Trump said in a press conference with the Amir of Kuwait Sheikh Sabah Al-Ahmad Al-Sabah:

The contract includes a number of 28 fighter F / A-18 E / F divided as follows:
22 F / A-18E single-seat
6 F / A-18E double-seat training / combat
As well as .. a future purchase option for 12 additional fighters with the same specifications and prices..

Of course the deal includes on top of the fighter aircrafts, contracts for training, ammunition spare parts and logistical support, and most likely Kuwait will get the latest version of the F / A-18 E / F Block lll known as the term Advanced implies, with the most prominent features of CFTs, which on top of Increasing the operational range the period of survival in the air, it frees more suspension points, especially suspension points with heavy loads in favor of more loads of ammunition.
With many more other developments, yet to be announced ..

Good thing Kuwait bought weapons from the US. Now Trump knows where they are on the map.
They are on the same map as everyone else, while being strategic allies of the US, that does not prevent them from diversifying their weapons procurement sources, with the lion share going obviously to the US..

How is F-18 E/F classified as a next gen fighter on the lines of F-35 and F-22?

It's not a 5th Gen fighter, secondly this was a bad move.... F-15 would have been much better and they can't get
F-35 restricted from them.

Just look at what is written under the F/A-18 E/F and you should understand..

How can this be a bad move, Kuwait was the only GCC country operating the F-18 Hornets, so it is logical that they go for the Advanced F-18 now.. besides that they are getting EF Typhoons too..Kuwait population is small and getting the F-15 would require training new pilots and new technicians and building new facilities.. So this choice was the most appropriate, since they are already training pilots and technicians and building facilities for the new EF Typhoons..

Your response to why Kuwait opted to go with F-18E/F is totally logical but just because something is written under the F-18E/F in that picture doesn't justify why it should be considered as a 5th gen fighter. It is still a 40 year old air frame and has reached the zenith of it's upgrade potential, wasn't designed to be a stealth and radar evading plane in the first place, which was the primary concept behind F-22/F-35 or the PAK-FA/J-20 which are termed as next gen

Maybe we should read what written in red under the images.. this one might be considered as a 4+++ generation , where the generation's lines are blurred..

Mabrouk ya Kuwait! Will integrate and add nicely to their current fleet of F/A-18A's & B's. It makes total sense to go with this fighter.

It will be spectacular with the CFTs where it won't need fuel tanks and be even stealthier, especially with the weapon's pod. It will limit its weapon's load, though, but it will give it a smaller RCS. It also has the next generation IFF sensors. Those F-18 Super Hornets have that much larger LERX than the A & Bs and just an outstanding fighter.

This is what this Kuwaiti advanced version should look like from the front with the CFT and the stealthy weapons pod which has several options for ordinance.

Hopefully Boeing will get a contract to make the next generation advanced F/A-18 stealth fighter. This thing would be a beauty. The offspring of a cross-breed between a Super Hornet and a Raptor.
