Tu-104 is based on Tu-16 the same way E-7 and P-8 are based on Boeing 737. You don't reinvent the wheel when you don't have to.

May be they were focusing more on military development than civil sector in 50s so they think its more safer to develop jetliner based on bomber rather than totally new designI do not know if they were able to develop from scratch in the 1950s or not but they decided to use Tu-16 strategic bomber as basis and that is how it went down.
