ্গিক করে তুলতে চাইছে বিএনপি ও সমমনা দলগুলো। যেন এ সুযোগ হাতছাড়া হলে তাদের রাজনীতি দেউলিয়া হয়ে পড়বে। বোঝা যায়, এটা আত্মবিশ্বাস হারানো ভীত ও বেদিশা মানুষের রাজনীতি। এটা প্রতিক্রিয়াশীল রাজনীতি, যা সহজেই আক্রমণাত্মক রূপ নিতে পারে এবং ষড়যন্ত্রের রাজনীতিতে জড়িয়ে যায়। একুশে আগস্টের বোমা হামলা বিএনপি-জামায়াত জোটের এ রকমই ষড়যন্ত্র ও প্রতিক্রিয়ার রাজনীতির বহিঃপ্রকাশ বলেই এখন মনে হচ্ছে।
মুশকিল হচ্ছে, বাস্তব ভৌগোলিক সম্পর্ক এবং সুদীর্ঘকালের ঐতিহাসিক-সাংস্কৃতিক সম্পর্কের কারণে ভারতকে এড়িয়ে আমাদের সমৃদ্ধ বাংলাদেশ গড়া প্রায় অসম্ভব। ভারত আমাদের এড়িয়ে চললেও তার বিশেষ ক্ষতি নেই, কিন্তু আমাদের বিকল্প পথই নেই। তা বলে স্বাধীন-সার্বভৌম রাষ্ট্র হিসেবে আমার স্বাতন্ত্র্য, মর্যাদা ও অধিকার অবশ্যই বজায় রাখতে ও আদায় করতে হবে। কিন্তু লক্ষ্য হবে এতকালের শত্রুতা-বৈরিতার অবসান ঘটিয়ে আস্থা ও বন্ধুত্বের পর্ব শুরু করা। শেখ হাসিনার এবারের ভারত সফরকে সেদিক থেকে এক ঐতিহাসিক সফর বলা যায়। মুক্তিযুদ্ধেও যে গ্রন্থি মোচন করা যায়নি, তা যেন এবারে শেখ হাসিনার সফরে ঘুচে গেল।
সাত হাজার কোটি টাকার ঋণ বা আড়াই শ মেগাওয়াট বিদ্যুত্ সম্পর্কে কিছু খুঁটিনাটি প্রশ্ন থাকলেও জোরালো প্রতিবাদ উঠবে না। সন্ত্রাস দমনসংক্রান্ত চুক্তি নিয়েও বেশি আপত্তির সুযোগ নেই। প্রতিবাদ উঠবে চট্টগ্রাম-চালনা বন্দর ব্যবহার ও সড়ক যোগাযোগের প্রসঙ্গে।
ভারত এই সুবিধা দীর্ঘদিন ধরে চাইছে। তার উত্তর-পূর্বের সাতটি রাজ্যের পণ্য পরিবহনে বিপুল সুবিধা সে এতে পাবে। আর এই সুবিধা ভারতকে দিয়ে বাংলাদেশ ভালো ব্যবসা করবে, আয় করবে। শুধু তা-ই নয়, শেখ হাসিনা এই সুবিধা দেওয়ার বিনিময়ে নেপাল ও ভুটানের জন্য আমাদের বন্দর ব্যবহার এবং ভারতীয় ভূখণ্ড ব্যবহারের সুবিধাও আদায় করে নিয়েছেন। এতে বাংলাদেশি ব্যবসায়ীদের জন্য বাণিজ্যের দিগন্ত আরও বিস্তৃত হয়ে গেল।
ভারত-বৈরিতার রাজনীতিকেরা এ প্রসঙ্গে অনেক যদির অবতারণা করে থাকেন—যদি ভারত আমাদের বন্দর দিয়ে অস্ত্র নিয়ে আসে, যদি তারা ট্রানজিট-সুবিধাকে অস্ত্র চালানের কাজে ব্যবহার করে, যদি তারা বেনাপোল থেকে তামাবিল দিয়ে সামরিক সরঞ্জাম ও ব্যক্তি পরিবহন করে ইত্যাদি। প্রথমত, বন্দর আমাদের, এশিয়ান হাইওয়ের বাংলাদেশ অংশটুকুর মালিকানা আমাদের। আমাদের বন্দর ও সড়ক কী কাজে কোন পণ্য বা যাত্রীর জন্য ব্যবহূত হবে তা তো শর্তযুক্ত চুক্তির মাধ্যমেই নির্ণিত হবে। এর অন্যথা হলে আমরা চুক্তি বাতিল করব, ব্যবসা স্থগিত করব, প্রয়োজনে আন্তর্জাতিক ফোরামের দ্বারস্থ হব।
এটাও আমাদের বুঝতে হবে এক দেশ কর্তৃক অন্য দেশের বন্দর ব্যবহার কোনো অভিনব ব্যতিক্রমী ব্যাপার নয়। মধ্যপ্রাচ্যে, ইউরোপে, আফ্রিকায় এ রকম দৃষ্টান্ত অনেক। তা ছাড়া, আজকের পৃথিবীর প্রবণতা ও প্রয়োজনীয়তা দুটোই বুঝতে হবে।
একদিকে আছে বিশ্বায়নের চাপ, পাশাপাশি জলবায়ু পরিবর্তন ও পরিবেশ বিপর্যয়ের মতো বৈশ্বিক সমস্যা আর অন্যদিকে দারিদ্র্য-অশিক্ষা-ক্ষুধা-বেকারত্ব-রোগ মোকাবিলার জন্য প্রয়োজন হচ্ছে আঞ্চলিক সমঝোতা সহযোগিতার। জাতি ও দেশের বেঁচে থাকার জন্য পারস্পরিক সহযোগিতা, আদানপ্রদান অপরিহার্য হয়ে পড়েছে। যুগের এই চাহিদা শেখ হাসিনা উপলব্ধি করেছেন বলেই প্রতিবেশী ভারতের সঙ্গে আস্থা ও বন্ধুত্বের সম্পর্ক তৈরিতে অগ্রণী ভূমিকা নিয়েছেন।
পার্বত্য শান্তি চুক্তির সময়ও বিএনপি ভারতবিরোধী ভাবাবেগকে পুঁজি করতে চেয়েছিল। খালেদা জিয়া বলেছিলেন, ফেনী নদীর ওপাড় ভারতের অংশ হয়ে যাবে এবং পাসপোর্ট ভিসার প্রয়োজন হবে চট্টগ্রাম যেতে। এখনো তাঁদের প্রচারণায় এ মনোভাবই মুখ্য।
বিরোধিতার অস্ত্র হিসেবে বিশ্বকবি রবীন্দ্রনাথের সার্ধশত জন্মশতবার্ষিকী দুই দেশের যৌথভাবে উদযাপনের সিদ্ধান্তকেও কঠোর সমালোচনা করেছেন তিনি। বলছেন, নজরুল উপেক্ষিত হয়েছে। সার্ধশত অর্থাত্ জন্মের দেড় শ বছর একটি বড় উপলক্ষ যখন, কেবল ভারত-বাংলাদেশ নয়, রবীন্দ্র স্মরণে বিশ্বব্যাপী নানা অনুষ্ঠান হবে। সম্ভবত ইউনেসকোর উদ্যোগেও নানা দেশে বিভিন্ন অনুষ্ঠান আয়োজিত হবে। এ উপলক্ষে তাঁর স্মৃতিধন্য দুই দেশ তাদের নিজ নিজ জাতীয় সংগীতের রচয়িতাকে নিয়ে যৌথ উদ্যোগে তাত্পর্যপূর্ণভাবে এ উপলক্ষ উদযাপন করবে তাতে ভয় পাওয়ার, নিন্দার কী থাকতে পারে বোঝা গেল না। এতে নজরুল উপেক্ষিত হচ্ছেন বলে সমালোচনার অবকাশ কোথায়, যদি না তাঁর এ রকম একটি উপলক্ষ এলে তাঁকে উপেক্ষা করা না হয়?
আমরা নিশ্চিত জানি ইরানের জাতীয় কবি ফিরদৌসির জন্মবার্ষিকী ইরানের সঙ্গে যৌথভাবে পালন করলে এ প্রশ্ন উঠত না। ইংল্যান্ডের সঙ্গে শেক্সপিয়রের জন্মবার্ষিকীর ক্ষেত্রেও কোনো সমস্যা হতো বলে মনে হয় না। কিন্তু যাকে আমাদের মনন-মানস গড়ে তোলার জন্য সবচেয়ে বেশি প্রয়োজন তাঁর ক্ষেত্রেই বারবার এ রকম আপত্তি উঠতে দেখা যায়। এটা পাকিস্তানি মনোবৃত্তি, এই ভূত এখনো তাড়া করছে, এটা বেশ অদ্ভুত মনস্তত্ত্ব। তবে যুক্তিযুক্ত একটা বিষয় তাঁরা তুলেছেন, সেটি হলো সীমান্তে বিএসএফের বাড়াবাড়ি এবং বাংলাদেশি নাগরিক হত্যার ইস্যুটি। বিষয়টি আলোচনায় তুলতে হবে এবং অপকর্মটি বন্ধ করতে হবে।
এ প্রসঙ্গে সবার দৃষ্টি আকর্ষণ করে জানাতে চাই যে সাধারণভাবে আমরা কিন্তু আমাদের বেকার ভাগ্যান্বেষী দরিদ্র জনগোষ্ঠীর জীবনের ঝুঁকি নিয়ে বিপজ্জনক পথে জীবিকা অর্জনের চেষ্টা ও তার পরিণাম নিয়ে ততটা ভাবিত নই। আমাদের বহু তরুণ ইউরোপসহ পৃথিবীর বিভিন্ন দেশে অবৈধ ও পলাতকের জীবন বেছে নিচ্ছে। এই বিপজ্জনক ‘সুযোগের’ জন্যও তারা বহু অর্থ ব্যয় করছে। অনেকে চরম অমানবিক পরিবেশে মর্মান্তিকভাবে মৃত্যুবরণ করেছে। বরফে, মরুতে, উত্তাল সমুদ্রে কত তরুণ প্রাণ হারাচ্ছে আমরা খবর রাখি না। পত্রিকায় খবরে বেরিয়েছে শুধু মধ্যপ্রাচ্য থেকেই প্রতি মাসে আট-দশজন শ্রমিক লাশ হয়ে ফিরে আসেন। প্রায় কোনো মৃত্যুই স্বাভাবিক নয়। ইউনিসেফের এক জরিপে দেখা যায়, প্রতি মাসে বাংলাদেশ থেকে ৪০০ নারী পাচার হয়ে যায়। নিউজ নেটওয়ার্কের ২০০০ সালের জরিপে দেখা যাচ্ছে, প্রতিবছর দেশ থেকে ২৫ হাজার নারী পাচার হয়ে থাকে। একটি বেসরকারি সংস্থা শুধু পাকিস্তানের পতিতালয়ে এক লাখ ৬৫ হাজার বাংলাদেশি নারীকে শনাক্ত করেছে। এই পরিণতি তো এক একটি জীবনের অবসানের শামিল। এই নীরব হত্যাকাণ্ডকে আমরা নীরবতা ও উপেক্ষার মাধ্যমে সমর্থন দিয়ে যাচ্ছি।
আজ যদি ১০০ জন বেকার তরুণকে—সে গ্রাম বা শহরের, শিক্ষিত বা অশিক্ষিত, যে রকমই হোক না কেন—বলা হয় একটু ঝুঁকি নিয়ে সীমান্ত পেরুতে পারলেই ভালো ব্যবসা, ভালো চাকরির সুযোগ আছে তাহলে, আমার ধারণা, ১০০ জনই সেই ঝুঁকি নেবে। আমরা কি নিয়মিত পড়ছি না কাগজে জীবনের কী ভয়াবহ রকম ঝুঁকি নিয়ে শিক্ষিত তরুণেরাও বরফ, মরু, সমুদ্র পাড়ি দিতে যায়—এমনকি দালাল-প্রতারকদের ধারকর্জ করে বিপুল টাকা দিয়ে? আমরা কি জানি না প্রতারণাপূর্ণ বিয়ের মাধ্যমে কত দরিদ্র বাবা-মা প্রতারকদের হাতে সঁপে দিয়ে তাদের কন্যার সর্বনাশ করছেন?
অনিয়মের অপঘাত বন্ধ করতে হলে আমাদের দিক থেকেও কিছু করার আছে। দেশটাকে সবার জন্য বাসযোগ্য করতে হবে এবং সবার জীবনের বিকাশের নিশ্চয়তা দিতে হবে। সে কাজ গঠনমূলক সমালোচনার পথ ছেড়ে যেকোনো মূল্যে সরকার-বিরোধিতায় হবে না। প্রতিবেশীর সঙ্গে অযথা অনাস্থা ও বৈরিতার পরিবেশ তৈরি করে হবে না, কঠোর আন্দোলনেও আসবে না। সেটা শুধু আস্থা ও বন্ধুত্বের পরিবেশ এবং জনকল্যাণমুখী গঠনমূলক পদক্ষেপ গ্রহণের মাধ্যমেই অর্জন করা সম্ভব।
সেদিক থেকে বলব, শেখ হাসিনার ভারত সফর পরিবর্তনের পথে একটি ইতিবাচক মাইলফলক হতে পারবে। সম্ভাবনাটাকে কাজে পরিণত করতে নেতৃত্ব দিতে হবে সরকারকে, সরকার-প্রধান শেখ হাসিনাকে। বিরোধী দলকেও পুরোনো অভ্যাস ও গতানুগতিক রাজনীতির বৃত্ত ভেঙে বেরিয়ে আসতে হবে। বলা যায়, শেখ হাসিনা এই সফর ও চুক্তি সমঝোতার মাধ্যমে আদতে বিরোধিতার রাজনীতির পথ খুলে দেননি, বরং চ্যালেঞ্জ ছুড়ে দিয়েছেন সে পথ পরিহার করে সহযোগিতার গঠনমূলক নতুন ধারার রাজনীতির মাধ্যমে দায়িত্বশীল বিরোধী দলের ভূমিকা পালনের। চ্যালেঞ্জ অনুধাবনে ও কৌশল নির্ধারণে ভুল হলে নিশ্চয় তার মূল্য বিএনপিকেই দিতে হবে।

Bangladesh nabs Pakistanis with fake Indian currency


Three people, including two Pakistanis, were arrested and Rs 1 million in fake Indian currency was seized from their possession at a hotel in this Bangladeshi capital, police said.

Bangladesh police's Detective Branch arrested Mohammad Danish, 32, of Anarkoli in Lahore; Sabbir Ali, 55, of Karachi and Bangladeshi national Fatema Akter Opi, 23. Opi is Danish's wife, The Daily Star reported.



Dhaka Metropolitan Police Commissioner AKM. Shahidul Hoque said the three are part of an international gang of smugglers and were using Bangladesh as a transit for smuggling forged Indian currencies from Pakistan into India.

During preliminary interrogation, the trio said that they had made several visits to Nepal, India and Pakistan to smuggle forged Indian notes over the last three years.

Opi said she became acquainted with Danish three years ago at a trade fair in Dhaka. She got married to Danish who later involved her in the illegal business.

The official said Danish and his gang members carry forged Indian currency notes from Pakistan and use Bangladesh and Nepal as their transit passages for smuggling them to India.

Bangladesh-India to form body to combat int'l terrorism

Bangladesh and India will form a Coordination Committee with the representatives of law-enforcing agencies and intelligence wings of the two countries for coordinated action in combating international terrorism, organised crime and cross-border drug trade.

The committee will be constituted under the aegis of the home ministries of the two countries as per terms of an agreement signed during Prime Minister Sheikh Hasina’s visit to New Delhi, an official announcement in Dhaka said on Saturday.

The agreement on combating international terrorism, organised crime and illicit drug trafficking is aimed at enhancing cooperation among the law-enforcement agencies and intelligence wings of the two neighbouring countries to deal with international terrorism and drug smuggling, investigation and completion of trial in such crimes.

“Under the agreement, the two countries, subject to their domestic laws and rules, will assist each other in preventing international terrorism, resisting smuggling of drugs and chemical products, including psychotropic substances,” Foreign Secretary Mijarul Quayes told reporters at the foreign ministry.

To fend off such criminal acts, the coordination body will extend cooperation in investigation, trial and prevention.

However, any activity that may hamper country’s sovereignty and security or contradict one country’s existing laws and rules would not come under the purview of this agreement.

Under another treaty on transfer of sentenced persons, an accused, convicted of criminal offences, will serve punishment in their respective country.

The convicts who will have to serve a prison sentence for more than six months or the accused persons having the life sentence and is not facing any other criminal cases will come under this agreement.

But those who are sentenced under any army act or those who are given the death sentence or who are facing any other case will not come under the scope of this agreement.

This agreement will come into effect only when an accused concerned will write with own hand or by a person appointed by him for his transfer to his own country.

The two countries also signed agreement on mutual legal assistance in criminal matters between Bangladesh and India.

“All the three agreements will be operational after ratification by the two countries. These agreements could be scrapped at six months’ advance notice by either side,” said the foreign secretary.

Towards Better India-Bangladesh relations

The landslide victory of the Awami League led by Sheikh Hasina in the December 29, 2008 parliamentary elections ended the two-year old political uncertainty in Bangladesh and marks the return of a democratic government. With 262 seats out of 299 for the Awami League-led Grand Alliance, Sheikh Hasina is entrusted with the onus of opening a new era in the history of Bangladesh. The mandate clearly shows that people voted to power the party that won the country’s independence from Pakistan, and rejected the BNP-led four-party combine which got only 32 seats. Along with the Khaleda Zia-led BNP, Jamaat-e-Islami faced the biggest rout in the elections. BNP bagged only 29 seats as against its tally of 193 in the 2001 elections. And the Jamaat-e-Islami plummeted to a humiliating 2 seats from a high of 17 seats in 2001. Jamaat was part of the BNP-led government from 2001-2006 when the rise of Islamic fundamentalism took shape in Bangladesh. This election also shows that the people have rejected the Jamat-e-Islami brand of Islamic revival.

Congratulating Hasina, Prime Minister Manmohan Singh has assured India’s commitment to strengthening bilateral relations, while External Affairs Minister Pranab Mukherjee expressed the hope that the new government would seriously and sincerely address the problem of terrorism. In her first post-victory media conference, Sheikh Hasina made the promising observation that “Bangladeshi soil will never be used to carry out any terrorist act against our neighbours.” Her remarks came in response to a question about New Delhi’s assertions in the past that Bangladeshi territory was being used for carrying out terrorist attacks on Indian soil. Hasina also reiterated that Bangladesh wants peaceful relations with its neighbours, indicating India.

Areas of mutual cooperation

Unlike BNP, the Awami League is generally considered to be an India-friendly party. From India’s point of view, there is a likelihood of a renewed push to improve bilateral relations. Given that India played a crucial role in the independence of Bangladesh and sheltered over 10 million refugees, coupled with the fact that currently some 20 million illegal Bangladeshis live in India, there is greater need for a close relationship between the two countries. India has always stood by Bangladesh. It provided aid worth US $37 million to help Bangladesh cope with natural disasters and floods in 2007-08 and is co-operating with it to rehabilitate 10 cyclone-affected villages in the southern part of its territory. And when food prices rose during 2008, India also announced that it would export 500,000 tons of rice at a reduced price to Bangladesh, despite a ban on rice exports.

For Bangladesh, good relations with India are crucial for strategic, economic, and geopolitical reasons. It is a well-known fact that better economic ties have the potential to spill over into the domain of politics as apparent from the experience of the European Community. Better ties in the economic realm is also likely to help the economic development of India's Northeast. Certainly, the resumption of train service in March 2008 between Dhaka and Kolkata after a gap of 42 years has opened up a new chapter in India-Bangladesh relations, as people from both countries will benefit culturally and it will strengthen mutual bonds. Apart from people to people exchanges, the train service could also benefit thousands of Bangladeshis seeking medical treatment in India. An estimated 600,000 Bangladeshis come to India each year; in comparison, only 80,000-90,000 Indians go to Bangladesh.

On March 28, 1972, India and Bangladesh had signed their first trade agreement. A revised Trade Agreement was signed in 2006, which governs present trading relations. In addition there are about a dozen MoUs for facilitating trade and economic linkages. India-Bangladesh economic ties have grown by 145 per cent in the last five years from about $1 billion in 2001-02 to $2.55 billion in 2006-07. India mooted the idea of a bilateral Free Trade Agreement (FTA) in 2002, and a draft proposal was sent to Bangladesh though Dhaka has not yet decided on it despite two rounds of talks in 2003 and 2004.

The meeting of Fakhruddin Ahmed and Manmohan Singh on the sidelines of the 14th SAARC Summit in Delhi in April 2007, followed by several reciprocal visits by Indian and Bangladeshi foreign ministers and secretaries, helped boost mutual understanding. With visits by top military officials, there has also been a revitalization of military cooperation. For example, Bangladeshi army chief General Moeen U. Ahmed's visit to India in February 2008 was followed by the visit of Indian Army Chief General Deepak Kapoor in July 2008.

To take bilateral relations forward, India must seize the opportunity to engage Hasina on India’s security concerns particularly on two fronts: end of violence in the Northeast where infiltrators from Bangladesh are involved in terror operations, and a complete curb on terrorist organizations like Harkat-ul Jehad-al Islami (HuJI). India should also express its concerns about a new arms bazaar in the no-man’s land near the Bangladesh-Myanmar border town of Naikhangchari, which has become home to Indian insurgent outfits like ULFA, NFT and NDFB. HuJI is known to be imparting training to these outfits. On cross border tterrorism, India and Bangladesh have agreed to a joint fight, though much remains to be done.

Issues to be resoled

India-Bangladesh border management is one contentious issue that needs a lasting solution. In 2002, India began fencing off parts of the 4,090-km border to stop illegal migrants and suspected militants, though infiltration of Bangladeshis continues. From the security point of view, in the remote hilly areas of Dhalai district, where barbed wire fencing is yet to be erected, militants have been taking advantage of the long porous border. Moreover, innocent civilians continue to be killed while trying to cross the border, creating tension in the border areas. As a result, several incidents of BDR-BSF clashes have occurred in recent times.

Illegal immigration is a serious issue. A broad spectrum of Indian public opinion is concerned about the perceived demographic challenge from Bangladesh. Time and again, India has shared these concerns and the magnitude of the problem with Bangladesh.

Smuggling, human trafficking, and illegal movements are other issues that border forces have to deal with.

In March 2006, the two countries signed a bilateral agreement on mutual co-operation for preventing illicit trafficking in narcotic drugs and psychotropic substances. In July 2007, Foreign Secretary level talks in Dhaka between India and Bangladesh saw an agreement on three broad issues: sharing of intelligence pertaining to security; India agreed to provide greater access for Bangladeshi goods in the Indian market; and, the two countries agreed to take steps to implement the 1974 Land Boundary Agreement. Another long-standing issue is Ganga water sharing, including operation of the Farakka Barrage by India to increase water supply in the river Hoogly. Bangladesh often complains that it either does not receive a fair share of the Ganga waters or its territory gets flooded during the monsoons because of the release of excess waters by India.

Though India has tried to improve and consolidate its bilateral relations with Bangladesh, the latter continues to indulge in hostile acts, completely neglecting India's security and territorial integrity. Bangladesh does not accept that any militant camps are functioning in its territory. But the fact remains that some 172 training camps belonging to different insurgent groups have been operating in Bangladesh for a long time. Since the 1990s, the BSF has been regularly submitting lists of such camps to BDR at annual border meetings. But the BDR has rejected such concerns every time. According to the 1996 accord between India and Bangladesh, both countries are expected to disallow such training bases on their side of the border, though Bangladesh has not kept its word. The Khaleda Zia-led government deliberately ignored the disruptive activities of Pakistan's ISI aimed at destabilizing India's Northeast. The new government needs to address Indian security concerns firmly. A friendly and cooperative Bangladesh may gain much, as it could pave the way for an open border between the two countries.

India, for its part, needs to give renewed life to the "Look East" policy, with special focus on Bangladesh. Now is the time to refresh relations with a new promise and engage Bangladesh proactively to secure a violence-free Northeast and peaceful borders in the east.

B'desh, India to remove all trade barriers: Pranab - India - The Times of India

DHAKA: Bangladesh and India are moving to remove all barriers to mutual trade to boost bilateral economic cooperation, Finance Minister AMA Muhith said today.

Muhith said the prime ministers of India and Bangladesh, following Sheikh Hasina's landmark New Delhi visit last month, asked their respective ministers and bureaucrats to "remove all obstructions" to bilateral trade.

Dhaka and Delhi are moving to remove all barriers to mutual trade, he was quoted as saying by the private-run bdnews online today.

Addressing the opening ceremony of the three-day India Trade Fair-2010 in the capital, the minister said mutual investment along with trade must be the focus to in bid to boost regional cooperation in South Asia. He hoped that such initiatives would help to expand ties between them.

Rajeet Mitter, the Indian High Commissioner to Bangladesh, said ending trade barriers would boost export of Bangladeshi products to India, particularly the north-east.

Speaking at the first joint trade fair of the two countries, he said the proposed border markets would start operating within the next few months.

Meanwhile, Tata's small car Nano will be show-cased at the fair, which is being organised by the India-Bangladesh Chamber of Commerce and Industries (IBCCI), to judge the interest of the people in the country.

"If we find the demand significant, we'll market the car here," said IBCCI president Abdul Matlub, who owns the TATA dealership in Bangladesh.

"We're also looking to manufacture 60% of the car parts in Bangladesh," he was quoted as saying in the report.

Actually, I always had great hope from BAN. Although it s a muslim country, there is still a democratic culture. In just 30 yrs they have a noble winner in Younus and they are developing their human resource for their betterment. I think it will come up very well.there are some islamic terror elemnts in BAN just like in IND, but with BAN's and IND's cooperation, great friendship can be built. in fact, IND should allow BAN nationals without visa upto 90 days and they should be allowerd to invest in india property and stock market.

India-Bangladesh water sharing agreement on Teesta soon

New Delhi, March 20 (IANS) In a “significant movement forward” after a five-year hiatus, India and Bangladesh have agreed to expeditiously finalise an agreement on sharing waters of the Teesta river.
The two sides exchanged their draft documents after the two-day ministerial-level water talks that concluded here Friday.

The 37th India-Bangladesh Joint Rivers Commission met in New Delhi. The Indian side was led by Water Resources Minister Pawan Kumar Bansal while his Bangladeshi counterpart was Water Resource Minister Ramesh Chandra Sen at the two-day discussions. The commission last met in 2005.

“The meeting between the two ministers was held in an atmosphere of great warmth and cordiality and (they) expressed their resolve to carry forward the discussions on all water related issues,” an official statement said.

“The discussions included issues relating to water sharing of the Teesta river and other common rivers,” the statement from the external affairs ministry said.

“India presented a draft statement on principles of sharing of Teesta waters during dry season. Both sides agreed to mandate the respective secretaries of water resources to examine the drafts presented by both sides towards an expeditious conclusion of an interim agreement on Teesta. This is a significant movement forward on this issue,” the statement said.

The two sides also discussed drinking water supply and minor lift irrigation schemes on rivers Feni and Muhuri, implementation of 1996 Ganga Waters Treaty, bank protection and embankment repair works, cooperation in flood forecasting and warning arrangements, cooperation in flood management measures including dredging of Ichhamati river, Tipaimukh Dam Project and river inter-linking project in India.

The two sides expressed satisfaction at the bank protection and embankments repair works being undertaken by mutual agreement on several sites in both countries.

They also finalised 12 new Indian sites and 22 new Bangladesh sites in addition to the 66 sites already agreed upon.
