WAPDA first time acquring loans without govt grantees, working on several dams

1- this will be the first time any power project WITHOUT GOVT GRANTEE in last 40 years
Basically govt offering grantee means that its just a loan as there is No Risk..yes a loan of around 25% interest(ROI OF 25%)..

2- dasu bhasha and munda all built with most of WAPDA own funding due to meticulous work of getting credit rating from three rating agencies..WAPDA only instiute to do so

3- akhori, and shokot, thakot and bunji ready

4- because of our self funded projects we are buliding man power to build own projects in the future
Now we are going to have huge teams of our engnr to build future dams

5- india did it best to try to stop building any dams

6- we are adding 15k MW in hydro build without govt funds
Had this strategy started in 2008 we would have solved power crisis by now but this finanving startegy just started in 2018-19

Dams are only way to reduce capacity payments. They work in summer when demand double compared to winter. Kalabagh and Basha dam constructed by 1990 would have added 50% to GDP and no circular debt.

WAPDA from its own resources will add 44billion units to be added in next 5-8 years(dasu tarbela V munda bhasha)
This is around 800 billion rupees worth of power
Added with ZERO LIABILITY AND ZERO SPENDING AND ZERO CAPACITY CHARGES

Unfortuantely you dont get much kick backs so we thought lets build 25% interest rate(govt grantees so i cant call this investment) external fuel base plants ignoring already present options(munda dasu and tarbela V got have been built within 4-5yrs)

8- 26 billion dollar project with only 20% coming from govt(5b$)
Rest all coming with ZERO GRANTEES !!
getting at 6-7%
Fich, sp rating has led WAPDA to raise 6b$ withoutbloan being on govt balance sheet(which IPPs didnt as they are still govt liabailitie)

**** up of the centurary..IPPs with govt grantees!!

9- we are extremely poor in water management
Storing less then 10%
Wasting 80% of water

(As i said prior california with 40maf water produces 10x more productivity then pakistan with 140maf water)

10- flood irrigation is disaster
Pakistanis are extremely wasters of water
11- k iv is being build by wapda after the PPPP screwed the whole project and wasted 10b rupees without doing a feasibiltiy study(that takes time, was done in 18months by wapda)

Great post. I would suggest a few things for future to consider:
  • WAPDA should consider pumped hydro storage projects as well. They work well when coupled with solar (charge during the day, discharge at night). Kalabagh is actually a great site for large combined pumped storage hydro plant and solar farm project. This would also not have some of the political problems of a large conventional dam has at Kalabagh.
  • Pakistani banks and private investors should also be allowed to invest in infrastructure projects. They need to be pushed to diversify investment from only GOP bonds, real estate or gold.
  • Detecting electrical theft is actually easy.....it only requires effort and reforms at the Discos.

In 2021 Pakistan produced 136 billion units

Last decade was worst ever, barely 40% increase in electricity generation. This decade I think Pakistan can reach 270 billion units by 2030 with help of new dams.

Pumped hydro along with Solar power would be excellent in not only energy generation flexibility, but also to expand arable land, such as onto the Baluchistan plateau. Carefully pumping water up to the plateau with its milder climate could open up more land to cultivation or other industrial uses, considering Baluchistan has many small river basins.

Pakistan also needs to really focus on transmission lines to markets that need electricity. A line to China (via the planned/proposed route to Tajikistan?) could help sell the excess electricity to China and also purchase electricity from China if needed; especially for all the dams being build in GB.

The Pakistani government needs to find away to use up excess resources being generated like electricity in a way to recover as much money as possible to lower the burden on the country. They need to get creative.

E.g in brotha we decrease production during day and increase during morning and evening peak times

Huge potential in water/overlake solar..that needs to be promoted

Wapda chairman is a smart person but we need more people like this in DESCOs and elswhere

Anyway..things will change by 2024..i hope bhasha isnt shelves in 2024..it might be just to get india happy..i am sure maryum nawaz will need to do something to keep india happy to stay in power beyond 2028

There are far more sites in Pakistan that can be used for pumped storage hydro than large conventional dams. WAPDA should seriously consider combined Hydro and Solar projects. IMO, 80% of Pakistan's electrical needs can be satisfied reliable with Hydro + Solar at developed world consumption amounts.

Correct infact pump hydro can be built between kalabagh and tarbela and power can be used twice(first at tarbela then at brotha)

It can also be built between tarbela brotha (just 1 mile from each other!!!) Though brotha lake is very small so not much benefit

If kalabagh is still an issue u can build akhori dam

Kalabagh has just been used as an exucse not to build bhasha munda and akhori dam
