US defends new military aid to Pakistan

Updated at: 1015 PST, Sunday, October 24, 2010

WASHINGTON: US State Department spokesman has defended the new US $2.29 billion military aid package to Pakistan, saying the South Asian country was a “strategic partner” in counter-insurgency operations.

“We are supporting the Pakistan military because it is in our mutual interest to do so. Pakistan is a strategic partner,” Spokesman Philip Crowley said in response to a series of questions from Indian journalists voicing New Delhi’s concerns over the move.

“It’s a vitally important partner in counterinsurgency operations and counterterrorism activities, and it is in our national interest to continue to support Pakistan,” he told reporters at the regular briefing on Friday.

Pressed further on the military aid package, Crowley said, “This is something that benefits Pakistan. It benefits the United States, and we think it benefits the region as a whole. We want to see a secure, stable, peaceful region. It is in our interest expressly because there are extremists in the region that threaten countries there and countries here in the West.”

“We want to see a continuation of the kind of determined effort that Pakistan has shown over the past year or so, and what we’re seeing here is an investment in the very capabilities that we believe can help Pakistan continue to carry out its counterinsurgency responsibilities.”

Asked if there were any safeguards in the aid package to prevent Pakistan from diverting the money from counter-insurgency purposes, Crowley said, “Well, all countries are sovereign, but by the same token, we’ve tailored this package we believe to improve training and equipping that is focused on our counter- insurgency programmes,” he said.

Under intense questioning, Crowley also said that US ties with Pakistan do not come at the expense of India and vice-versa. “This is a subject (India’s concerns about US military assistance to Pakistan) that comes up in all of our discussions with high-level Indian officials. It comes up in all of our discussions with high-level Pakistani officials,” he said.

Troubled ties

The third round of the US-Pakistan ‘strategic dialogue’ completed in seven months has as usual sent mixed signals on the security front, the focal point of the relationship.

Most of the positives tend to be on the rhetorical or the minimalist side of things. A much-trumpeted $2bn five-year military aid package is actually an extension of the Foreign Military Financing programme overseen by the US State Department and amounts to a 30 per cent increase over a similar five-year package which expired recently.

Everyone present at the concluding press conference must have struggled to keep a straight face as Secretary Hillary Clinton praised Pakistan, saying: “The United States has no stronger partner when it comes to counter-terrorism efforts against the extremists who threaten us both, than Pakistan.”

The negative column was, as usual, filled with more meaningful details. The Washington Post reported that President Barack Obama repeated the warning that the US would be “forced to respond” against Pakistan if a terrorist attack on US soil was traced back to this country.

The New York Times meanwhile reported that US military assistance to unspecified units of Pakistani security forces is to be cut off in the wake of videos showing alleged summary executions carried out by members of the Pakistani security forces. Make no mistake about it, the relationship is a troubled one, strategic dialogue or no strategic dialogue.

The working groups tasked with looking at areas beyond narrow, though central, strategic concerns — there are working groups on women’s empowerment, water, health, education and energy — often produce results which speak for themselves. The last round in Islamabad ended with the announcement of, among others, a plan to upgrade three hospitals and a project to test and implement ‘new logistics software’ at the Karachi port. This time nine of the working groups met in Washington, and similar steps are likely to be announced in the days to come.

The basic problem for any dialogue between the US and Pakistan is that the two countries remain as strategically far apart as they perhaps ever have been. A relationship of necessity based on fear of the other can never be the starting point for a true and meaningful partnership. Consider that beyond non-proliferation and counter-terrorism — both ‘negative’ reasons to cooperate — there is little that can be seen as long-term areas of cooperation in the strategic dialogue.

Nevertheless, dialogue is always good. At least now the US and Pakistan have a regular forum to meet and discuss issues at a high level — if nothing else, they may begin to understand each other’s security concerns better.

I want an ISPR release and paid-for moral outrage on TV. Why not this time? Ah, it's military aid. Same old, same old.

its a waste the US keeps the money and just subtracts from the 2 billion every time we buy something from them. They also raised the prices of weapons Pakistan really needs such as the helicopters and F-16s for Pakistan. Its a joke... the US has recently done and said so many things that are not in the interest of Pakistan this is bait so we keep following them. Our politicians need to step up and take charge we are a nuclear country, holding back the Taliban from completely destroying their country. Pakistan deserves respect and recognition not bait and raised prices.

Just tell dear Americans if they want to help than use this 2billion to build destroyed girls schools.

i would still ask that Pakistan shall stop free transit aid and shall start levying 5000$ per container as service charge for using roads and strategic lands.

It is not aid... our soldiers are being killed cold blooded.

Our economy is paying it back in shape of smuggling racket run by Americans and Indians in cover of transit aid.

This 2 billion will mostly go to the pockets of private contractors appointed by politicians.

Until the Pakistan Army has enough firepower, night vision goggles, cluster bombs, choppers freed up from flood relief, a NWA operation should not be launched. Also troops holding ground in other areas should not leave the ground because then Talibaan return.

Pakistan Army should not deplete its conventional capability in WOT.
