Turkey-Egypt relations must be normalized

Onur Sinan Güzaltan

Turkey and Egypt have significant importance not only in the region, but also in the world, with state traditions going back thousands of years.

Relations between these two countries have been tense after the overthrow of Mohammad Morsi in 2013.

The Turkish government’s insistent support for the Muslim Brotherhood, Egypt’s anti-Turkish actions with the Greek-Southern Cypriot axis in the Eastern Mediterranean, and Ankara and Cairo’s supports for different groups in Libya, are the main difficulties in improvising the relations.

THE IMPORTANCE OF NEGOTIATION EFFORTS
Although the problems I will outline may seem immovable obstacles at first glance, given the countries’ shared history, cultural values and complimentary economic interests, there is no actual reason why Turkey and Egypt can not remove these obstacles with the right actions.

The decisive point here would be for the rulers of the two countries to take some steps towards rehabilitating relations, which would benefit both of the major powers in the region. The first steps are abandoning narrow ideological points of view, and excluding the external factors that stand between the two countries.

Improving the relations between the two countries will secure regional peace and prevent the intervention of a third power.

Those who take some steps towards improving the negotiations and relations between Ankara and Cairo will be making an effort toward the future of these two major countries in the region, and these efforts should be respected.

POSITIVE REFLECTIONS OF SABREEN’S ARTICLE
In this context, the article titled “Proposals for normalization in Turkish-Egyptian relations”, written by Al-Ahram Newspaper columnist Mohamed Sabreen, for the United World International, contains some important ideas.

This article, which came to the public agenda and was debated in Turkey, was perceived positively by the government authorities, journalists and academics.

The country’s top newspapers have cited the article positively within their columns, and some experts and retired officials expressed their positive feelings about negotiating with Egypt.

A large portion of the negative comments about the article came from the FETO-PKK axis and radical Islamist groups and their affiliates, which are activiely engaged in hostile activities against Turkey.

From outside of Turkey, we can understand why Greece-Southern Cyprus, Israel and the United States oppose rapprochement, and they predictably expressed this opinion in their reports and commentaries on the issue.

THERE ARE NO ISSUES THAT CANNOT BE SOLVED
To reiterate, within Turkish public opinion, normalization with Egypt is being debated within large groups and some positive comments are being expressed.

Today, every party in favor of the national interests of both Turkish and Egyptian nations and in favor of regional peace advocates for a normalization process between the two countries.

If a political effort is made, solutions can be found for any of the problems I mentioned at the beginning of this article. Here is a list of possible suggestions:

1. In Turkey, the government must put an end to its pro-Muslim Brotherhood policies. Centuries old Turkish-Egyptian relations are too great to be restrained in favor of the Muslim Brotherhood or any other organization.

2. The Egyptian government must understand that their interests in the Eastern Mediterranean could only come from an agreement with Turkey. All the analysts say that Egypt has suffered a lot from their agreements with Greece and Southern Cyprus. The issue of the Eastern Mediterranean gas reserves, which would be to shape the future of our nations, should not and cannot be spent for only temporary disputes.

3. It is possible for Turkey and Egypt to come to an understanding in Libya. Egypt’ concerns over Libya, which shares a long border with it, can be understood, and Turkish actions in Libya where it is seeking to protect its interests in the Eastern Mediterranean in accordance with international law, smust be understood. The final solution to the Libyan issue would be from a mutual dialogue between Turkey and Egypt.

THE COMMON FUTURE OF THE TURKISH AND EGYPTIAN PEOPLES
In addition to all this, the coronavirus pandemic has brought great devastation, but also new opportunities which we might call “pandemic diplomacy.”

A cargo vessel full of medical supplies to be sent from Ankara to Cairo, or vice versa, can be a small step in quantity but a large step in quality, for the cooperation between the two sides of the Mediterranean.

Further steps around these issues would not only reduce the tensions between the two countries, they could also reduce the tensions in the entire region

Arguments between Turkey and Egypt open up opportunities to the enemies of both countries.

It is time for the Turkish and Egyptian nations, with a common history going back thousands of years, to make the right decisions.

Governments, political disagreements and small political affairs come and go, but the Turkish and Egyptian nations will always be permanent, and therefore, these two states must work together to come to terms.

It is a sponsored article directed to Egyptian residents in Facebook by a Turkish analyst.

It will definitely be a crucial normalisation for the region at large, past benefits for both countries.

Wish both countries the best of luck to move their important relationship forwards.

If the current government can put aside its differences with Israel for the sake of Turkey's benefit then we should be able to do the same with Egypt as well. I've said this before, Egypt and Turkey should be natural allies. The mutual history of these nations goes way back to the Mamluk-Ottoman times (probably earlier).

Development of strategic relations between Egypt and Turkey means that this structure can easilly dominate almost all of MENA. Therefore, the relations between these two countries can never be left alone, in other words, no one wants to see that.

However, it is also necessary to understand the institutionalized structures within the countries.

For example, Egypt's Greek side of Cyprus relations and with stepping against TR in Med strategies are not new. During the period of Hüsnu Mubarak, there was a highly problematic structure while mutual commercial and political relations continue.

In the Mursi government period, almost a century later, there was an opportunity to carry the relations to a strategic dimension, but what the Turks could not understand was that this situation was actually very uncomfortable by the Egyptian army. The Egyptian army means the Egyptian economy. To understand Egypt, it is necessary to understand the unique condition of the Egyptian army and its structure within the country. If you go to the historical foundations of the Egyptian army, u can also understand why the Egyptian army encompasses whole state with this degree. An actual calculation error that was made by the political power in Turkey. On the other hand, the reason why gulf countries developed the right strategy was that they understood this structure well. Egypt is not an european style civil country.

Despite to all of these, the problem between the two countries is intergovernmental. In its current form, Turkey questioning the legitimacy of the military coup in Egypt, while Egypt has accusing Turkey of interfering with internal affairs. While Egyptian Muslim brothers freely conducting media activities in TR, almost all Egyptian press' Turkish services entrusted to well known FETO members.

The situation is very different among peoples. I know how strange it is but, Egypt and Turkey nations are one of the closest people of the world that u can see around. If you look around a bit, you will see countless brotherhood stories. I still cannot forget the hospitality I saw in Egypt, where I went years ago.

In fact, the normalization step could have been taken much earlier. If you go around the news archives in 2018, you will understand what I mean. Delegations between the two sides held many discussions on these issues. However, many factors(from TR's side, especially the UAE) sabotaged this process. There are strong resistance points both inside and outside for both countries.

The military coup in Sudan and finally the military coup attempt in Libya made everything more complicated. Frankly, I do not have much hope for normalization in the near future. However, I hope that the conflict between governments cannot become chronic and totally destroy common cultural ties.

Haha that is if Egypt can stop being the b*tch of GCC and carve out it's own identity. Egypt should look towards the Mediterranean and reset its geopolitical configurations like it did when Alexandria was the pearl of the Mediterranean. Sad to see the land of Nefertiti and Cleopatra being overrun with Hijazi and Najdi culture.

70 % Egyptian vote for Muslim Brotherhood government.
Brother How long that Democracy Survived the Truth is Muslim Brotherhood is not palatable for the Arabian Elites and their Allies in West. Algerian Establishment took a decade long Civil war over a MB Government. Egyptian Elite could only Tolerate MB for Barely a Year Egypt as it stands today is a Dictatorship propped up by West what a common Egyptian thinks is of no consequence.

While i do agree Relation Need to be Normalized In order for Turks to Achieve their wider Objectives in North Africa more easily but the Prospects for it are low as Egyptians Government is wholly under Influence of Gulf Even if Sisi wants to Normalize he probably wont have a Choice.

Nope, bro...though this article kind of reflect my views with a small difference. I don't think that we can normalize relationship with Egypt, during Erdogan in reign. Erdogan has to go for the sake of Turkey.

**** We are still waiting for you to join. :)
I don’t think that all these countries who have strategic differences with Turkey(Egypt UAE KSA US France Germany and others) would suddenly become turkish “friends” after Erdogan is gone
As @dBSPL explained misunderstandings with Egypt go before current government(though it’s true that a lot of new issues have arisen during this government) but as I say it would be stupid for Turkey to give up from arab opposition mainly situated in Istanbul if Egypt or any other country doesn’t do the same thing with greeks pkk and haftar but this won’t happen as Egypt’s moves for now are dictated by foreigners who have their own plans regarding Turkey
I know from personal experience what happens to a country that gives up its positions while her rivals do nothing in exchange(the result is usually heavy internal instability/crisis that in Turkey’s case would lead to civil war)
As you can see Egypt isn’t independent country due to the fact that most of the food is imported they receive huge money from the gulf through various means
Only when Egypt is going to start pursuing independent foreign policy(this means they need to go first through some serious economic reforms) then we can expect realignment with Turkey on some common goals
These attempt by some turks and egyptians are with good intentions but unfortunately (geo)politics aren’t so simple and naive as they think...

Nothing will change as long as Egypt remains a slave country of Saudis and UAE.

And I'd like to remind some of the Turkish users here that every single party in the parliament condemned the overthrow of the civilian government in Cairo which was a historic move in Turkey.

Believing that everything is going to change the minute Erdoğan is out of office is nothing short of stupidity.

Remember that Egypt is not accepting our EEZ agreement with Libya, Egypt is disregarding our existing trade agreements, Egypt has signed new agreements with South Cyprus and Greece, Egypt is militarily and economically dependent on all the countries that we're are considering hostile towards our interests and so on.

We simply overestimated Egypt. It was the wrong horse to back.

This is brilliant for a PDF Think Tank ..... could you provide us with a source of this magnificent info .....?!

and in all cases ..... if you lived with us during that year of MB in power ( putting your ideological believes aside) .... you would change your opinion about that group.

I always have said, it is in our and their interest to become allies and closer relation. I dont think this is possible because of erdogan and sisi and also because of UAE influence on Eygpt.
