Afaik there is no punishment for some one willing to join IS.... Current law doesnt allow authorities to charge some one for trying to join a terror organisation...... But once he falls in the radar of security agencies then his life will be miserable for sure...... As of now there is not much legal option in front of the govt....

They are joining because they belong to that religion and subscribe to the delusion of a caliphate - not because they are Indians. That's backed up the fact that people from all over the world including the west are joining this terror outfit - the commonality being their religion not their nationality.
