Sentinel may not be accessible but Andaman islands Jarwa people have become a bizarre animal attraction, with indians and others creeping themselves onto Jarawa territory... population has sprung up and so have tourists;









Jarawas are on Main Island and are not completely uncontacted ( They live in forests and fokken tour operators try to make money by doing illegal tours in forests they live in. This is easy to happen as the Main road on Island splits the island and the forest into two easy to reach the heart of Jarawa territory) . North Sentil island and the tribal people living there are completely different .

It's obviously not what they want. But what some curious and nosy folks all over the world will want.

They probably have had some if not many bad experiences from the outside world which are being passed down from generation to generation. Hence the hostility

NCST expresses serious concern over incident involving Us National in A&N Islands

Seeks Immediate Report from MHA and A&N administration

The National Commission for Scheduled Tribes has expressed serious concern over the news report regarding one US National feared killed by protected tribe in Andaman and Nicobar Islands. Calling this incident as unfortunate, the Commission has sought immediate report from Ministry of Home Affairs as well as Andaman and Nicobar Administration.

On 13th July, 2018 based on the complaint received from Prof. Vishwajit Pandya, the Commission had sought information from the Ministry of Home Affairs and Andaman and Nicobar Islands regarding relaxation of the Restricted Area Permit (RAP) for foreign nationals and tourism development in 29 islands of Andaman & Nicobar Islands. The report of Ministry of Home Affairs as well as Andaman & Nicobar Islands is yet to be received.

The Commission had held a two day Conference on 27th and 28th June, 2018 to discuss critical issues concerning Particularly Vulnerable Tribes Groups (PVTGs) of Andaman & Nicobar Islands. The recommendations of the two day conference have been adopted by the Commission in its 107th meeting held recently. The commission had advised the Government to be ultra-sensitive to the vulnerability of the PVTGs in Andaman & Nicobar Islands and any attempt for tourism development etc, in these islands, which can create unwarranted and dramatic cultural changes for PVTGs, should be looked into and stopped forthwith.

Chairperson, NCST, Dr. Nand Kumar Sai has also written a letter to the Union Home Minister on 8th August, 2018, requesting him to safeguard the interests of tribals under Protection of Aboriginal Tribes Regulations in this regard.

American killed in the Andamans: Death due to misplaced adventure, says senior government official


John Allen Chau’s body is yet to be recovered and there were no evidence to confirm that he had gone to the Islands to convert the inhabitants to Christianity.
An American national who tried to enter the North Sentinel Island in the Andaman was killed due to “misplaced adventure” in the highly-restricted area, a senior government official said on Thursday. This was his fifth visit to Andaman and Nicobar Islands and he had come on a tourist visa. He was killed with bows and arrows, police said.

John Allen Chau (27) had not informed the authorities of his visit to the Sentinel Island; the inhabitants have not faced incursions and remain hostile to outsiders. Police got to know about the killing from the American Consulate in Chennai which forwarded an email sent by Mr. Chau’s mother about his visit to the island and “the attack by tribesmen”.

An official said that Mr. Chau’s body is yet to be recovered and there were no evidence to confirm that he had gone to the Islands to convert the inhabitants to Christianity.

“You can't call him a missionary or a preacher, all though he has mentioned at many places about God and Jesus, in totality the way he conducted and planned...it was a case of misdirected adventure. When he handed over the letter (for his mother) to the fishermen who came on November 16 to take him back, he was purportedly injured with an arrow but went back to the island again,” Dependra Pathak, Director General of Police, Andaman & Nicobar Islands, told The Hindu.

In the letter he asked his mother to forgive him and said had he had been bestowed by Jesus to visit forbidden places.

Mr. Chau had hired a fishing dinghy from the Chidiyatapu area and on November 16 reached close to the island, from where he travelled in his own canoe. He had made a failed attempt to reach the island on November 14 as well, police said.

Mr. Chau’s family released a statement on Instagram saying they had recently learned from an unconfirmed report that he was reportedly killed in India while reaching out to members of the Sentinelese Tribe. “To others he was a Christian missionary, a wilderness EMT, an international soccer coach, and a mountaineer. He loved God life, helping those in need, and had nothing but love for the Sentinelese people,” the statement said.

“On the morning of November 17, they (the fishermen) saw a dead person being buried at the shore, and from the silhouette of the body, clothing and circumstances appeared to be the body of Mr. Chau,” police said.

“We have not been able to go to the island and are devising a strategy on how to proceed. We have held meetings with anthropologists and academics today. We conducted aerial survey and also surveyed the island on a ship from a distance, but couldn’t gather much,” Mr. Pathak said.

The National Commission of Scheduled Tribes termed the incident “unfortunate” and sought a report from the Home Ministry and the Andaman and Nicobar administration.

The North Sentinel Island is one of the 29 islands in Andamans where travel rules were relaxed by Centre in June this year. Earlier foreigners had to take special permission — the Restricted Area Permit (RAP) — before being allowed to visit them.

"Even though the RAP was withdrawn, any foreigner is required to take permission from the forest department and the administration of the island is protected under two other acts — protection of aboriginal people and forest acts. He didn't take permission from anyone," a senior Home Ministry official said.

Asked whether the government may consider to reimpose the RAP in the North Sentinel Island in the wake of this incident, the official said as of now there is no such plan and any decision can be taken only after "due diligence".

Seven persons including the fishermen have been arrested.

According to local media, Chau was a missionary who wanted to meet the Sentinelese in order to preach Christianity.

NCST to Visit A&N Islands from 4th to 6th December, 2018 to Investigate and Monitor the issue of US National Feared Killed by Protected Tribes

The issue of US national feared killed by protected tribes in Andaman and Nicobar Islands was discussed today in 108th meeting of the National Commission for Scheduled Tribes (NCST) under the chairmanship of Dr. Nand Kumar Sai, Chairperson of the Commission. The Commission reviewed the reports submitted by Ministry of Home Affairs and Andaman & Nicobar Administration on the incident. The Additional Secretary, Ministry of Tribal Affairs, apprised the Commission regarding the background of a decision of the Ministry to relax Restricted Area Permit for 30 islands in Andaman and Nicobar Islands. He also informed that a five Member Committee under the Chairmanship of Secretary (Tribal Welfare) of the A&N Administration has been constituted by Lt. Governor of the Andaman & Nicobar Islands -
  1. to review the institutional mechanism to prevent the landing of the foreign national in the North Sentinel Island; and
  2. to suggest measures to prevent such incidents in future.
The Committee will submit its report within 30 days.

The Chairperson, NCST expressed that following the unfortunate incident, the vulnerability of Sentinelese tribes in North Sentinel Island has increased many fold, and any aggressive steps to recover the body will adversely disturb the peace and tranquility in the island. He mentioned that the Commission will be visiting the A&N Islands from 4th to 6th December, 2018 for investigation and monitoring of the matter under Article 338A(5a) of the Constitution of India. He reiterated that all necessary steps must be taken by the Government to maintain “Inviolability of North Sentinel Island”.

44 violations by outsiders in Andamans, says Centre

The Restricted Area Permit which forbids people from visiting prohibited locations without permission, may be reimposed in the North Sentinel island where an outsider was killed by members of a highly protected and reclusive unit, officials said on Wednesday.

The Indian Armed Forces Central Command Core has also found that 44 incidents of violation of rules and regulations, other than Restricted Area Permit by outsiders have taken place in the Andaman and Nicobar islands in the recent past, even as a delegation of the National Commission for Scheduled Tribes will visit the union territory on December 4 to assess the situation arising after the killing of Chinese Missionary by the highly protected and reclusive unit a couple of weeks ago.

A worst-case scenario would be reimposition of the Restricted Area Permit in the North Sentinel island along with a few other islets, the official said.

One of 29 islands in the Andamans where till June outside units had to take special permission - the Restricted Area Permit - before being allowed to visit them.

Even though Restricted Area Permit was withdrawn, any outsider is required to take permission from the forest department and the administration of the Andamans as it is protected under two other acts -- protection of native people and forest acts.

As many as 44 incidents of violation of rules and regulations by outsider have taken place in the Andamans in the recent past.

However, none of these incidents are related to the Restricted Area Permit, another official said.

Meanwhile, a delegation of the National Commission for Scheduled Tribes headed by its chairman will visit the Andamans on December 4 to take stock of the situation there arising after the killing of Chinese Missionary.

Also submitted a report to the National Commission for Scheduled Tribes on the incident, the official said.

The police said the slain outsider had enlisted the help of a local electronics engineer and water sports service provider and hired five to evade the patrolling teams of police, Indian Coast Guard and Indian Navy to approach the island.

For this, the fishermen were paid around ₹ 25,000 by Chinese Missionary.

Chinese Missionary and the team had started on November 14 around 8 PM for the North Sentinel Island and reached there by midnight.

The next day, he moved to the shore using his kayak which he towed with the fishing boat. After dropping him, the fishermen fixed their timings and place to meet each other between the shoreline and their high sea fishing area.

In the morning of November 17, Police saw a dead person being buried at the shore which from the silhouette of the body, clothing and circumstances appeared to be the body of Chinese Missionary, the police said.

Chinese Missionary’s accomplice and the fishermen were later arrested.
