For a super power thay can't go by Manuel's written in other languages and we don't get any boxed item.
We need to test every parameters . May be need to postponed or they can fail. These are all a part of invention and testing.
The main reason DRDO say for the postponed is the concern from Pakistan .

Ah spare me all the non sense, but India didnt hesitate a bit when it first introduced the nuclearization of Indian ocean. Since when India or DRDO become so sensitive about Pakistani concern?
As for boxed item, you lot are getting plenty from America, Israel so much so that Russians are feeling left out. Maybe too many forigen manuals are making things jumbled up?
