Tuesday, December 18, 2012 - IslamabadThe United States has offered ceasefire to Taliban in Afghanistan with the conditions that Taliban would neither attack the NATO forces nor disrupt the peaceful withdrawal of foreign forces in different phases, sources told Pakistan Observer.
The US will honour the ceasefire arrangement with Taliban, but the NATO forces will have the right to carry out pre-emptive strikes in response to terrorist attacks on the foreign forces, said sources.
According to sources, the US government had conveyed its commitments and conditions to Taliban through the officials of NATO, Afghanistan and Pakistan who recently held an important round of talks with Afghan Taliban to intensify their efforts for the revival of peace in Afghanistan well before the start of phased departure of the NATO forces from June 2014. Pakistan and Afghanistan not only facilitated the talks but also participated in the same to encourage peace process, pave way for smooth withdrawal of foreign troops and motivate Taliban to end militancy.
The United States had further told Taliban in Afghanistan that no legal action will be initiated against the foreign troops by any Taliban group or individual and that the US and other NATO allies would compensate the affected persons and support the rebuilding and rehabilitation.
Meanwhile, the US had also set another bitter condition for Taliban that they would not forcibly occupy/take control of areas that are controlled by their rival groups or parties in Afghanistan, said sources.
It may be noted here that Afghan Taliban led by Mullah Omer have rejected two of the demands of the United States surrendering arms and accepting present Constitu-tion of Afghanistan without .
Taliban, said sources, are willing to participate in the peace process in Afghanistan, but linked it with the complete and unconditional pull out of the NATO forces.
Sources said that the officials of NATO, Pakistan and Afghanistan held first meet-ing with Taliban to discuss the pros and cons of the peace process and decided that more rounds of talks will be held in different phases to sort out the issues concerning the stakeholders.
Sources further said that the United States officials are worried about the billions of dollars investment made in Afghanistan during 2002-2012 and they are seeking constitutional guarantees from Taliban and other key stakeholders.
