US says China likely to build more overseas bases, maybe in Pakistan

A Pentagon report released on Tuesday singled out Pakistan as a possible location for a future Chinese military base, as it forecast that Beijing would likely build more bases overseas after establishing a facility in the African nation of Djibouti.

The prediction came in a 97-page annual report to Congress that saw advances throughout the Chinese military in 2016, funded by robust defence spending that the Pentagon estimated exceeded $180 billion.

That is higher than China's official defence budget figure of 954.35 billion yuan ($140.4 billion). Chinese leaders, the US report said, appeared committed to defence spending hikes for the "foreseeable future," even as economic growth slows.

The report repeatedly cited China's construction of its first overseas naval base in Djibouti, which is already home to a key US military base and is strategically located at the southern entrance to the Red Sea on the route to the Suez Canal.

"China most likely will seek to establish additional military bases in countries with which it has a longstanding friendly relationship and similar strategic interests, such as Pakistan," the report said.

Djibouti's position on the northwestern edge of the Indian Ocean has fueled worries in India that it would become another of China's 'string of pearls' of military alliances and assets ringing India, including Bangladesh, Myanmar and Sri Lanka.

The report did not address India's potential reaction to a Chinese base in Pakistan.

But Pakistan, the US report noted, was already the primary market in the Asian-Pacific region for Chinese arms exports. That region accounted for $9 billion of the more than $20 billion in Chinese arms exports from 2011 to 2015.

Last year, China signed an agreement with Pakistan for the sale of eight submarines.

Quantum Satellite, Cyber Hacks
The Pentagon report flagged Chinese military advances, including in space and at sea.

It cited China's 2016 launch of the first experimental quantum communications satellite, acknowledging that it represented a "notable advance in cryptography research."

As in past years, the Pentagon renewed its concerns about cyber spying, saying US government-owned computers were again targeted by China-based intrusions through 2016.

"These and past intrusions focused on accessing networks and extracting information," the report said.

"China uses its cyber capabilities to support intelligence collection against US diplomatic, economic, and defence industrial base sectors."

In a section discussing China's Navy, the report predicted that China's first domestically designed and produced aircraft carrier would likely reach initial operating capability in 2020.

USA has objection on China spending US$ 140 or 180 bln but she herself spends upwards of US$ 500+ bln.:crazy:

Personally, I'm against military bases from any country on Pakistani soil however we have a special friendship with China. The better option will be to strengthen Pakistan's navy.

This is the usual trick of some people who have ulterior motives to undermine the friendship between the two countries. China can not set up a military base overseas because China will not become a "superpower". The practice of establishing military bases outside the mainland only exists in rogue power countries and hegemonic states. China is not a hegemonic country, so...

the gap between our navy and the indian is too much to close now, so a china navy base in gawadar makes alot of sense.

-Pakistan army is no somalia/sudan army , it is one of the largest and experienced armies in the world. Doesnt need foreign manpower help to secure mutual interests on local soil.
-Pakistan wont let china make a military base in its soil because if it does that then USA will get full authority to make one in India. In case of war between giants , our grounds will get hurt most.
-Just an assumptionous report , or could be another one of their "tricks".

Yes, there is a big difference but it all depends on our naval doctrine as of now. I think PNS is entrusted with guarding our marine frontiers and also safeguarding the economic/trade activity by keeping the shipping routes open in peace time and especially in a war. The current acquisitions and upgrades will enable PNS to satisfactorily perform those duties. China is our friend and PLAN can visit our naval basis on regular basis and participate in joint exercises and we share intelligence with each other regarding the IOR.

But, if a permanent naval base is made, it can make the PNS lazy and relaxed in performing their duties and they may start relying more and more in the friend's help and that can be a dangerous thing. As Navy has been neglected on the past especially since 1980, so now we need to be on our toes and focus on strengthening our naval force. But a temporary presence of friendly navies can be good.

Total defence spending is a vague and broad concept, it includes "military-related" spending in many possible state organs, in the case of US that may involve State Department, CIA, NSA or even DEA. So for the sake of apple-to-apple comparison, let's stay with PLA budget. Take 2016 as example:
  1. In domestic term, defence budget is only 1.28% of GDP, China is definitely running a peace-time economy, almost pacifist.
  2. In nominal dollar amount it's even less than a quarter of US, China is not going to burn tax monies or indebt the public for the sake of an armament race that benefit no one other than defence contractors. For China, fiscal sustainability is real national interests.
Obviously China is not going to over-spend on expensive, large-scale, overseas military bases. However in order to support an increasingly globalized web of commercial assets, in my opinion Djibouti base is a pressing necessity, and perhaps Walvis Bay. But base in Gwardar is arguable, cos Pakistan as an ally already share common interests, and itself already possess very good military capabilities.

Not maybe. But Certainly China shall have rather robust naval, intelligence and airforce presence in Pak.

And NO, it is not some colonisation or something stupid like that.

Sino-Pak Axis will always protect their shared interests.

The best Chinese bases in Pak that I love the most are the SEZs, Free Industrial Parks, Automakers, Heavy industry, telecommunications and electronics 'bases' under CPEC.


The best things are hidden... look up and see those space based assets... from civilian to military use.... all Harmony under the Heavens between Sino-Pak Axis.

Some are not going to like it...
