Connectivity between Nepal and China itself is highly limited due to geographical restrictions.

Yes, when people are not ready to leave their land for roads, when farmers are not ready to leave their lands for industries, when there is no concrete bills to acquire lands from the owners at market price, then we will have to settle with never.

Nepal used that seasonal route to purchase goods from china during trade blockade last year. Proved very costly and unreliable. But yes, keeping all options open is smart.
