The U.S. Navy has awarded Northrop Grumman a $104.0-million, firm-fixed-price, indefinite-delivery/indefinite-quantity contract for procurement of up to 503 technical refresh mission computers for AH-1Z, UH-1Y, and UH-60V helicopters, including production units, retrofit units, and spare units.

The contract covers services for the US. Marine Corps, Defense Logistics Agency, and the government of Bahrain under the Foreign Military Sales Act. The contracted work will be performed in Salt Lake City, Utah (55 %), Baltimore, Md. (25 %), and Woodland Hills, Calif. (20 %), and is expected to be completed in December 2023.

At the time of the award, no funds were obligated, and will instead be assigned on individual delivery orders as they are issued. The U.S. Naval Air Systems Command at Patuxent River, Md., is the contracting activity.

In April 2015, the State Department approved a possible $952 million FMS deal with Pakistan for 15 AH-1Z Viper attack helicopters and 1,000 Hellfire II missiles, along with helicopter engines, avionics, training, and support. (last line)

So its approved already but USA wants Pakistan to pay the full amount 952 million USD. Pakistan had to pay 170.2 million USD only, initially.

Yes, same problem for new F-16 Block 52+,there were 8 C versions for which USA wants Pakistan to pay 700-800 Million USD, while initially Pakistan had to pay 270 million USD.

Very different machines. Z is twin engined, 4 rotors, but Jordanians made an effort to bring AH-1F/S close to AH-1Z standard.

USA approved a 5.1 Billion USD package, out of this 3 Billion USD was for 36 New F-16 Block 52+. So far PAF has received 18 F-16 Block 52+. The option for another 18 F-16 Block 52+still stood, so PAF reached out for 8 F-16 C Block 52+ in 2016.

It started like this :

The United States (US) administration is withholding funds earmarked for Pakistan's purchase of eight F-16 fighter jets, citing an unnamed senior US State Department official.

The State Department official told BBC Urdu on condition of anonymity that the Obama administration is still willing to sell the fighter jets to Pakistan, but will not contribute US funds towards the deal.

As a result of this move, Pakistan may have to foot the bill of $700 million for the eight fighter jets.

As per the earlier arrangement, Pakistan would have paid $270 million while the US would grant the remaining $430 million for the purchase.

The $742 million earmarked for American military aid to Pakistan in the 2016-2017 budget has also been put on hold, but may be released if Congress changes its mind, the State Department official said, adding that the Obama administration is working with Congress in this regard.

Senate Foreign Relations Committee Chairman Bob Corker notified the Obama administration that he would not approve using U.S. funds to pay for the planes through the foreign military financing (FMF) program. That means Pakistan must fund the purchase itself, instead of relying on U.S. funds to cover about 46 percent of the cost.

Given the funds it has available, Pakistan may be able to buy only four of the F-16 Block 52 models, and the associated radar and electronic warfare equipment, said one U.S. source familiar with the situation.
