What Gen Milley said to his officers was this: "No matter what you are told, you do the procedure. You do the process. And I'm part of that procedure," What this shows is that no matter how much any US President may like to think he is a King, he is still subject to a robust system of checks and balances, and cannot bypass due processes and procedures. He just could not declare war by himself, just as he could not deny the results of the elections that resulted in the orderly transfer of power, just like due process says it should happen.

A declared threat to national security does NOT mean an "effective declaration" of anyone being an enemy of the State that must be destroyed. It just means exactly what it says - a threat to national security.
