Dubai for years has been money laundering heaven. The locals know it, and they don't care. As long as the money is coming they are fine. Dubai is different from rest of UAE, as in they have their own laws and administration.

They have a vested interest in allowing money to flow in, which ends up getting invested in properties and businesses ... not asking questions about that money is beneficial from that perspective.
