A BSF officer, who lost his eye-sight fighting insurgents, was in for a pleasant surprise on Saturday when Home Minister Rajnath Singh came to visit him and shared a meal with the family. Singh, who was in Tekanpur to attend a passing out ceremony, was told by senior BSF officers about Assistant Commandant Sandeep Mishra and his wife Indrakshi, who got married four years after he lost his eye-sight in 2000 while fighting insurgents in Assam.

In a touching gesture, the Home Minister visited the house of Mishra, who has a nine-year-old daughter, in the sprawling campus of the border guarding force. Singh praised the valour of the officer, who is in his 40s, and gladly accepted the request of the couple to join them for lunch.

“Met the family of visually challenged BSF Assistant Commandant Sandip Mishra who lost his eye sight during an ambush in 2000. It is their love for the country which binds Sandip and Indrakshi together. It was a delight to have lunch at their home in Tekanpur,” Singh said.

The Home Minister, who spent nearly an hour with Mishra and his family, said the BSF officer derives strength from his wife Indrakshi “who decided to marry him in spite of him being specially abled”.

Tanushree Pareek on Saturday became the first woman combat officer to be commissioned in the 51-year history of the BSF, the country’s largest border guarding force. Pareek (25) also led the passing out parade of 67 trainee officers that was reviewed by Union Home Minister Rajnath Singh at the Border Security Force camp at Tekanpur near Gwalior.

Pareek, a resident of Rajasthan’s Bikaner, is the first woman to join the force in the officer rank after she was selected in the all-India exam conducted by the UPSC in 2014.

The Home Minister himself put the rank stars on the shoulders of Pareek during the piping ceremony.

The force had begun induction of woman officers in 2013.

She will now be posted to command a unit along the India-Pakistan border in Punjab.

While praising the first woman “field officer” of the 2.5-lakh-strong force, Singh said the Centre has chalked out a new roadmap to strengthen border security and it plans to seal Indian borders with Bangladesh and Pakistan.

He added the BSF has built 73 border outposts, out of 76 such border structures constructed in recent times.

Lauding the force raised in 1965, Singh said BSF has changed the rules of engagement at the international borders and now it is a “known entity” in the neighbouring countries.

While paying his tributes to the personnel of the force killed in the line of duty, the minister said government is planning for an effective grievance redressal mechanism in the forces.

“The forces are coming forward with such mechanisms,” he said.

He praised the BSF saying it is the only force after the Indian military which operates on land, water and air as it has a dedicated air and water wing apart from foot soldiers.

“BSF is not only the first line of defence but also the first wall of defence,” he said.

The trainee officers, who passed out today, have undergone 52-week training in battle craft, intelligence gathering and other border guarding tasks before being commissioned into the force in the entry rank of Assistant Commandant.

Out of 67, 51 are direct entry officers while 16 have joined the officer ranks on promotion.

During his visit to the Tekanpur camp, Singh also watched a demonstration of PAVA shell firing at the Tear Smoke Unit (TSU) of the force.

The shells were prepared at the TSU and sent to Kashmir Valley for security forces as an alternative to pellet guns to control protests and stone pelters.

The BSF is primarily tasked to guard two of the most sensitive Indian frontiers with Pakistan and Bangladesh while it is extensively deployed for conducting anti-Naxal operations and rendering other duties in the internal security domain.

New Delhi: In a rare gesture, Home Minister Rajnath Singh on Thursday broke protocol and hugged BSF constable Godhraj Meena who has suffered 85 per cent disability after militants' bullets hit him during an attack in Jammu and Kashmir's Udhampur in 2014.

Meena's bus, part of a Border Security Force convoy, was ambushed by militants on August 5, 2014 near the 'narsu nalah' area in Udhampur with a heavy gunfire.

The citation of the 44-year-old trooper said he was on guard duty in the bus and his bravery, acute presence of mind and accurate fire kept the two militants at bay and thwarted their attempts to enter and target the about 30 personnel onboard.

Meena, who is not able to speak properly as one bullet had pierced through his jaw, received a thunderous applause from the officials and jawans when the home minister pinned the gallantry medal on his chest.

Even before Meena could accord the mandatory salute, the home minister hugged and patted him and saw him off from the dais with a firm and long hand shake.

BSF officials said as per protocol, the home minister, after pinning the medal and handing over the citation, has to shake hand with the awardee and the person moves ahead after according a salute to him.

"What we saw today is rare, very rare. This is only in very special cases like that of Meena who has suffered 85 per cent disability after the attack. He is not able to talk and walk properly but despite this he dons his uniform with pride," a senior officer said.

The officer said Meena has now been deputed for conducting administrative duties.

This retaliation had led a total of four BSF personnel, including Meena, being decorated with gallantry medals.

The others included constable Subhendu Roy, driver Daljit Singh and constable Rocky who was awarded the 'Shaurya Chakra'.

Later, during his speech, Singh said he was proud of Meena's bravery and grit.

He also awarded the police medal for gallantry (posthumous) to the wife of the constable and cook of the BSF unit Sanjay Dhar.

Dhar was posted at the 'Pittal' border post along the Indo-Pak International Border in Jammu and laid down his life while saving his friend who had got injured in an unprovoked firing incident by Pakistan on July 16, 2014.

Singh, during the annual investiture ceremony of the BSF, also awarded gallantry medals to a total of seven troops of the border guarding force for their daredevil actions during ceasefire violations along the India-Pakistan border and while handling attacks by militants in Jammu and Kashmir.

He also decorated five personnel of the 41st battalion of the force for undertaking an anti-Naxal operation in Chhattisgarh's Kanker in 2014, where the team killed two Maoists.

http://www.thehindu.com/news/national/bsf-begins-drive-to-curb-suicides/article19530058.ece

In a first-of-its-kind step, the Border Security Force (BSF) has launched two ambitious projects to curb suicides and depression amongst its jawans and has introduced a ‘wellness quotient assessment’ test in their annual medical check-up.

The about 2.65-lakh personnel strong force has earmarked select troops locations, men and women for the conduct of the maiden and scientifically prepared pilot projects.

BSF director general K.K. Sharma, in an interview, said he has initiated the projects with a concern to reduce such instances in the force on a priority basis.

“It is true that deaths due to heart attacks, suicides and accidents have killed more troops than in operations in the past. But, as far as suicides is concerned, this number has come down due to a number of steps we have taken and a number of capsule courses on stress management that were started. “We are doing some new things now, so that there is an early identification of such personnel (who are in stress or in trouble) and such instances are reduced to the best extent possible,” the BSF DG said.

What we have launched recently is a ‘wellness quotient assessment test’, the DG said, adding it is a multi-point questionnaire which is being “linked” to the annual medical test of jawans and officers.

Identifying troops

Mr. Sharma, a 1982-batch IPS officer, said under this pilot project, troops will have to reply to a variety of questions relating to a various life situations, challenges and conditions and these questions have been prepared by expert mental counsellors and doctors.

The test is aimed to identify those troops who need help or counselling. “What we know is that more than 95% people in the force are normal. The minor cases we can take for counselling.

A minuscule percentage of cases we will give special medical attention. The effort is that early detection (of a troop in trouble) happens,” the DG said.

Records state that while in 2014 there were 46 suicides in the BSF, these numbers reduced to 27 in 2015 and 24 in the last year.

The jawans of the force are deployed for long stints at inhospitable and harsh climate areas along the Indo-Pak and Indo-Bangla borders, where they cannot keep their families for years together.

‘Mentor-mentee’

The second pilot project launched in the BSF in this context is called the ‘mentor-mentee’ system. “There are people who are natural counsellors. We are identifying such troops in the force. Such personnel can be further groomed to act as counsellors and experts who would identify a buddy in trouble, help him or her and seek help of superiors to bring comfort to them,” he said.

Such troops (mentors), the DG said, will also train others (mentee) in combating stress and taking correct decisions when faced with issues that create mental trouble.

“I am trying to handle this issue of depression, suicides, negativity amongst the personnel on a priority basis. We want that the force personnel to have wholesome wellness,” Mr. Sharma said.

He added that replacing yoga with the old physical training exercises in the BSF sometime back has shown results that it is bringing “positive changes”.

Vulnerable period

The DG said an analysis of the cases of suicides and stress in the BSF found that troops commit suicide immediately after coming from leave. In 90% cases, the BSF chief said, the trooper came back from leave and in the next 10-15 days they took the drastic step. It has been found that the tension and stress which the victim had, was of domestic nature.

“There have been no operations related suicides in the last five years since I am here (in the BSF),” he said, adding it has been found that issues concerning marital life, family disputes, property disputes, education of children and similar subjects forced the personnel to take the extreme step and end their lives.

The force has also got prepared a 40-minute film for its troops that chronicles their hard duties and challenges on the border and other internal security combat theatres. A CD of this film is provided to the troops when they go on leave and their families can see it and appreciate their job challenges and help them in balancing work and home.
