China operate the 022 fast boat at certain purpose..
At that time, Taiwan independence and US fleet supporting Taiwan were main target of China force..
As Taiwan is only 130KM away from mainland China, fast boat can run close and fire together with other ships..
This will enhance the anti-ship capacity of China force..
Also PLAF can cover near mainland China..

But in case of Vietnam, their air force is not enough to cover their Navy..
Their Navy is so weak.Their missile stock is very limited.
This kind of tactic will not work...
You see China also no longer develop fast boat



052D can find the fast boat first, fire first

True, Vietnam may be behind in Economics but not in Military action. The only country in the world that has fought with the Superpower (USA) and sent them home is Vietnam. For 25 years of hard battle and million lives losts, they've earned the title. China could only dream.

To Vietnam, it would be if 052D invades Vietnam EEZ as attempt to harm our interests.

With one-fifth budget of a 052D we would go for 5x Molniya = 80 antiship missiles.
with equal budget of a 052D we would go for 5x Sigma

It's suitable to our tactic.

Molniya could enter river entrances as you see. And its claws would be sharper when we arm them with Brahmos missiles.

Let's imagine. Currently Molniya is the Bal-E system at the sea.
Next, Molniya would be Bastion system at the sea. Hit hard and run
