Dhaka to talk frigate purchase with Beijing

Shakhawat Hossain

The government has formed a committee to negotiate with a Chinese team on purchase of two frigates to enhance Bangladesh’s naval strength in the resourceful Bay of Bengal, officials said.
Commodore Khandokar Tawfiquzzaman of Bangladesh Navy is heading the 10-member local negotiating committee and commander Kazi Mehdi Masud will act as its member- secretary.
Other members of the committee are: captain M Ziauddin Alamgir, captain M Jahangir Alam and commander SM Riazul Rasdid of the navy, commander Sayeed Mahmud Hasan of the armed forced division and one member each from the ministries of finance, defence and law and senior finance controller of the navy.
Officials said the Chinese delegation of PLA navy is scheduled to visit Bangladesh in the current month and will stay here until the middle of June.
The delegation will also include officials of Bometec, a leading Chinese electric company, and Poly Tech, a subsidiary of China Poly Group Corporation manufacturing defence equipment.
Both the sides will work out details of the state-to-state frigate purchase agreement the groundwork of which was laid during the visit of prime minister Sheikh Hasina to China in March 2010.
Beijing had offered two of its old 053H2 frigates at a very lower rate on conditions that Dhaka would bear refurbishment and defence equipment costs for the off-the-shelf ships.
Officials said the armed forced division had planned to utilise budgetary allocations of Tk 6.55 billion to be given for 2012-13 to 2016-17 fiscals for the purchase of the proposed frigates.
China had built the frigates in early 1990s which are capable of carrying eight anti-ship missiles.
At present, Bangladesh Navy has six frigates – BNS Bangabandhu, formerly known as BNS Khalid bin Walid of South Korea, BNS Osman of China and BNS Umar Farooq, BNS Abu Bakar and BNS Ali Haider of the UK.
But half of the frigates will be decommissioned in near future or are in the process of decommissioning.
Officials said commissioning of the 053H2-type frigates would help the navy to bolster coastal patrol in the bay, the dimension of which had changed a lot in the last one decade amid growing interest of India, China and the US in the area.
Bangladesh and its neighbour Myanmar were on the edge of a war in the bay in 2009 over oil and gas exploration by the latter in the disputed areas.
Both the countries had engaged in legal battle over the disputed areas in an international court that gave verdict a couple of a month ago. Besides, Bangladesh is still running a legal battle against another neighbour, India, over maritime boundary in the same international court.
Officials said Myanmar also plans to acquire two old frigates from China. The type- 53H1frigates, built in the 1980s, can carry four anti-ship missiles, they said.
Associated Press reported from New Delhi on February 9, 2012 that India had decided to buy 126 multi-role fighter jets from France, taken delivery of a nuclear-powered submarine from Russia and prepared for its first aircraft carrier in recent weeks to increase its strength in the Bay of Bengal as well as the Indian Ocean.
The US struck a deal called the Acquisition and Cross-Servicing Agreement with Sri Lanka in 2007. ACSA, a military cooperation deal, aims at enhancing the rapid deployment capability of the US forces far away from their bases.
Officials said Dhaka is under pressure from Washington to sign a similar military cooperation deal.

I am not disputing it. I am just asking what kind of frigate BTV shown? Corvette could be a new deal and could be 056.
I am asking whether frigate deal is off or not?

No compromise with terrorism, militancy: PM

The war crimes trials are being held following the nation's wish and the government will not put up with terrorism and militancy in the country, Prime Minister Sheikh Hasina said on Wednesday.

"We've purged the country of terrorism and militancy. We'll not tolerate terrorism and militancy on the soil of the country," she said in a programme of Bangladesh Armed Forces at Senakunja.

"The trial of the war criminals is going on in line with the expectations of the nation," she added.

Hasina made the remarks when activists of Jamaat-e-Islami and its student wing Islami Chhatra Shibir have been attacking the police for what the government foiling trial of top Jamaat leaders charged with war crimes.

Jamaat says the law enforcers are barring their 'peaceful' programmes leading to violence.

Addressing the programme on the occasion of the Armed Forces Day, the Prime Minister also referred to different projects her government had taken for development of the armed forces.

Hasina said founding President and Father of the Nation Bangabandhu Sheikh Mujibur Rahman laid a strong base of the armed forces.

She also spoke about activities of the government she had formed in 1996 to intensify the manpower in the armed forces and to improve their skills.

"After forming the government in 2009, we have taken an effective plan to equip the armed forces with the means to face the challenges of the 21st century."

Hasina said that the government was purchasing sufficient number of armoured personnel carriers and ambulances for Bangladesh Army troops working in the UN Peacekeeping Missions.(definately russian)

The government for the first time took initiative to purchase medium-range surface-to-air missiles and multi-launch rocket system to upgrade T-69 tanks and repair the landing craft. ( they are going for a multi layered air defence:yahoo:)

Speaking about the Navy, she said: "Two maritime helicopters have already been added to the naval aviation to ensure security of our vast maritime boundary. Two more maritime petrol aircraft are joining the Navy's fleet by next February and April." (dornier 228)

Two new Large Petrol Craft (LPC) made by China would arrive by next January and the issue of purchasing submarine for Bangladesh Navy was under consideration. (god dammit, no decision as of now )

Hasina said her government upgraded the Navy into a three-dimensional force. "This force will soon be a four-dimensional one once the submarine is included."

The Prime Minister highlighted the government's measures to build a strong, professional and modern Bangladesh Air Force and said that a good number of F-7BGI fighter planes would join the fleet to increase its capacity. Some MI-171 series helicopters were also being procured, she added. (as dicussed before three were ordered)

The work for setting up a number of air defence radars in different bases of the Air Force would be completed soon, she said.

"Besides protecting the country's independence and sovereignty, the members of the armed forces are always taking part in managing disasters, serving mankind and conducting various nation-building and pro-people activities."

Hasina also wished eternal peace of those killed during the bloody BDR mutiny in the border guards' headquarters in February 2009.

The government considered the trial of the brutal massacre with much importance, she said. Special tribunals have already tried 18,520 mutineers.

"Charge-sheet against those accused for serious crimes like murder during the mutiny has been submitted. We hope that the trial will be completed soon," the Prime Minister added.

She said the government achieved progress in different sectors like economy, power and energy, education and health.

"The economy was very weak when we took the office in 2009. The price hike was skyrocketing. We've kept the prices of the daily essentials within the reach of the common people."
