Upgrade the existing network for a more reasonable solution so that change in presidency wont jeopardize the entire setup neglecting a wall is easy but firing thousands will be something both parties will avoid

E verify enforcement is the best way. And requires all gov agencies to check papers to receive welfare, including food stamp for kids. Failure to do so is a felony for aiding and abetting.
