Maybe the price also includes large scale technical cooperation for the Hisar program ?
I dont think so... The Russians will give us joint production of some parts at most. the Hisar program untill Hisar N will go with fully domestic developments and Hisar U will most probably go with Eurosam's support. The signing of contract for the development of long range air defense system and joining the consortium is saying us this. Inshallah we could jointly develop the Aster 30 Block II with exoathmospheric capability.

A Russian-Turkish deal on Moscow supplying Ankara with its S-400 air defense systems will be finalized this week, President Recep Tayyip Erdogan has said following his meeting with the Russian president in Ankara.

Russian and Turkish officials will be meeting to seal the deal, Erdogan told the media in the Turkish capital where he held talks with President Vladimir Putin Monday. The Russian leader also confirmed that "perspectives for wider military and technical cooperation" were discussed during the bilateral negotiations.

Putin said they had an "open and constructive conversation," adding, that further steps to enhance trade and economic ties had been explored.

Views on bilateral relations as well as regional issues were exchanged, the two leaders told journalists. Pointing out that Moscow and Ankara "have [a] similar approach" towards a number of burning issues in the Middle East, Putin and Erdogan outlined their positions on developments in the Israeli-Palestinian conflict, as well as the situation in Syria.

The Russian offer was hailed and chosen partly because they were supposedly offering tech transfer or joint production. I remember officials rejecting the American and European offers for three main reasons; high costs, US unreliability and possibility of sanctions and no tech transfer.
But from the mood now it looks like there will be minuscule, if any, joint production. I guess S-400 was chosen more for the former two reasons than the last.

Previously they had agreed on the technical specs/coop terms and delivery schedule (and inked contracts about them) but there was still the "small" matter of Russian credit for this sale. Sounds like that got resolved too. But the word is Russia has commenced production of the Turkish S-400s regardless of that last step, as all the parties assumed the credit talks to succeed without a hitch.

We should never forget that Turkey's going with the S-400 is as much a political decision as it is military. It was a direct response to hostile US actions in Syria/Iraq.

Who cares. So long as both parties have reached an agreement and the deal is progressing forward, I'm happy. Looking forward to 2019 and delivery of the first systems.

KUBINKA (Moscow Region), December 21. /TASS/. Russia will grant Turkey a loan to partially finance Ankara’s purchase of S-400 air defense missile systems, with deliveries expected to begin in late 2019 - early 2020, Russian presidential aide for military and technical cooperation Vladimir Kozhin said on Thursday.

"All the issues have been resolved and I discussed this theme while literally entering this hall. The contract is entering the implementation stage actually in coming days. A part of the contract will be paid for by the Turkish side and the other part will be covered by a loan granted by the Russian side," the presidential aide said.

"The deliveries will begin in late 2019 - early 2020," he added.

Turkish President Recep Tayyip Erdogan said in September that Ankara had inked a deal with Moscow on the purchase of S-400 surface-to-air missile systems and had made an advance payment.


Chief Executive of Russia’s state hi-tech corporation Rostec Sergei Chemezov told TASS on November 2 that the deal for the delivery of S-400 air defense missile systems to Turkey was worth over $2 billion.

Russia’s S-400 Triumf is the latest long-range antiaircraft missile system that went into service in 2007. It is designed to destroy aircraft, cruise and ballistic missiles, including medium-range missiles, and can also be used against ground objectives.

The S-400 can engage targets at a distance of 400 km and at an altitude of up to 30 km.

Russian Aerospace Force Deputy Commander-in-Chief Viktor Gumyonny said in April that missiles capable of destroying targets in outer space had started arriving for the S-400 systems.
