Germany can afford whatever they want. They choose not to waste money on their defense.
In a critical situation certain procedures can be short circuited.

Many aircrafts in the German Eurofighter fleet were grounded on a minor issue.
They could not buy grease nipples needed to cool the EW unit, because the US manufacturer of the grease nipples was bought by another company.
This forced a requalification of the manufacturer.
Before it was again qualified, no parts could be delivered.

If/when Germany meets their committment to reach 2% of GDP by 2024, they should have zero
problems getting enough spares.
Right now they are spending 44B$ and 1,2% of GDP.
An increase to 2% will result in almost 30B$ added to the budget.

Getting involved with a defense project with Germany is a bad bad idea. Even worse is their ability to sign cheques or buy anything after it has been built. Not sure what France is expecting from this, but i do think this project will be a failure due to the selection of a poor development partner. They should have gone with Italy and Spain, they would have made better development partners.
