There was an attack on Iran a day before the Pulwama attack for which Iran says pakistanis are responsible.
A senior Revolutionary Guards commander said on Wednesday that Iran response to a suicide attack that killed 27 soldiers in southeastern region will not be limited to Iranian borders.

Iranian authorities say the Sunni group Jaish al Adl, which claimed responsibility for the attack, operate from safe havens in Pakistan and have repeatedly called on the neighbouring country to crack down on them.

The United States condemns in the strongest terms the terrorist attack today on an Indian Central Reserve Police Force convoy in the Indian state of Jammu and Kashmir. We extend our deepest condolences to the victims and their families, and wish a speedy recovery to those injured. The United States is resolutely committed to working with the Indian government to combat terrorism in all its forms. The UN designated, Pakistan-based terrorist group Jaish-e-Muhammad has claimed responsibility for this heinous act. We call on all countries to uphold their responsibilities pursuant to UN Security Council resolutions to deny safe haven and support for terrorists.

The bomber was from Indian Occupied Kashmir, the vehicle was from Indian occupied Kashmir, 350KG of explosives were also more than likely sourced from IOK or India (hard to believe this much explosive being smuggled through the Wagah border or over the LoC). The expertise to actually construct IED's & VBIED's is available from multiple sources, given the prevalence of these tactics by militant & terrorist groups across the globe.

Public headlines and posturing aside, the professionals in the defence & intelligence fields realize that this attack had very little to do with Pakistan, aside from the responsible organization maintaining the equivalent of a PO Box in Pakistan.
