ISLAMABAD: Pakistan on Friday informed Iran in writing that it cannot execute the Iran-Pakistan gas pipeline project as long as Tehran is under United States sanctions regime, the Arab News reported.

According to Mobin Saulat, the Managing Director of Inter State Gas, “Under present US sanctions on Iran, it is impossible to execute the IP [Iran-Pakistan] gas pipeline project and we have conveyed it to them [Iran] in writing recently.”

In February this year, a new round of negotiations were launched between Pakistan and Iran after Tehran formally issued a notice to Islamabad and said it is moving an arbitration court against Pakistan for failing to lay down the pipeline in Pakistani territory in the time frame stipulated in the bilateral agreement. “We have time till August this year to legally respond to Iran’s legal notice and settle the issue through negotiations,” Saulat said. “We are hopeful to find a solution through discussions with Iranian officials.” Saulat further said, Pakistan is still committed to executing the project, but only if international sanctions on Iran are lifted. “We cannot risk US sanctions by going ahead with the project as America has clearly said that anybody who will work with Iran will also be sanctioned,” he said. Saulat said, Iranian authorities are of the view that US sanctions did not apply to the IP gas project, adding that Pakistan had thus sent Tehran a questionnaire to ascertain exactly how that was the case. “We may not have a weak case if Iran moves the international court,” Saulat said. “We are trying to handle it professionally.”

President Donald Trump on Wednesday imposed new US sanctions targeting Iran’s revenue from export of industrial metals and threatened further action unless Tehran “fundamentally” changed its behaviour. According to the agreement signed between Pakistan and Iran in 2009, the Iran-Pakistan gas pipeline project was to be completed by December 2014 and would deliver 21.5 million cubic meters of gas per day to Pakistan.

The pipeline was to be constructed using a segmented approach, with Iran having to lay down the pipeline on its side and Pakistan to build the pipeline on its territory. Under a penalty clause of Gas Sales Purchase Agreement, Pakistan is bound to pay $1 million per day to Iran from January 1, 2015, for failing to build its part of the pipeline. If Iran takes the case to an arbitration court, Pakistan is likely to have to pay billions of dollars as a penalty.

As if the arbitration court would dare offend US. Countries like China and India, both with nearly half of earths population are flexing under American pressure and people expect Pakistan, almost bankrupt as it is to poke poke US in the eye by building the pipeline?

Any Sanctions are applicable on new modern time deals

If it served Pakistan's Interest the Pipeline will still get completed under the agreement from year 2005

No deal falls under anything if America does not want it to. By now you should know Us makes the rules as it goes along or breaks them. Witness the trashing of the nuclear deal.

Govt yields to international pressure on IPP: Bilawal

ISLAMABAD: Reacting to the federal government’s refusal to complete the Iran-Pakistan Pipeline project, Chairman Pakistan People’s Party (PPP) Bilawal Bhutto Zardari on Saturday said once again the federal government has yielded to the international pressure.

In his twitter account, Bilawal said, “Once again the federal government has bowed before international pressure & isn’t completing Iran-Pakistan Gas pipeline project. PPP initiated this project at height of international sanctions because we put Pakistan first. People pay price of leader’s weakness in expensive gas bills.”

In a related tweet, Secretary General PPP Parliamentarians Farhatullah Babar questioned whether the government’s decision to withdraw from Pak-Iran Pipeline Project was part of the IMF condition.

You know you are going to pay no matter what right?

1. When trump presidency ends, the new US president will most likely return to JCPOA and remove sanctions. You will have to pay the fine.

2. US bombs Iran and installs a US friendly puppet government. Do you think US will favor the new Iran puppet government or Pakistan?

Just build the pipe. Hold your end of the deal and enjoy cheap gas

The climate against Iran thanks to USA, Israel, Saudia, UAE, most of Europe, Japan, Australia, Canada etc is so hostile that even country like Pakistan which is not exactly a favourite of the international order will walk away without suffering any legal consequences. On the contrary even if Pakistan was to follow the law but piss off the western order she would face the wrath. Ask why China and India are showing signs of wobbly knees.

Nope. Even if the new US president the underlying lobby [Jewish] will still retain influence.

Although USA will screw the nut even tighter but I think the Iranian regime will survive. They have perfected their endurance over 40 years now. Yes, they will go but not anytime soon.

The fine is currently 1.6bn dollars. Add another 620 million if trump loses the elections. Add another 1.5 on top of the 620 mn if he gets re elected. The fine can potentially end up at around 4.5bn dollars. I have no idea how much 4.5 bn is to a country

I did a quick google search. Pakistan’s gdp is 300 bn so the fine is pocket money. That is surprisingly a generous fine when you consider how serious the breach is

Come on, mate. You can add Jewish rates of interest to it and make $50 billion but no court is going to award Iran a dollar given the geo-politics. Note what I said.

For Pakistans sake I hope you are right, but trust me, they will make you pay. EU and US have lost a lot of face, they will try to suck up to Iran a little bit and you know how good they are at pointing fingers at other muslim countries while they themselves play innocent. So first country they will point fingers at is Pakistan, trust me on this.

I would prefer we settle this in a way that serves both of us. But I think it is unfair and cowardly of you. If you are not going to honor the deal, then at least be man enough to cover our losses.

In that case it was really rather foolish of pakistan to go ahead and sign the deal originally then,wasnt it?.You see once you sign it you are bound by its provisions,the russians found this out the hard way over the s300 deal when iran took them to arbitration and won a judgement against them of 4 billion dollars which was equal to FIVE times the value of the original contract.Guess what...Iran got its s300s.
The irony is that with the penalty fees of a million dollars a day pakistan is now on the hook for far more than the cost of the original pipeline deal.
Well,I`m sure the americans will make it up to pakistan somewhere along the line.....maybe.

It isn’t going to get far.

Iranians should understand that none of its neighbors are able to withstand the sanctions coming from Washington.

Best case scenario would be to work on some underground means of trade between Iran and Pakistan, even if it based on barter.

Work should be done on skirting sanctions, not fighting them foolishly.

Pakistan won’t jeopardize its economy at this moment.
