These higher-ups actually encouraged India to surgical strike and only got nervous when Pakistan also had a surgical strike against India in Indian Occupied Kashmir (IOK) and shot down two Indian fighters and captured one enemy pilot. India wanted to escalate the situation by firing missiles only then these alarmed higher-ups called for the cease fire.
