Lahore, Feb 22 (TNS): The Transparency International has praised Punjab Chief Minister Shahbaz Sharif reforms in development, energy and social sector.

In a survey conduct by Transparency International, Shehbaz Sharif was voted by 49% of the respondents, followed by Nawaz Sharif, at 40% and Imran Khan at 26% and Asif Zardari at 1%. The figures about government’s role in eradication of corruption were also released, PMLN outperformed other parties in reducing corruption and ensuring transparency. Results covered a time span of 3 decades, and reviewed all the governments in between.

Corruption Perception Index (CPI) Score of Pakistan during PMLN led government during last five years, has continuously improved. In 2012, Pakistan’s CPI was 27/100, which has increased to 32/100 in 2017. Whereas CPI score of many developed and developing countries has drastically decreased. When PPP left, Pakistan’s rank from the bottom was 36 and now Pakistan’s number has reached 64 from bottom, government has gone a long way, similarly it improved in 1997 and 1998, at 5 and 15 respectively, which was 2 in 1996 during PPP led government and 13 in 1999 during Martial law.

The role of the Punjab Government in exploring public private partnerships such as outsourcing has also facilitated transparency. It is believed that the private sector is able to manage funds more productively, aggressive efforts to improve efficiency of the market structure beyond rigid government architecture is therefore commended and builds faith in the fact the government is trying to bridge the gaps identified. The existence of public sector companies to innovate service delivery is another factor that supports this. These section 42 companies mimic private sector companies, and report to a board of qualified technocrats, experts, academics and government officials so that there is an added layer of accountability to the departments, further transforming the modes of governance.

Similarly, increases in revenue and savings which are now more widely reported as well have helped society view the government as transparent or at least moving in that direction. This includes the role of improved public procurement, particularly through technological interventions, strong negotiations and centralized procurements where Government has reported savings of billions of rupees. An example in this regard is PKR 682 billion saved in 12 mega projects in Punjab in last 5 years.

This includes power plants, Orange Line Metro Train, Metro buses, Chiniot iron ore deposits and Punjab Safe Cities etc. Moreover, the increase in taxation revenue at a provincial level such as the increase collection of GST by the Punjab Revenue Authority has improved perceptions. Social sector reforms in Health, Education, Water, Sanitation and social protection has increased transparency particularly through the increased accountability mechanisms. In education, Ghost schools have almost entirely been eradicated in Punjab which is continuously monitored, teachers are hired purely on merit, healthcare funds are also being utilized effectively at a district level through the Health Councils and the drug control regime has an effective mechanism to remove and penalize counterfeit medicines.

Transparency International survey: Shehbaz Sharif voted most honest by respondents

LAHORE: In a survey released recently by Transparency International, Shehbaz Sharif has been voted honest by 49% of the respondents, followed by Nawaz Sharif, at 40% and Imran Khan at 26% and Asif Zardari at 1%.

Corruption Perception Index (CPI) Score of Pakistan during Pakistan Muslim League-Nawaz (PML-N) led government during last five years, has also continuously improved. In 2012, Pakistan’s CPI was 27/100, which has increased to 32/100 in 2017.

A recent report, based on statistics collected from the World Bank, African Development Bank, and International Economic Forum, rated 180 countries on a scale of one to 100 — the latter being the highest score.

Pakistan fared better than its neighbour Bangladesh, with the latter receiving 28 points on the index. India and China, however, were ranked higher with the scores 40 and 41 respectively.

The statistics issued by Transparency International disclose that in 1996, Pakistan stood on the 71st rank among 85 countries. After the PML-N formed the government in 1996 a notable increase in the corruption index was observed. Within a span of two years, the index increased by a point to reach 2.7.

Social sector reforms in Health, Education, Water, Sanitation and social protection has increased transparency, particularly through the increased accountability mechanisms.

The existence of citizen feedback models such as through the Punjab Information Technology Board has also allowed for closer coordination with citizens. Technological advancements and open access websites reporting service delivery data, such as that for education, immunization, land records and others are some of the factors that have brought citizens closer in their opinion to what they think the government is doing.

Shehbaz Sharif tops TI’s honesty charts leaving Imran Khan, Asif Zardari behind

LAHORE – Punjab Chief Minister Shehbaz Sharif has surpassed his political rivals on honesty charts after being voted honest by nearly 50 percent respondents in a survey, conducted by the Transparency International.

According to the survey, Shehbaz Sharif was voted honest by 49% of the respondents, followed by Nawaz Sharif at 40%, Imran Khan at 26% and Asif Zardari at 1%.

PML-N Govt reduced Corruption

The figures about the incumbent government of Pakistan Muslim League-Nawaz’s (PML-N) role in weeding out corruption were also released. They show PML-N outperformed other parties in reducing corruption and ensuring transparency. Results covered a time span of 3 decades and reviewed all the governments in between.

Pakistan, under the PML-N’s, marked an improvement on Corruption Perception Index (CPI) Score during last five years.

In 2012, Pakistan’s CPI was stood at 27th position out of 100. The ranking improved to 32/100 in 2017. Whereas CPI score of many developed and developing countries has drastically decreased.

When PPP left, Pakistan’s rank from the bottom was 36 and now Pakistan’s number has reached 64 from the bottom. The Government has gone a long way, similarly, it improved in 1997 and 1998, at 5 and 15 respectively, which was 2 in 1996 during PPP led government and 13 in 1999 during Martial law.

The TI highlighted efforts made by PML-N’s leadership to achieve growth. It added that a favorable enabling environment for investment and public-private partnerships developed due to these efforts.

Despite political protests and demonstrations, especially at the start of the term, Pakistan has been able to do well on the stock exchange and in terms of market competitiveness internationally.

At the federal level and in Punjab, international contractors have been involved in mega projects across public transport, health and power generation in addition to many others, worth billions of rupees.

In the projects, very few reports on corruption were surfaced within the contracts and immediate investigations into any potential allegations.

Leaders of China and Turkey also commended the role of government to control corruption in the mega projects. There is confidence in the ability of Punjab and Pakistan as a whole to commission and complete contracts without corruption, it added.

لاہور (ڈیلی پاکستان آن لائن) ٹرانسپیرنسی انٹرنیشنل نے کہاہے کہ پاکستان میں 1995 کے بعد سے اب تک جب بھی مسلم لیگ ن کی حکومت آئی کرپشن میں واضح کمی دیکھی گئی،سال 2017میں پاکستان کی ریٹنگ 32دکھائی گئی جوکہ موجودہ حکومت کے پہلے سال کی نسبت 5پوائنٹ زیادہ ہے۔یہ رپورٹ منظرعام پر آنے کے بعد وزیراعلیٰ پنجاب شہبازشریف نے کہاہے کہ ٹرانسپیئرنسی انٹرنیشنل کی حالیہ رپورٹ نے پاکستان کی موجودہ حکومت کی شفافیت کی پالیسی پر ایک بار پھر مہر تصدیق ثبت کردی ہے،ٹرانسپیرنسی انٹرنیشنل کی رپورٹ نہ صرف پاکستان مسلم لیگ (ن) کی حکومت بلکہ22 کروڑ عوام کیلئے ایک اعزاز ہے۔
میڈیا رپورٹس کے مطابق ٹرانسپئیرنسی انٹرنیشنل نے 180ممالک کا کرپشن انڈیکس 2017جاری کردیا ،رپورٹ ورلڈبینک اورعالمی اقتصادی فورم جیسے اداروں کے اعدادوشمارپرمبنی ہے جس کے مطابق تمام ملکوں کی کرپشن کو صفرسے 100تک گریڈ دیا گیا، یعنی 100 نمبر والے ملک میں سب سے کم اور صفر پر موجود ملک میں سب سے زیادہ کرپشن ہے۔سال 1998میں مسلم لیگ ن کی حکومت ختم ہونے کے بعداگلے 9سال کرپشن کی صورتحال خراب دیکھی گئی،1999 کے مارشل لاء سے 2007 میں مسلم لیگ ق کی حکومت کے خاتمے تک 2004 اور 2005 میں رینکنگ کم ترین سطح 2 اعشاریہ 1 پر رہی تاہم 2007میں جب ملک میں پرویز مشرف کا اقتدار ختم ہوا اور مسلم لیگ ق کی جمہوری حکومت آئی توکرپشن انڈیکس 2 اعشاریہ 4 پر تھا۔

رپورٹ کے مطابق2013ءمیں جب مسلم لیگ ن کی حکومت آئی تو یہ ریکنگ 28ویں نمبر پر تھی جو 2014ءمیں 29اور2015میں 30تک جاپہنچی ، 2016ءمیں 32پاکستان کا نمبر تھا جو 2017ءمیں ہی برقراررہااور یہ 176ممالک کی فہرست میں سے انیسواں سب سے زیادہ اضافہ تھا۔ٹرانسپیرنسی انٹرنیشنل کی طرف سے جاری اعداد و شمار کے مطابق 1996میں پاکستان 85ممالک میں71ویں نمبر پرتھا،1996 میں مسلم لیگ ن کی حکومت قائم ہوئی اور صرف دوسال یعنی 1998 میں پاکستان کا کرپشن انڈیکس ایک پوائنٹ کے اضافے کےساتھ 2اعشاریہ 7 پر دیکھا گیا۔

اسی طرح 2008سے 2013تک پیپلزپارٹی کے دورحکومت میں 2.5پر برقراررہی جبکہ 2004-05ءمیں کرپشن کی شرح 2.1تک تھی ۔

‘Punjab Speed’ recognised globally

LAHORE: Punjab’s Chief Minister Shahbaz Sharif is equally acknowledged by the political leaders at home and global leaders for all the projects undertaken by him.

On September 16, 2017, Turkey’s President Recep Tayyip Erdogan while welcoming Sharif in Istanbul commended his leadership skills. “Under your leadership, the journey of development and prosperity of Punjab is commendable and the efforts of Pakistan government for the provision of energy as well as the eradication of terrorism are worthwhile,” he expressed his sentiments.

“The projects initiated in collaboration with Turkey in the Punjab province are vivacious symbols of Pak-Turk friendship,” said Erdogan.

During a meeting on May 16, 2017, Minister of Communist Party of China (CPC) Wang Yajun, said that Punjab had attained major development goals in his tenure which was surprising as well as impressive.

Tajik Ambassador Jononov SherAli Saidamirovich, said in a statement that it is one of the greatest achievements by the CM to overcome the electricity crisis in the country.

One of the greatest achievements of the CM Punjab is the introduction of a computerised school system in the province. Every student in a government school in Punjab is now individually tracked through a computerised enrolment system. It’s one of the largest school information management systems in the world, with 11,457,895 enrolled students (11.4 Million). This month each school will start reporting daily attendance of these students on computer tablets.
