According to that source Singapore is listed at 32 and North Korea rank at 122. I thought East Asians always rank at the top.

Asia tops biggest global school rankings - BBC News

nope scientific paper output determines your technology level because that measures your ability to innovate. it doesn't matter how many engineers you have if they're all useless.

Vietnam does not have equipment manufacturers. The best Vietnam can do is "Project Management" and "Investment" for African nations.

It is the job of investor to get benifit. Technically, we could integrated all kind of hardwares existed in the world.

.
How can Vietnamese help Africa, when Vietnam is poorer than many African countries?
I sought the word "help" in the whole article and failed. how do you come into the conclusion we want to "help" africa?
it is purely business. money for telecom services.

Siemens has stopped producing telco equipments two years ago.

I rather see your unease to admit that Viettel uses Chinese equipments. Guess why I asked that question, knowing well how you guys will react.
I once worked for siemens, knowing vietnam telecom companies bought siemens equipments.
are you sure siemens stops producing telco, not networking equipments? that is totally different.

telecom services rendered at least in part by Chinese equipment and engineering expertise.

If science is going to be used as a benchmark for innovation. You should use the global Innovation index 2014 which uses many factors.

South Africa 53
Vietnam 71
Tunisia 78
Nigeria 110

The countries closest to VN in terms of total nominal gdp/gdp per capita. Only South Africa exceeds Vietnam for now.

Don't you agree that Vietnam will surpass South Africa due to the hard working culture of Confucianism and relatively High IQ of math and science which is near East Asian level and above most OECD & SEA countries.

Its only US and Western telecom equipments made in China or Chinese copies of western equipment so technically the country isn't using Chinese equipment.

Those are factors that can contribute to innovation. Actual innovative output is in scientific articles and patents because those represent complete results. Vietnam has alot of input but relatively low results, which makes it look even worse.

Viettel expects to provide every Tanzanian with a Mobile Phone

October 15, 2015 • Mobile and Telecoms, Top Stories

Viettel will also provide free internet connectivity to 450 public schools over the next three years.

Viettel has launched a new mobile and internet service in Tanzania. According to the company the service will be launched under the brand name, “Halotel.”

Beside 2G services, Viettel’s offerings in this market will bring competitively-priced 3G connectivity to the most remote areas of the country, empowering not just urban but rural areas through connectivity, and offering mobile services as a basic commodity.

“Viettel’s vision is to provide every Tanzanian with a mobile phone and bring communication and information technology to every corner of life of the country. Our entry into Tanzania reflects our belief that when telecommunications services are accessible to everyone, and become a part of everyday life, they can be a driving force contributing to socio-economic development for the country as a whole” said Nguyen Manh Hung, General Director of Viettel Group.”

With an initial investment of USD 736 million, after constructing and installing network infrastructure in just one year, Viettel’s operations have, according to the company, enabled services to all 26 provinces in the country across rural and urban areas while creating more than 2,000 direct and 20,000 indirect jobs. With a strong infrastructure comprising 18,000 km of optical cable and more than 3,000 base transceivers, Viettel’s services can cover up to 81% Tanzania’s population. 1,500 villages are now connected for the first time.

According to the company it will also provide free internet connectivity to 450 public schools over the next three years. In the past, Viettel has provided optical cable to 150 committees, 150 public hospitals, 150 police stations and 65 post offices within the first half of the year.

Viettel operates in markets in Asia, Latin America and Africa, and has around 75 million subscribers worldwide, according to its website. Its revenues in 2014 were $9.8 billion and it is aiming for a 20 percent increase in 2015.

Vietnamese Mobile Operator Targets 3 more African Markets In Global Expansion

viettel.jpg

Viettel, which is owned and run by Vietnam’s military, is looking to invest in at least three African countries this year including Tanzania and Kenya in East Africa, Mobile World Live reported.

The operator plans to invest $736 million in a 3G network in Tanzania and was at the end of last year linked to acquiring a controlling stake owned by France’s Orange in Telkom Kenya.

Viettel, which already operates in 10 African countries, is expanding its footprint across the world and plans to enter four countries this year, three of which are in Africa.

It already operates in Mozambique, Cameroon and Burundi.

Africa’s fast growing mobile phone subscription rate is expected to slow down to an average of 6 percent between 2015 and 2020, which would add 135 million more subscribers on the continent.

Apart from Africa, the Viettel has established its footprint in Asia and Latin America, serving over 170 million people. It plans to become one of the top telecoms group in the world in the next five years.

“The goal is that by 2020 Viettel will become a global corporation and among the 10 largest telecom companies in the world,” Tong Viet Trung, vice president of Viettel, said.

 Now that we heard a success stories of Vietnamese of Chinese descents, how about the Khmer Krom Vietnamese?

WE know that China's Mobile giants e.g. Huawei is using its own IP octa-core processor Kirin, Xiaomei uses its own IP LeadCore processor, etc... What is Viettel mobile offering and using?
