Yes, he did. He was blind and delusional to the real danger. Despite a 2/3 majority in Parliament that he held for almost 15 years in Parliament he took no steps to recast India into a truly inclusive nation state with ground based justice and democracy institutions. Instead of fighting the fascist virus within Nehru was obsessed with a Soviet style show of strength; fighting Pakistan, and taking over residual patches of colonial legacy territory. (Goa, Pondicherry, Daman etc.). He came off badly when he took on China.Nehru simply glossed over the real Hindustan.
He allowed issues like the Babri Masjid fester.
His daughter Indira Gandhi was far more pro-active trying to build Indian unity fighting religious bigotry, and fascist groups but paid the ultimate price for efforts.
