its protocol .ATC at Srinagar air port was fully aware of this chopper flight it was planned flight . Kashmir is hot zone but since 6th April 1991 both India Pakistan sign a pact of LOC flights to inform each other early and avoid any mess. treaty was include also military flights . that is why Pakistani air force planes fly over- land in india if needed .
