It is obvious from your post that you clearly lack any grasp of what H1B abuse mean.

Babus is the term Indians use for our bureaucrats. Not engineers.

H1B is not a way to replace American workers. H1B is allowed for STEM only. Check how many STEM graduates are there from US and India/China each year. Also, make sure how many STEM graduates from US are Indians/Chinese itself.

H1 visas are part and parcel of outsourcing. If you feel Indian babus are taking jobs away, Imagine how many are being taken by the chinese. If your job is not logistically tied to the site, it can be outsourced. Companies get work done for lower cost. and having lesser number of employees help company books as well. And also, easier to maintain count.

All the abusers you speak of, all their tactics are known to USCIS. Why no action?

Good, send them all back if companies are found to be abusing the H1-B visas for what is essentially cheap imported labour that undercuts legit American nationals' chances at getting the job. Let only the legit merit based high skill employees from India etc remain, not just cost effective ones.
