It is true that China has a backwards and inefficient immigration system.

But whether that turns out to be a burden or a blessing is yet to be seen. There are many people qualified on paper yet can't do much with foreign degrees that are barely recognized by employers and who have proven to be incompetent.

Taking in a bad employee is worse than no employee at all sometimes, and that's with employees you can fire. It's much harder to deport immigrants.
