Two civilians were killed and two others injured in Army firing on Monday in Budgam district of central Kashmir when they did not stop their vehicle at check points.

An army spokesman Col Brijesh Pandey had earlier said the deceased were Army personnel.

He said security forces had an input about militants moving from Nowgam area of Srinagar to Pulwama district on the road passing through Chattergam area of Budgam district in a white private car.

"Three motor vehicle check points were established along the route to nab the militants. The car in which these youth were travelling did not stop at two check points when they were flagged down.

"They even broke through the third barrier at Chattergam leading to the security forces opening firing on them," Col Pandey said.

He said Army has ordered a Court of Inquiry into the incident to ascertain the facts.

"We regret the unnecessary loss of lives in the incident," he added.

Earlier, Col Pandey had said four soldiers were injured in the incident and two of them were declared brought dead at hospital.

I don't see why the army would need to apologise, when they say that they didn't stop during a military check stop. They should 'regret' the incident. However, this means the army is going all out on lip service.

How about story of Pandey ji declaring them as army personel. Something seems amiss here.

And apology isn't required. You overrun checkposts as many as 3 times, you are asking to be shot.

army is too sensitive when it comes to civilian deaths.... many terrorists are also exploiting that too

That incident happened some 2 years back.

The incident took place at the same spot where two years ago, an Army team had allegedly killed two soldiers and injured three others in a case of "mistaken identity".

Army did well to apologise other wise it could have triggered some mass protests

never cross a check point if u are asked to stop ...........especially if its military check post............Army all around the world is authorised to use deadley force

They should've stopped their vehicle. I remember a incident like this happened to Rangers in Karachi as well. Some guy didn't stop at the checkpoint and was backing his car (probably reversing) up into one of the Rangers checkpost. In self defence Rangers shot the guy but he was innocent.
