US justifies drone attacks, says it's lawful

WASHINGTON: The Obama administration has virtually said "no" to the Pakistani demand of an "end to the drone strikes", saying such attacks against terrorist groups are not only precise, but also "lawful" and "effective".

"The US counterterrorism operations are precise, they are lawful, and they are effective," White House press secretary Jay Carney told reporters on Tuesday.

His remarks came immediately after Pakistani Prime Minister Nawaz Sharif demanded an end to the drone attacks and two eminent rights body released reports alleging that the drone attacks have resulted in large scale civilian casualties and by doing so US has violated international law.

One of the conditions for ending the drone strikes, top administration officials indicated, would be elimination of safe havens; which is unlikely to be achieved in the near future.

"The United States does not take lethal strikes when we or our partners have the ability to capture individual terrorists. Our preference is always to detain, interrogate, and prosecute. We take extraordinary care to make sure that our counterterrorism actions are in accordance with all applicable domestic and international law and that they are consistent with US values and US policy," Carney said.

State department deputy spokeswoman Marie Harf told reporters that the answer to the Pakistani demand of ending the drone attacks can be neither yes nor no.

"It's just more complicated than that," she said in response to a question. "I don't think it's that easy of a question," she added.

"Counterterrorism's a shared threat; we'll continue talking about it with them going forward," she said.

The Obama administration differed with the assessment of the two rights groups - Amnesty International and the Human Rights Group. While the Amnesty found 29 civilians had been killed in the nine Pakistan strikes it investigated, the HRW said 57 civilians were among 82 killed in six Yemen strikes.

"We are reviewing these reports carefully," Carney said. "There's a wide gap between US assessments of such casualties and nongovernmental reports ... We undertake every effort to limit civilian casualties in our counterterrorism operations. There's a process that goes into how these operations are chosen, and as part of that process, we take every effort to limit these casualties," she said.

Referring to a speech by President Barack Obama in May this year, Carney said he laid out the legal and policy framework for the US counterterrorism strategy.

"The president directly addressed the issue of civilian casualties in that speech and he made clear that it is a hard fact that US strikes have resulted in civilian casualties — a risk that exists in every war," he said.

"Before we take any counterterrorism strike outside areas of active hostilities, there must be near certainty that no civilians will be killed or injured, and that is the highest standard we can set," he said.

thing is USA helped pakistan thru difficult times in past but when USA needed pakistan to part with its strtategick assets who were harming USas interests pakistani establishment played the double game to milk USA which in time got exposed and USA decided to take the bull by horns and went ahead of drone strikes so when pakistan started getting the fallowt it wanted USA to back off but USA said no as pakistan is depended on USA for its support in IMF and world forums withowt which pakistani economy colapses on the other hand if drone strikes dont end there is a potential civil war by its pakhtoon population agaist all pakistan ...looks like pakistan is caught between the devil and the deep sea would be intersting to see the owt come ....good luck pakistan

Its also lawful to shoot anything foreign inside your borders but my feelings drones wont stop until pakistan decides to take one down. If you think that wont happen then you are wrong, drones are causing major problems in KPK area and its getting on the nerves of our rulers. There will be no peace inside Pakistan unless drone operation stops. Kill drones and get economic hardship from US or be in this economic mess forever!

but brother its not the lack of radars or missiles but the lack of will/guts in PA & PAF to kill a few drones.......when PA/PAF have sold there souls to devil (USA) for wepons they have to give the devil its deu other wise devil will do to them what it does best to its opponents are your establishment for or against pakistans interests ...please answer this simple question ...Thanks Sir

Unfortunately, we have some stooges in establishment and in politics who have sold their dignity along with their families for the sake of dollars and green card (which amaze me when they already had a green passport -.-). Anyways.

Those who justifies this act will surely reap what they are sowing today. Trust me.

This is not the question of wether PA has guts but is a question of our men on top have any guts, we seems to lack a policy on this, we have policy on India and PA does what its suppose to do by that policy, we dont have any policy about Iran and Iranians sometime do this on their borders and PA cannot respond because of lack of policy. I know you will say PA is more powerful than politicians and thats true but it come down to convenience and taking responsibilty, no one in the army would like to take the responsibility of shooting down a drone but once ordered by civilian govt they will have no choice. I see it happening in the near future if US doesnt stop. I think Pakistani govt should tell US with all seriousness that stop Drones or we will shoot it down and once they see the seriousness on our side they will stop. US do not have guts to attack Pakistan if they know we would retaliate.

Look this bold part is wrong to its core...The fact is that no-body...and i will repeat no-body(be it civilian or be it Military) has the appetite to take on these drones. Now both parties are only passing the buck...Civilian govt. will say that it is military who has the power...Military will say it is the other way around...

They went deep inside Pakistan while taking Obama...what did military or civilian leadership do?? They just passed the buck...Now let's understand and agree to the fact...Pakistan is not an independent nation...you have always worked in the shadow of a big-brother(earlier US and now China is playing that role)...it works well as long as your interests don't clash with that of Big-brother...Unfortunately interests did clash this time and results are in front of you...now mark my words these drones are not going anywhere...no matter how much you dislike them!!
