UK MPs' fury over Government's decision to order ventilators from China

A number of British manufacturers have been told their own machines don't meet with NHS specifications

March 2020 • 9:00pm

The Government has asked China to supply ventilators to the NHS after a number of British companies were rejected for failing to meet the specifications, The Telegraph has learned.

Hundreds of Chinese-made ventilators will start arriving in the country this week as part of a consignment of 8,000 items being shipped from overseas to help patients infected with coronavirus in the UK.

It comes after Ventilator Challenge UK, a consortium of British engineering firms including Airbus, Rolls-Royce and BAE Systems, secured an order for 10,000 of two types of machine currently produced by Smiths Medical of Luton and an Oxfordshire-based firm called Penlon.

MPs' fury over Government's decision to order ventilators from China

A reservation for 5,000 machines has also been placed with Smiths, on top of a further order for 10,000 from the vacuum cleaner manufacturer Dyson.

There are 8,000 ventilators currently in the NHS, but it is understood the Chinese ventilators are needed now to top up supplies before the British-made machines roll off the production line.

Michael Gove, Minister for the Cabinet Office, said the Government will roll out ventilators produced by manufacturers in the UK from next week.

Dyson will be making its ventilators under a new design that requires regulatory approval, which could delay their dispatch to hospitals.

A Cabinet source revealed: "Quite a few British companies have been told they don't meet the spec, so we are now going to be ordering ventilators and other PPE [personal protective equipment] from China. It's more than ironic that the country where this disease originated is now set to benefit from the havoc it has wreaked on the rest of the world."

Former Conservative leader Iain Duncan Smith, an outspoken critic of China's growing influence, said the totalitarian state should be providing ventilators and other equipment for free.

"China shouldn’t be charging for this stuff. Why are they making money out of Covid-19 when it started in China? They shouldn’t be deriving any significant benefit at all."

It came after former "de facto" deputy prime minister Damian Green blamed China for allowing the global pandemic to develop "because of unhygienic practices in markets", and called for a cooling of international relations.

Mr Green, formerly Theresa May’s right-hand man, has previously voiced concerns about Chinese technology firm Huawei being granted access to the UK's 5G network.

He said: "The UK stance towards China, regrettably, may have to become similar to our attitude to Russia in the more peaceful stages of the Cold War.

"Co-operate where we can, but guard when we must."

Writing on the Conservative Home website, Mr Green said it was "undeniable" that coronavirus had originated in the China's wet markets, where live animals are sold, sparking the initial outbreak in Hubei province.

Accusing the Chinese authorities of being “dilatory in informing the World Health Organization” Mr Green argued that a "deeper look at the long-term interdependence of Western capitalism and Chinese communism" would "take place" once countries were done fighting their respective health emergencies.

Meanwhile, Dominic Raab, the Foreign Secretary, suggested that a "lessons learnt" inquiry would be needed in the aftermath of the crisis due to questions surrounding the Communist nation's handling of Covid-19. Yet Mr Raab is thought to have been involved in the brokering of the NHS ventilator deal with President Xi Jingping.

Fellow Conservative MP Bob Stewart was forced to apologise after referring to coronavirus as "the foul Chinese illness" but said the description was not intended to denigrate Chinese people.

A source close to the Department for Health admitted that ventilators and PPE had been ordered from China, saying: "We are basically saying that we will take this stuff from wherever we can get it, as quickly as we can get it. We were never just looking at British companies.

"Some UK firms that offered to make ventilators were not able to meet the spec, and we do not want eight or nine different types of machine in the NHS. We need to work with companies that can produce exactly what we want, when we want it."

To hasten the procurement of ventilators and PPE, Chancellor Rishi Sunak announced he is waiving import taxes on medical equipment to ensure it gets to frontline health workers as quickly as possible.

NHS suppliers will no longer have to pay customs duty and import VAT on specific medical goods coming from outside the EU, including ventilators, testing kits and PPE.

The MP is an idiot as these ventilators are required now to save lives.

UK is rightly following a procurement plan of import with local manufacture to make sure it has enough devices.

UK lies alot, with big ego for nothing, British kept on dying day after day, such poor strategy.

There is no miracle cure for COVID-19. This virus doesn't discriminate between British and non-British it affects all.
The UK has so far shown to have the best strategy possible. The only exception has been Germany which already had a huge number of ICU beds.

That is not poor strategy, that is basic procurement. Having contingencies in place to prevent any lapses.

I frankly feel Germany has been the best country which outformed UK massively in quick response, UK delayed response by government and local units is about 2 weeks, which has now created the most devastating situation in Britain right now and rapidly growing. Its eating up population fast.

Also Pakistan, Korea, China has done a great deal of good work to fight of the Covid-19 virus.

How on earth Britain has best strategy when the whole country had only 8000 ventilators, why government let Britons die day in day out?

You might be right that the response was delayed by 2 weeks, no one can be sure, no one knows, China fudged the world so hard on this outbreak that no one is ever going to believe them next time. They will get a rude awakening once this is all over.

I don't know why you think UK Gov has let people die day in day out because of 8000 ventilators. I have not heard of that maybe you know something I don't. Perhaps you can share and enlighten me?

Yes Dude,
Pakistan Cases 2071 total, since first case 26th Feb, Total Deaths 26. Recovered 82. Much much better than most countries, and provided Pakistan is located in the centre of hotbed China, and Iran.

That looks promising, How many people a day are being tested in pakistan?

You do realise that the reason there are higher numbers in EU/USA because there is a larger number of testing taking place and reporting of COVID-19 related deaths is pretty accurate. I cannot say the same for Pakistan. I do hope for the best for Pakistan but they are lacking to fight COVID-19 in a lot of critical ways.

I do agree with you here. Pakistan was the first country in South Asia to get test kits, the total number of tests been carried around 20,000, of which 2071 Cornavirus deaths. Our Chief Doctor Dr Mirza has claimed "suspected" Cornavirus patients in Pakistan to rise to around 15000 through isolating and tracing.

Pakistan also send its aircraft's to China to get medical equipment as fast as possible, with that around 10+ aircrafts in number for N95 masks, PPEs, Surgical equipment and ventilators in Pakistan which are currently sufficient enough. Another welcome sign is Pakistan makes adaptable medicines in house, especially the malaria drugs which has been really useful, along with paracetamol to reduce temperature and in-house test kits. Frankly its about the immune system response to fight of the virus.

Pakistan strategy at the first national Prime Minister TV Conference was incremental lockdown and social distancing. Pakistan was also the first country to send hundreds and thousands of made in Pakistan: Cholorquine, Hydrochrloquine packets to China and recently 300,000 packets to Europe mainly Italy as well as other countries.

Pakistan quickly identified and partially isolated though was a little late, to quarantine 7500 Shia Pakistanis who travelled to Iran for pilgrimage, and those Pakistanis mainly coming from UK, USA, Europe, China, and the Middle-east were isolated on airports.

Though we somehow the virus is inside, but by enlarge Pakistani nation 220 million learnt to stay away from the outbreak by socially distancing and lockdown strategies, am not saying all is safe and any major outbreak can suddenly happen to surge the curve like the recent religious congregation in Raiwand tested 27 positive out of 40. But the trajectory and trend is being controlled with 1000 coronavirus hospital completed in 9 days both in Lahore and Karachi.

And you know Pakistanis are generally tough & strong people anyway. Hope for the best in trying and hard times ahead.

Of all the countries, most will come out of this stronger and I hope the same is true for Pakistan as well. The people especially the poor in the country will be the most affected due to lockdowns, the effects of Chloroquine and Hydroxychloroquine is still not confirmed by reputed sources.

It was touted as a potential remedy however the status of active trials is unknown. Hopefully it works.

I do acknowledge Pakistanis being physically more resistant to flu etc. The lack of food hygiene and adequate waste disposal is rampant. It never impresses a tourist seeing trash and flies on food but it sure as hell makes the immune system of local populace bullet proof to an extent. Hopefully the food hygiene and waste situation improves for the better as well.

So much potential in a country but no exposure to the western world, its a hidden gem in my eyes.
