Police fire at alleged criminal Sujeet Singh Jat in Meerut on Saturday.

Uttar Pradesh police killed one more alleged criminal, Sujeet Singh Jat, in Meerut on Saturday. Meerut police told The Hindu that he was a prime suspect in the murders of three people from the same family and carried a reward of ₹50,000.

Meerut Superintendent of Police (SP)-Rural Rajesh Kumar said that police received a tip-off on on the presence of wanted criminals in the Suroorpur area on Saturday.

“A police team, including the Suroorpur SHO (Station House Officer) Dharmendra Kumar reached the spot. Seeing the police vehicle, some criminals started firing at the police party. Kumar received bullet injuries. The police fired at them [the alleged criminals] in defence, in which Sujeet was hit by a bullet and died. Sujeet’s friend fled from the scene through the jungle,” Mr. Rajesh Kumar said.

“A pistol and a motorbike has been recovered from the spot. We are trying to find out more about his friend who fled from the scene,” he added.

The Inspector General of Police (IGP)-Meerut Zone Ramkumar Verma had on February 17 announced a reward ₹50,000 on Sujeet, a resident of Hasanpur Razapur.

Senior Superintendent of Police (SSP)-Meerut Manzil Saini told the media that Sujeet was the prime suspect in the killing of Chetan, a resident of Hasanpur Razapur, on July 17, 2016.

“Early this year, the two main witnesses the Chetan murder case, Savitri and her son-in-law Babloo, were killed. Savitri was killed on February 3, 2018, and on February 11, Babloo were killed. Sujeet was prime suspect in all these three killings,” Ms. Saini said.

The State police has gunned down 41 alleged criminals in over 1,200 encounters so far, inviting three notices from the National Human Rights Commission (NHRC) asking the Yogi Adityanath government to explain the State’s stance on encounters. Chief Minister Adityanath on February 15 defended police encounters and told the State Assembly that they would not stop.

In its third notice to the Sate government, the NHRC said, “The Commission has observed that it seems police personnel in UP are feeling free, misusing their power in the light of an undeclared endorsement given by the higher-ups. They are using their privileges to settle scores with the people. The police force is to protect the people. These kind of incidents would send a wrong message to the society. Creating an atmosphere of fear is not the correct way to deal with the crime.”

An AK-47 and a Single Barrel Breach Loading gun have been recovered, says a police spokeperson.

Three persons were killed and an AK47 rifle was seized by the Uttar Pradesh police in separate encounters in a span of 24 hours in a major "crackdown" launched in the western region of the State against suspected criminals.

Half-a-dozen encounters took place in districts near the national capital.

The police also arrested seven persons.

While the Samajwadi Party led Opposition and social activists have termed the encounters taking place under the Yogi government as fake, the Chief Minister said in the Assembly that the encounters, which touched 48 on Sunday, will go on till the state is free of crime. He also said there were no fake encounters.

A book released by Mr. Adityanath to mark his first year in power, highlighted the encounters as one of his achievements. In his first year as CM, 45 persons have been killed, 366 injured and 3,316 arrested in police encounters.

Meanwhile, the NHRC has issued several notices to the State on the encounters.

Spree of encounters
In Noida, the police shot dead Shravan Chaudhary, a murder accused who carried a bounty of ₹50,000, after an "exchange of fire" early on Sunday. An AK-47 and a Single Barrel Breach Loading gun (looted by him) were recovered, police spokesperson Rahul Srivastava said.

In Saharanpur, police shot dead Ahsan, a resident of Shamli who carried a bounty of ₹25,000, after police teams intercepted his bike near Chilkana Road. According to police, they received information that two miscreants had stolen a bike and also looted the rider, Nawab Singh, of cash near Husainpur police station around midnight on Saturday. Mr. Nawab Singh was also allegedly shot at and received bullet injuries in the incident.

When the accused were being chased, they started firing at the police team near Mandi. “Police team also fired back,” Mr. Srivastava said, adding that Ahsan was injured and shifted to a hospital where he was declared dead. A Sub-Inspector, Sachin, was injured and was now stable, police said. Police recovered the looted bike and money, and a 9mm pistol from the accused.

In Ghaziabad, one Rahul sustained firearm injuries after a crackdown by the police near Sihanigate late on Saturday. He was arrested and a motorbike, illegal weapon and cartridges have been recovered from the accused.

In another encounter in the same district, Sonu — a murder accused carrying a bounty of ₹25,000 — was arrested from the Vijayanagar area. The accused and the SHO of the Vijayanagar police station suffered injuries in the incident, the police said.

In Muzaffarnagar, two accused and a Sub-Inspector received bullet injuries after an “exchange of fire” late on Saturday. The accused were asked to stop at a check-post in Budhana but they sped away.

Criminal cases
SI Shoveer Nagar, along with the two accused Rahees and Javed, were sent for medical treatment and are out of danger. While Rahees faces 10 criminal cases, Javed is accused in 6 cases, including murder and dacoity under the Arms Act. Two 315 bore country-made pistols and eight cartridges were recovered from the duo.

In Noida, Jitendra — carrying a bounty of ₹25000 and wanted in a case of roberry of ₹1 lakh in Delhi last year — was arrested after he suffered injuries in an alleged encounter with police in Dadri.

In a similar incident in Noida, two persons were arrested in Dankaur when police intercepted them after they had allegedly robbed a canter. The two received bullet injuries in an “exchange of fire,” police said, adding that the looted canter was recovered along with the weapons.
 
The UP Anti Terrorist Squad (ATS) Sunday arrested 10 people suspected to be involved in terror funding activites. The accused were identified as Sanjay Saroj (31) and Neeraj Mishra (25) of Pratapgarh, Sahil Masih (27) of Lucknow, Mukesh Prasad (24) of Bihar, Nikhil Rai alias Mushraf Ansari of Kushinagar, Ankur Rai alias Sushil Rai of Azamgarh, Dayanand Yadav, Naseem Ahmed and Naeem Arshad of Gorakhpur, and Uma Pratap Singh alias Saurabh of Madhya Pradesh

Police claim to have recovered Rs 52 lakh in cash, documents, including passbooks of fake accounts, and other equipment from them. “Court has sent them to judicial custody. Uma Pratap will be brought to Lucknow on transit remand,” said IG, ATS, Asim Arun.

According to ATS officials, investigation following the arrest of three alleged ISI operatives T Lal, Satwindar and Dadu, led them to a man named Balram from Madhya Pradesh. He was arrested last year. “Further investigation revealed that Sanjay Saroj and Uma Pratap were in touch with a handler in Pakistan,” said Arun.

Preliminary probe, he said, revealed that the handler asked the accused to open accounts under fake names to transfer money. “The Indian agents used to get 10 to 20 per cent commission for this. Transactions worth over Rs 1 crore by the accused have been detected so far,” said the IG.
 
49 persons have been killed, more than 370 injured in crackdown
Over a thousand encounters in a year. That’s the record in Yogi Adityanath’s Uttar Pradesh. Since March 2017, 49 persons have been killed in over 1,100 encounters, more than 370 have been injured and over 3,300 arrested across the State.

Most of the incidents have taken place in districts close to the national capital such as Meerut, Shamli, Muzaffarnagar, Baghpat, Saharanpur, Bulandshahr, Ghaziabad and Noida.

In eastern U.P.’s Azamgarh, notorious for its gangs, five suspected criminals have been shot dead. Five policemen have also died in these encounters and more than 200 have been injured.

MHA asks states to maintain public order

Makes Central Forces readily available

The Union Ministry of Home Affairs is closely monitoring the situation in the wake of bandh and protests in the country.

The Ministry is in constant touch with the states.

Whichever state has asked for Central Forces, they have been made available immediately.

Madhya Pradesh, Uttar Pradesh and Punjab have so far requested for Central Forces.

Rapid Action Force (RAF) and CAPFs have been made available.

The Ministry has asked the states to take all preventive measures and maintain public order and ensure the safety of lives of people and property.

A senior TV journalist was shot at by unidentified assailants outside his house in Kavi Nagar area of Ghaziabad district on Sunday evening. Prima facie, the police suspect personal enmity to be behind the attack.

The journalist sustained three bullet injuries but his condition is stated to be stable.

According to the police, Anuj Chaudhary, who works with the Sahara Samay Hindi news channel, was standing at the entrance of his house, when four-five unidentified persons riding two-wheelers attacked him.

“The incident took place around 7 p.m, when criminals opened fire at Chaudhary. They fired six shots at him and fled the spot,” said Vaibhav Krishna, Senior Superintendent of Police, Ghaziabad.

The police said he was rushed to the Yashoda Hospital in the city. Hospital officials said one bullet hit him in the abdomen, while two hit him in the right arm. He had a surgery after which his condition stabilised.

Family members had already informed the Kavi Nagar SHO that ₹10 lakh had been paid to sharpshooters to eliminate Mr. Chaudhary, whose wife Nishi is a local BJP councillor.

“The criminals still managed to go through with their plan. We had informed the SHO about the threat. Our neighbours had been after Anuj's life. We have given a complaint against the suspected persons,” said Deepak Tomar, brother-in-law of Mr. Chaudhary.

According to the police, the journalist was provided with an armed guard after his complaint but he was given a holiday by the family as it was a Sunday.

“We have registered an FIR and are collecting CCTV footage. Four teams have been formed to arrest the accused,” said Superintendent of Police Akash Tomar.

More than 48 hours after he allegedly shot dead a government official in Himachal Pradesh’s Kasauli area, was arrested by police from Mathura on Thursday, officials said. 51-year-old Assistant Town Planner Shail Bala, was allegedly chased and shot dead.

Additional SP Solan, Dr Shiv Kumar, who was heading the SIT formed to investigate the case, said murderer was arrested from Mathura as he was constantly on police radar. He said the murderer was being brought to Solan for investigations and follow-up. He will be produced before the court on Friday.

The Director General of Police S R Mardi, who had set-up the SIT, expressed satisfaction over the teamwork by police in arresting the accused after a hard chase within and outside the state. The DGP was also camping in Kasauli to supervise the investigations and oversee the demolition drive, and security arrangements.

Mardi briefed Chief Minister Jai Ram Thakur, who arrived from Delhi later in the day and asked for latest update on the investigations from the DGP. “We were pretty sure that he will be in our net. There were very authentic leads on which the police teams were working day and night,” he told the Indian Express.


The Solan police had taken help of their Uttar Pradesh counterparts in nabbing him, said an official even as all police organisations in the neighboring states of Haryana, Punjab, Uttrakhand and Delhi were also alerted. His photographs and images were also flashed for identification.

The accused had also sent a text message saying he was going to surrender to the police.

The accused was on the run after the incident. Himachal Police had also announced a reward of Rs 1 lakh for information leading to murderer arrest. Earlier in the day, the Supreme Court sought the status of probe into the killing directed the state government to apprise it of the steps taken to ensure no unauthorised construction is carried out in the state.


Murderer who is owner of Guest House, one of the hotels facing demolition on the Court orders, had allegedly shot at Shail Bala when she had gone to inspect his guest House. She was declared brought dead at the local hospital.

Rural women in Himachal have joined a long drawn war against the drug mafia active in the region for over the last three decades. Kullu district’s Diyar panchayat has decided to impose Rs 1,000 fine on persons caught consuming liquor and drugs in public places.

“For years we have been telling the police to take steps to check the burgeoning drug and liquor trade, but time has come that we take initiative on our own. We have passed a resolution in the gram sabha to impose the fine on each person found involved in drug or liquor trade besides those found drinking in public places,” said Manorama Thakur, Diyar panchayat pradhan.

“We are encouraging the nearby panchayats to join the initiative,” she said.

The move came after the Kullu police launched a drive ‘Sehbhagita Aapki Aur Humari’ in February this year to motivate women and youth to fight the increasing drug menace in the district which is known world over for cannabis cultivation.

A growing problem

The drug trade in Kullu district alone is estimated at Rs 2,000 crore annually. The burgeoning drug menace in the district has been a cause of concern for successive governments, but they have failed to chalk out an effective strategy to contain drug cartels that have been active in the region for past three decades.

Traditionally, the villagers in Kullu used hemp fibre to make basket ropes and slippers, which were sold in the market. However, the foreigners visiting the landlocked villages in the late 70's taught villagers to rub charas plant to extract intoxicating resin. Villagers then took up the drug trade to turn their fortune.

Locals cultivate hybrid seeds of marijuana brought by foreigners. The high hybrid varieties are sold under different brands such as skunk, red hair, turbo diesel, early girl, white widow, flower power, morning California, haze skunks and AK-47. Besides the marginal villages of Kullu, the menace has spread to others parts of state including the Chuhar valley of Mandi district, Tissa in Chamba and Bara Bhangal area of Kangra, where people have abandoned cultivation of other crops.

The cost of cannabis, which is produced locally, is anywhere between Rs 50,000 and Rs 60,000 per kilogram, depending upon quality of the charas extracted from plants.

High hopes from initiative

Started by Kullu superintendent of police Shalini Agnihotri, the campaign aimed to encourage women and youth to tackle the menace of drug peddlers and cartels. Police had written letters asking the mahila mandals and the volunteers of Nehru Yuva Kendra to join them in the war against drugs.

“There is a target to involve all the 3,500 Nehru Yuva Kendras and mahila mandals to join us. So far, the results are encouraging. Women have started to come forward,” Agnihotri said. “The rural women in the valley now also play the role of police informer as they apprise the cops of illegal drug trade,” she said.

The criminal had several cases against him

A suspected criminal was gunned down by police in Muzaffarnagar district of Uttar Pradesh in an alleged encounter, an official said on Monday.

Police said that a police inspector in Purkazi area of Muzaffarnagar had a "chance encounter" with three motorcycle-borne suspected criminals while he was on patrolling duty.

"In an exchange of fire one accused and the inspector were injured. Both injured were sent to the hospital," said UP police spokesperson Rahul Srivastava.

The accused died on the way to hospital a resident of Deoband in Saharanpur.

A 32-bore pistol with live cartridges and a stolen motorbike were recovered from him, police said.

Police parties have been pressed to nab the other two, Mr. Srivastava added.

Many cases against him
According to police, criminal carried a bounty of ₹ 50,000 and had over two dozen criminal cases against him including loot, murder, attempt to murder and gangster activities in the districts of Meerut, Saharanpur, Muzaffarnagar and Baghpat.

Excellent development.

UP needs severe disciplining using disproportionate force before it can be turned into a progressive and peaceful state. Years of lawlessness and a culture to deride development and progress has turned the state into a menacing problem for the entire country.

I admire CM Yogi's willingness to take the heat and dish out the punishment against criminals, terrorists and smugglers.

Home Guards has sent a proposal to the Centre to engage personnel of the 95,000-strong auxiliary force in Uttar Pradesh.

What UP needs is arms in the police armories. And less men in uniform. Uniformed men are conspicuous to sleeper cells and hidden elements. UP needs a force trained like special forces, who can blend in and is authorized to deliver death to the criminals.

State police training to be crude to common people will not work. It has to be an overhaul.

Tension grips part of Auraiya district
Tension prevailed in part of Auraiya district of Uttar Pradesh on Wednesday after two sadhus were found murdered in a temple. One more was found seriously injured.

The sadhus were “overpowered” and attacked with sharp objects by unidentified persons on the intervening night of August 14 and 15, Inspector-General (Kanpur Range) Alok Singh said. They were found dead at the Bhayanak Nath temple in Kundarkot village, with their limbs stretched over the cots and tied with clothes.

The dead were identified as Lajja Ram Yadav and Harbhajan, the police said. Ram Sharan was critically injured and referred to a hospital at Saifai in Etawah.

Residents blocked roads and indulged in arson and stone-throwing. The police resorted to a baton charge, lobbed tear-gas shells and reportedly fired in the air to disperse the mob. The Provincial Armed Constabulary was deployed in the area.

The bodies were sent for post-mortem, the Auraiya police said in a statement.

“The reason for the murders will be known only after investigation,” Mr. Singh said. Station officer Akhilesh Mishra and constable Islam were suspended.

Chief Minister Yogi Adityanath asked the Director-General of Police and the Home Secretary to take “strict action” against those behind the murders within 48 hours, a government spokesperson said. He also announced ₹5 lakh each in compensation to the relatives of the dead and ₹1 lakh to the kin of the injured.

Founder of outfit walked out of the Saharanpur jail in the early hours of Friday after spending more than a year behind bars in connection with the violence in the district.

He was arrested from Himachal Pradesh’s Dalhousie in June 2017 in connection with the May 5 violence in which one person was killed and 16 were injured at Shabbirpur village in Saharanpur.

The Yogi Adityanath-led Uttar Pradesh government on Thursday decided to revoke the NSA lodged against Mr. Azad and release him from jail before the scheduled date on November 1. The State Home Department, which falls under the CM himself, issued directions to the district administration for the release, saying the decision was taken on sympathetic grounds taking into consideration the representations and the “current situation”.

Founder of outfit and other activists were arrested in June 2017 for their alleged involvement in the violence that erupted in Saharanpur.

Last November, a day after founder of outfit was granted bail by the Allahabad High Court, the Yogi Adityanath government slapped the NSA on him, putting him under detention.

After the HC in April dismissed his petition to quash the NSA, founder of outfit last month challenged his detention under in the Supreme Court, which then issued notices to the State government. The matter was to come up for hearing.

Honey-trapped by a ‘defence reporter’ via Facebook, leaks confidential military info

A constable has been arrested on charges of spying for the Inter-Services Intelligence (ISI) of Pakistan after being ‘honey-trapped’ through social media, the Uttar Pradesh police said on Wednesday.

U.P. Director General of Police O.P. Singh said the accused, confessed to sharing confidential information regarding military establishments to a woman who claimed to be a “defence reporter” from Pakistan. The two were in touch since January 2016.

The jawan was arrested from Noida by a team of the U.P. Anti-Terrorism Squad on the basis of inputs shared by the military intelligence, Chandigarh, that Army and paramilitary jawans were being honey-trapped through Facebook profiles of women.

Following this, the ATS said its counter-espionage team found several Facebook profiles that were in touch with such fake profiles.

Constable was allegedly lured into sharing confidential military information by the woman. “They started with juicy conversations and soon constable a started revealing secret information [to the woman] about the location of Indian Paramilitary units, details of their arms and ammunition and photos and videos of Paramilitary establishments,” the ATS said in a statement.

Cyber evidence
U.P. Director General of Police O.P. Singh said they had extracted the data from the jawan’s mobile phone and Facebook profile and found enough “cyber evidence,” including images and videos, to implicate him.

Apart from conversing on Facebook, the Constable chatted with the woman on WhatsApp where he saved her Pakistan coded number under the name “Pakistani dost,” said the ATS, adding that he was being influenced towards conversion and anti-India ideas on Kashmir.

The Constable faces charges under Sections 3,4,5 and 9 of the Official Secrets Act, 121A of the Indian Penal Code pertaining to waging war against the government and Section 66D of the IT Act.

U.P. Director General of Police O.P. Singh said an intensive interrogation would be conducted to find out if the Constable had a network and what motivated him. His bank accounts would be checked to ascertain if he received any money for sharing information. The ATS will also question him on the information he allegedly leaked to the ISI.

ATS Inspector General Aseem Arun said a remand of five days had been granted to question the Constable.
