Ataturk himself said that it was about 20 percent in 1926. They never claimed it to be 8 percent with the Arabic alphabet, but indeed Ottoman Turkish was hugely ineffective to be the standard language for a Turkish republic. The normal people couldn't really understand it, as only about 20 percent of the vocabulary was of Turkish origin. Also major parts of the grammar were directly copied from Arabic or Persian. The Ottoman Empire basically had 3 a 4 versions of Turkish of the same time, while the people's Turkish was hardly standardized or written down. That's also because the Arabic alphabet is not suitable for a language that is centered on vowel, while Arabic is centered on consonants.
