Didn't a couple of Chinese activists landed on a island in dispute which caused Japanese to respond and create more tensions between you and Japan? U.S. didn't do anything to get China to do something like that.
China did not start and did not do anything. It was the Japanese politician (Blink Blink San) who promote the idea of buying the island started the ball rolling. That was followed by Taiwanese activists that managed to enter the 12 mile limit protected by 2 Taiwanese Patrol boats. Followed by these activists that were organized from Hong Kong some are even anti-CCP.
But I do not blame you for thinking China was behind all these. I also read western mainstream media.
That be like saying having ballistic missiles does little to promote friendship especially considering Japan doesn't have any nuclear weapons or ballistic missiles because of its Constitution that prevents that. All it can carry is its "useless" shield and cannot retaliate in kind. China has ballistic missiles and Japan has missile defense. Nothing to worry about and shouldn't even cause any breakdown in relations.
Actions speaks louder than words. "Probably" as you said doesn't cut it.
And if you study the history, US has threaten China with nuclear weapon during the Korean war at a time when China did not have any nuclear weapons.
It was only because of that China started to build a credible nuclear deterrent. Against nuclear blackmail.
China nuclear policy is the results of US actions.

No first use of nuclear weapon
No use of nuclear weapon against non-nuclear weapon state
No nuclear arm race.
Japan may not have any nuclear weapons. But Japan has delivery systems, and enough by product of nuclear power to make nuclear weapons in a short time.
