US and UK consider asking India to train Afghan forces

Army rules. But did you even think of considering Mumbai Police. Watch black friday, look for Mumbai attack, they are brave. Encounter specialist Patil and more(i don't remember all of them but simply google) they stood still to fight terrorist. I don't mind if they took some bribe in their lifetime to fulfill there family needs. They could have taken a back, but they didn't. Think about it. Please don't traduce Indian Police. Though I don't mind if you do the same to the GOI.

mate, Individual bravery is there and we all admire it. but that simply is not the case. we cant rely on an individual's brave action on situations like Mumbai attack, can we??.No...its not practical.

our police should be able to tackle it systematically and should be trained to handle/prevent such situations; moreover, they should be equipped suffiently enough to carry out their job propperly. I saw the Mumbai attack live from US and was disgusted to see how ill prepared they were to potect the common citizen, while our PM and President and other VVIPs travel within the cocoon of highly equipped SPGs.
Our police still isnt prepared for a second attack, be it in Kerala or in Utter Pradesh.Bcozof Mumbai attack, Mumbai police got some gadgets and got some equipment, what about rest of the states?? are they waiting for an attack?? is GOI dumb enough to think that if there would be a second strike, that would be on the same spot same style? no...... Its true that NSG is starting hubs in major cities thatz one of the few things that make me feel comfortable. Still they can t prevent an attack, they are there to take action in case of a situation not to prevent a situation bcoz police is the one who can pick up the tell tail signs from ground level. A stitch in time could save nine.

I know I am criticizing GOI and authorities bcoz I love India that much, It hurts to see the police still isnt propperly equiped and the politicians are back to sleep.U guys can feel free to disagree with me but as a citizen, i ought to say what i gotta say!

Conclusion: Our police, fire force, forrest guards need a FULL SCALE reform....sooner the better.local NSG and Police should work together and conduct silent mission to take down anti-social elements - be it a terrorist or a child molester. Bcoz i believe, "Prevention is better than cure"

Please stop talking about how police is in your province .. No need for that in this post. Would love to hear about the news and how it will affect the outcome if for some reason india agrees on it. I will tell you Pakistan will have a field day if the americans leave the indians incharge.

Nobody is taking charge of Aghanistan after US pullout their troops and if "anybody" is planning to do so, then thatz not gonna happen mate.:disagree: Indian police is in a bad condition right now bcoz the deadline for a full scale reform is past due already. But our Army can do that job very well in fact. India could bring in Afghan officials to Indian soil and train them batch by batch. I would not support the idea of sending our Jawans to Afghan soil as it could create confusion among Afghan people and could negatively affect India's image.

Well the police is in control of the state governments and even after repeated directives by Supreme Court of India for reforms, state governments are not willing to do anything.

reforms have been an issue for a while.

Reforms ordered by the Supreme Court (1996-2006)

Prakash Singh, one of the former Director Generals of Police of the states of Assam and subsequently Uttar Pradesh and finally Director General of the Border Security Force, initiated a Public Interest Litigation (PIL) in the Supreme Court of India, asking the court to investigate measures to reform the police forces across India in order to have the proper rule of law and significantly improve security across India.

Several measures were identified in order to professionalize the police in India:

* A mid or high ranking police officer must not be transferred more frequently than 2 years
* The state government cannot ask the police force to hire someone nor can they choose who the Chief Commissioner will be
* There must be separate departments and staff for investigation and a separate one for patrolling

3 new authorities will be created in each state, to prevent political interference in the police and also to make the police accountable for their heavy-handedness , which will include the creation of:

* A State Security Commission for policies and direction
* A Police Establishment Board, which will decide the selection, promotions and transfers of police officers and other staff
* A Police Complaints Authority, to inquire into allegations of police misconduct.

In 2006, due to a lack of action by all the state governments in India, the supreme court ordered the state governments to report to it why the reform measures outlined were not implemented. After being questioned in front of the judges of the Supreme Court of India, the state governments are finally starting to reform the police forces and give them the operational independence they need for fearless and proper law enforcement.
