USA spending more on nukes now than during Cold War

Though it has been decades since the Cold War came to a close, the United States government spends more money on nuclear warheads now than it did during its stand-off with the Soviet Union.

As the US vows to cut down its arsenal of nuclear weapons, the cost the country spends annually on maintaining its supply is much more than America invested each year during the Cold War. Estimates suggest that currently the US puts around $55 billion annually into its nuclear weapons program, reports Mother Jones; by comparison, the cost of the nuke complex for the country during the Cold War ran at an average of only $35 billion each year.

Only three months into his presidency, Barack Obama said in April 2009 that he envisioned an Earth in the future fee of nuclear weapons. Just two years later, however, America’s arsenal of those warheads amounts to roughly 2,500 nukes ready to be deployed.

It was only less than two weeks ago that the United States finally dismantled its largest atomic bomb, the B53, which was said to be 600 times more powerful than the nuke that was dropped on Hiroshima, Japan towards the finale of the Second World War. As that nuke was dismantled, Deputy Secretary of Energy Dan Poneman told NPR that the bomb was a “Cold War relic” and showed the direction of dismantling that the United States was heading towards.

Even if the country is cutting back on its nukes, the United States has a backup stash larger than the active bombs, allowing for the country to in total have 5,113 nuclear warheads in its position. The surplus of not-quite-ready nukes is at 2,600, and though they cannot be deployed at a drop of a hat like the others, they can be reanimated as full-fledged warheads.

Peter Fedewa of the pro-disarmament Ploughshares Fund says that those nukes “could be 'raised from the dead' and brought back into deployment with relative ease."

Under the START treaty that the US signed with Russia last year, both countries vow to soon enough limit their stash of active warheads to only 1,500. The document does not, however, say how many back-up nukes either country can have. In the interim, Mother Jones reports that the Pantex plant near Amarillo, Texas holds around 3,000 warheads that are on the schedule to be dismantled, something America used to do at a pace of around 1,300 per year. Last year, however, both Congress and the White House said that the country would cut back on the cost of dismantling the warheads and instead now invest the money on the upkeep of already dead nukes.

At the country’s current rate, dismantling the thousands of atomic nukes would take longer than a decade Joe Cirincione, a longtime analyst of nuclear weapons policy, tells NPR. Currently, only around 250 warheads are dismantled at Pantex each year.

It doesn’t help that the country is more interested in revamping the retired nukes than pulling the plug on them entirely, either.

In 2012, the country will spend $4.1 billion on the “refurbishment” of retired nukes, while only a fraction of that — $57 million — will be invested in dismantling them. That figure accounts for less than one percent of the country’s total budget for the nuclear program. In all, America’s nuclear program operates at a cost of around $55 billion, which is spread across the Departments of Defense, Energy and Homeland Security. Despite Obama’s instance on curbing the program, the tally of funding is believed to have gone up by around $3 billion since only 2008, which at the time accounted for five times the budget of the Department of State — or 14 times what the Energy Department spends on everything else.

"The same facilities that dismantle U.S. nuclear warheads are also refurbishing US warheads," Cirincione adds to NPR. "And right now a decision has been made to prioritize refurbishment. So we're actually building more nuclear weapons than we're dismantling. That didn't use to be the case, but it is now."

When weapons are dismantled and the current snail’s pace, the risks in place are of immense danger as well. "There are very strict manuals on exactly what you have to do," Hans Kristensen, spokesman for the Federation of American Scientists, tells MSNBC. "How much pressure can you apply to each screw, what kind of glue holds the chemical high explosives together around the spear of highly enriched uranium."

Both Russia and America have agreed to have an arsenal of only 1,550 deployed nukes come 2018, only a fraction of the 22,000-plus on hand at the end of the Cold War. Obama told an audience in Prague in 2009 he aimed "To put an end to Cold War thinking," adding that America "will reduce the role of nuclear weapons in our national security strategy, and urge others to do the same." As the country is investing more money in rebuilding nukes than kicking them to the curb, however, will the president follow through with his plea or will it be added to the list of other promises gone unfulfilled?

USA have got enough nukes to blow the world up 50 times over - I think it may be time to just relax a bit and cut down the nuke spending.

The US is the biggest hypocrite on the planet, they sign treaties with other countries to reduce their nuclear arsenal and continue producing new arsenal for themselves. The treaty with Russia was all about getting rid of their old and rusty weaponry so they can replace it with new modern weaponry. Unlike Russia the US goes into illegal unjust wars to get rid of these old weapons so that it can produce new ones from the wealthy companies that they have interests in, that's democracy for you !

Of course not! it is a biased article meant to show the U.S. in a bad light.

One problem with dismantling so many warheads is what do you do with the nuclear material. Nuclear waste managment is a very hot politcal topic in the US. No one state wants a storage site built in thier back yard. So the Material ends up simply sitting where it is. The problem with storage is why I am agianst nuclear power myself.

It has been over 20 years since the end of the cold war, and yet the United States continues to spend enormous sums on its nuclear arsenal and related programs. In fact, rather than looking for ways to save money in this budget-conscious time, the National Nuclear Security Administration is asking for even more money to build one of its most unnecessary projects yet: a second big plutonium facility at Los Alamos National Laboratory.

The facility, which the administration says it needs to produce more nuclear warhead cores, called pits, would cost between $4 billion and $6 billion to build, and roughly a quarter billion a year to operate. Strikingly, despite the decade (and about $450 million) spent developing the proposal, the administration still doesn’t have a firm cost estimate or a final design. That hasn’t kept it from asking for money, though: this year it is requesting an additional $270 million to continue planning, part of a proposed $621 million increase for warhead management.

A better cost estimate may be available in early 2013, when the final design nears completion, though the administration hopes to begin construction long before that, in January 2012, if Congress allows it. Even after that, experience strongly suggests that further cost increases are likely between now and 2023, when the project is expected to finally come online. By then it will be needed even less than it is now; by the time it is completed the entire nuclear arsenal, except for cruise missile warheads, will have been successfully upgraded without this investment.

The laboratory needs fewer grand ambitions, not more space. Its existing plutonium facility, which has about twice the space inside as the proposed one, already has a high-capacity manufacturing line that takes up just a third of the building. Why does the nuclear administration need to produce more pits, let alone at a faster rate? Scientists agree that the existing stock of pits will last a century or so without replacement. There are also large reserves of extra warheads and pits for each delivery system, more than enough to replace every warhead and bomb deployed.

The nuclear administration says it needs more capacity to facilitate large-scale production of pits for “replacement,” i.e., to produce new types of warheads. It optimistically claims that such new designs can be certified in the absence of nuclear testing. The new building would be built to handle the large steel tanks needed for the explosive “subcritical tests” and “scaled experiments” that are considered helpful in certifying these otherwise untested replacement warheads.

The new building would also house a large new vault containing “the plutonium stores of the nation,” as Don Cook, the administration’s deputy director, has said. Yet the administration already has nuclear storage facilities in South Carolina and Nevada, which are more than sufficient. Meanwhile, it is spending additional billions on other questionable plutonium facilities to dispose of excess plutonium around the country and is even emptying a large modern plutonium facility in Livermore, Calif.

One reason the facility’s estimated costs continue to rise is a new appreciation of how the region’s seismic profile affects the design of the facility. The proposed facility would sit above a thick layer of loose volcanic ash, which amplifies seismic accelerations and provides little resistance to sliding. The entire Los Alamos laboratory complex sits on a fault system capable of shallow magnitude 7.3 earthquakes that give rise to sharp high accelerations.

To top it off, the administration is still not even sure how to design the building: whether to anchor the bunkerlike structure deep in the mesa or let it “float” up near the surface, its upper part protected by earthen berms.

There are alternatives — simpler, faster, cheaper and safer ones — but the nuclear administration refuses to examine them. For example, it could make better use of existing facilities, which were very costly to acquire and are very expensive to maintain and make safe, but which are not being used efficiently. But the nuclear administration and its predecessor agency within the Department of Energy have been continuously on the Government Accountability Office’s watch list of agencies most prone to waste and poor management since the list began 20 years ago.

Even setting these criticisms aside, the case for building more nuclear weapons, at a time when the United States’ arsenal is already by far the most sophisticated and most expensive in the world is growing harder to make. The Congressional supercommittee, which will soon wrap up its plans for cutting federal spending, might or might not want to touch the politics of maintaining our nuclear arsenal — but cutting resources for this dangerous and unnecessary project should be something every member of Congress can get behind.

Inflation is a b***h, and these warheads are aging and reaching their shelf-life. Maintenance is expensive.

Would people rather we let them rot on the shelf? Like Russia allows her nuclear submarine fleet to rot in port?
