The reason is the huge cost of 60 billion and vietnam want the japs to pay 60 bil cash upfront for the project. The japs otoh refused to pay 60 bil cash upfront and want the viet to pay for it instead. This is the same reason why international bidders are not even interested in vietnam HSR project at that time because vietnam wanted to buy on credit and make the bidder builder to pay 60 bil cash upfront for vietnam. You can rest assure that there will be no hsr in vietnam unless vietnam has to pay 60 bil cash for it instead of making the bidder pay for it.

How about the following news, which just happened just one month before.

In early Feb. 2017, Hitachi said on its website that it received a compensation request from Mitsubishi Heavy Industries, Ltd. (“MHI”) . MHI requested Hitachi to pay her 763.4 billion JPY, to compensate for MHI's loss on thermal power plant project in South Africa.

Could you imagine all this? A 570 billion JPY contract leads to a 763.4 billion JPY loss. Don't you think that's ridiculous? Could you imagine how black the reality could be, behind the short piece of news article?

Lol. You obviously did not bother to follow the hsr project of vn. First there was no international bidder who bother to look at this hsr crap of vn. Second the only bidder is japan who refused to give vn the 60 bil loan. Let me give you a hint. The total amount of loan shark aka ODA japan has given vn in the past 20 years is a mere 10 bil usd. Where in the world japan or anyone out there is going to loan you 60 bil just for one project?

You just show how dumb you are by mentioning the indonesia hsr project. That project is only 5 bil while vietnam is 60 bil. Which financial institution take that kind of a risk and let a poor country like vn borrow 60 bil for unknown number of years? Lol. There is none. What is the total debt of vn again? Lol

You can dream all you want about the hsr if you want. Vn trying to have a hsr is like a minimum wage worker trying to buy a ferrari with only 1% down payment while asking the dealership to finance the rest. Sorry, your income is too low to make your monthly payment. Lol.

The Japanese demanded $60b for HSR, unknown if they are ready for technology transfer. The Chinese will be the last who offers a piece of technology to Vietnam. France may be an option but there is nothing on the table to be discussed. Canada?

The choice for Korea is easy to understand. Our relationship to the Koreans is on the rise. There is a deep understanding that all will win if we both increase cooperation. We have FTA with S Korea. Vietnam is the main manufacturing production base for korean companies. There is huge korean population in Vietnam and vice versa. I read Vietnam has surpassed Japan as trade partner for Korea. The Koreans are number 1 investor in VN. They are willing to provide money and expertise without hesitation.
