US embargoes on China of sophisticated computer technology don't work. China simply builds its own.

As explained by supercomputer-expert Jack Dongarra (who created the Linpack benchmark for Top500 supercomputer rankings), it took China a mere two years to replace the sophisticated Intel Xeon Phi Knights Corner (KNC) accelerators and software with a domestic Chinese Matrix-2000 accelerator and software.

Quote from Jack Dongarra in the article below: “After the embargo on Intel components by the US Department of Commerce, it has taken [China's] NUDT about two years to design and implement a replacement for the Intel Xeon Phi KNC accelerator. Their replacement is about the same level of performance as the current generation of Intel’s Xeon Phi, known as Knights Landing (KNL). Equaling the performance of the state-of-the-art KNL chip and developing the accompanying software stack in such a short time is an impressive result.”
