army can be called in to perform duties in emergency situations. its part of their job duty, they are paid extra for it.

If the army completely supervises the elections of Karachi alone, MQM will get 80% less votes than they used to get earlier. 'Forced voting'. Same would happen all over Pakistan, in parts of KPK and Baluchistan forced voting exists. Punjab however uses unexisting votes where either same person votes for 20 times or people at booth tick 'PML-N' on all tickets.

But one thing army cannot control is PPP's policy of buying votes from rural areas under slogans of 'Aaj bhi bhutto zinda hai' and giving away edible utensils as 'gift' for the people. The reason why Pakistan's education system is kept limited (on purpose by government). If the majority of Pakistani citizens get proper and decent education, Jiye Bhutto concept will be demolished (for good).

See,even though i would support the calling of the PA for the supervision but this dragging army into everything is the reason other departments are screwing things up.The politicians also cash this opportunity to take cheap shots at the PA. The losing side would accuse PA of rigging. Subsequently the PA become the bad guy and every other *** hole is innocent.

they are paid from the the account "aid to civil", atleast that is the case when they are deployed in terrorism hit areas and floods- This account is functional, I think since the British and it still pays. you can check from your friends, mine were paid extra when deployed in FATA.
