Vietnam, Philippines 'bullying' ASEAN over sea conflict: Cambodian sources

PHNOM PENH, July 12 -- (Kyodo) _ Vietnam and the Philippines have demanded that ASEAN adopt strong language to reflect their positions in territorial disputes with China in the South China Sea, leaving the 10-member grouping unable to adopt a communique three days after an ASEAN foreign ministers meeting, Cambodian diplomatic sources said Thursday.

One Cambodian diplomatic source described the positions taken by Vietnamese and Philippine officials as "bullying."

Vietnam has demanded that the communique includes a reference to "the maritime boundary of exclusive economic zone and continental shelves disputes between the Philippines, Vietnam and China," while the Philippines wants the mention of "Scarborough Shoal" in the document, the sources said.

Cambodia, as chair of the ASEAN meetings and a close friend of China, is not happy with the demands put up by Vietnam and the Philippines, the sources said.

The sources said Cambodia has warned that if the deadlock continues, a joint communique that is usually released soon after the annual meeting would be scrapped altogether.

The controversy over the language in the communique for the ASEAN foreign ministers' meeting spilled over to a meeting between the Chinese and ASEAN foreign ministers on Wednesday.

Speaking at the meeting, Chinese Foreign Minister Yang Jiechi said "some ASEAN member states have taken unilateral provocative action on the issues of South China Sea," diplomatic sources said.

Yang effectively put on hold an agreement reached earlier by senior ASEAN and Chinese officials to open negotiations for a legally binding "code of conduct" in the South China Sea, saying the talks would have to wait until "the condition is ripe," the sources said.

The Scarborough Shoal was the scene of a stand-off between Chinese and Philippine government vessels earlier this year. Both the Philippines and China claim sovereignty of the shoal.

Vietnam, which disputes China's claims to the Spratly and Paracel island groups, has decried recent Chinese "patrolling" of the contested seas and a recent announcement by the Chinese National Offshore Oil Corp. that it will invite international bids for oil and gas exploration in an area of the Paracels.

Cambodia yesterday signed deals for about US$430 million in loans from China, the latest in a number of high-profile borrowing deals with its northern neighbour.

And how Cambodian people think:

The people from the west always like to criticise and talk theories, not to give the real help. Even when they help,the actual amount of the money put into use is much less than they announced! I knew of a computerise project a a Ministry, the amount is $800,000. However, they appointed a consultant to handle it. so they pay $150,000 to the consultant. Then they set aside $50,000 for PR, to publish a booklet to tell people that they sponsor this project and how it benefit the people.
So only $600,000 left! And it took 2 years to implement the project. The result: a small server with 22 low end desktop computers.
Unlike China, after they announce the sponsorship or soft loan, they will bring in their own contractors to start work within few months.
They way China brings in their own contractor to do the job will minimise the corruption too. This is a good way to put their money for the project.

Now the rest of ASEAN hates Vietnam and Philippines! It's time for China to help ASEAN build nukes to fight Vietnam and Philippines. First, Laos and Cambodia will conquer Vietnam. Then, Indonesia and Malaysia will conquer Philippines. These two evil regimes must be wiped out forever.
 
The Philippines is making the right move in engaging ASEAN to confront China. ASEAN was created to form a bloc that has a relatively greater clout on world political/economic issues. If ASEAN wants to get respect/recognition from the rest of the world, it would need to form a unified front on all issues. The recent events in the ASEAN convention in Cambodia proved to be a fatal mistake by ASEAN showing weakness in its internal system which could lead to doubt from the International community about the progress of ASEAN's plan as a unified bloc. Cambodia's chairing the recent convention would in the short term affect ASEAN's approach to the South China Sea conflict but in the long run I see this:

Philippines, Vietnam - wants to contain China's aggressiveness
Indonesia, Malaysia, Brunei - since also of Malay origins and have friction with Chinese, would side with the Philippines

Burma, Laos, Cambodia - known Chinese allies

Singapore, Thailand - has significant Chinese population therefore which side they would take would determine ASEAN's vote.

Burma is just getting away from china, I think they known well that they can't play with China.
Cambodian can understand it slowly in future, when they do it base on command from China. It was very wrong when Cambodian Minister left the discussion when all members tried to find out compromise solution and commented unfairly in role of president chair.
 
even Cambodia,a Vietnam's ally,can not tolerate the Vietnamese bullying attitude.

Cambodia would have to give two villages to Vietnam if it wanted to retain another two deemed the territory of the Kingdom’s eastern neighbour by the former French Indochina colonial administration, a government minister said yesterday.

Last year, the Cambodian government announced it was speeding up the process of demarcating its borders with Vietnam and Laos, which were renegotiated in 1985, six years after Vietnam ousted the Khmer Rouge.

Va Kimhong, senior minister in charge of the Cambodian Border Affairs Committee, said the government would have to compromise to keep Thlok Trach and Anlung Chrey villages, in Kampong Cham province’s Ponhea Krek district, as part of the border demarcation process.

“We have still kept both the villages the same, but we have an obligation to find any area in Kampong Cham province to give back to Vietnam,” he said. “That is what we call a compromise.”

You must have been placed in the solitary confinement recently by the Vietcong. Its all over the news that Cambodia helped scuttled a joint SEAN statement against China. You can talk about what Cambodia did in the years past. But this week, they are siding with China against Vietnam. Present day actions is more accurate in judging the position of a nation than historical facts.

haha,that was 40 years ago,but now they are our friends and stand firm to criticize you harshly,remember decades ago when you north Vietnam was just a Chinese puppy dog and then you chose a bigger ally USSR?countries betray each other to serve their best interest,get used to it.
